Abstract
The Neesia altissima (Blume) is an evergreen tree that may exceed the height of 40 m, in the old specimens in nature, with erect trunk, of up to more than 1.2 m of diameter, with slightly grooved bark of greyish brown colour. In this study, we identified diversity and biopotential of Neesia altissima Bl. in Indonesia. Neesia altissima Bl. is a large tree (grows up to + 40 m) and distributed primarily in the primary rainforests of Malaysia and Indonesia (Sumatera, Borneo, and Java islands). In Indonesia, this endemic plant is used medicinally for treatment of gonorrhea, diuretic and diarrhea. The fruits are locally utilized in the traditional medicine as diuretics and together with the leaves, in treating the gonorrhea. Because the plant having such an important medicinal value and having endangered status, so studies on microbial endophytes from N. altissima in relation to discovery of alternative secondary metabolites are very important. Therefore, it is important to explore endophytic bacteria from endemic medicinal plant such as N. altissima, and screened their potential in producing antimicrobial compounds. The pharmacological potential of Neesia altissima Bl. and the genus Neesia in general is as of yet unexplored.

Abstract
The development of information and communication technology (ICT) not only raises optimism for economic progress, but also concerns for the increasing level of economic inequality due to the technological nature of capital and skill-biased. There is also fear that the digital revolution will harm women workers. This paper aims to analyze (1) What is the relationship between the ICT development and the income received by skilled and unskilled workers? (2) How did women can get benefits from the ICT development? Using data obtained from the National Bureau of Statistics, we conducted a correlation analysis between ICT development index and the average monthly wage of formal workers for eight types of jobs in 34 provinces in Indonesia in the period of 2015-2016. We also did correlation analysis between ICT development index and monthly average net wage for nine employment sectors. Further, we analyzed distribution of women in labor forces to show whether they are benefited or not from the ICT development. This paper shows that ICT development has significant positive correlation with wage rates in four type of jobs (namely (1) Professionals, Technicians and similar workers, (2) Leadership and Management Personnel, (3) Administrative and similar workers, and (4) Sales Workers) and three sectors of employment (namely (1) Finance, Insurance, Building or Land Rental Business, and Company Services, (2) Large Trade, Retail, Restaurants and Hotels, and (3) Buildings), that required high education and skill. It means that the industrial revolution is benefiting skilled workers more than unskilled labor. Interestingly, distribution of women workers in the four type of benefited jobs and the three sector of employment is higher than men. So, although the level of use of technology (internet and mobile phones) among women is still low, Indonesian women in workforces are more benefited from the ICT development, than men.

Abstract
This study aims to see at the problems of the implementation of authority on population affairs and civil registration in regional governance in Banten Province. The study was conducted in March to April 2019. The method used in this study is descriptive research with a qualitative approach based on primary data obtained by interviews and secondary data in the form of documents that have relevance to the research objectives. The results of the study show that based on Law 23/2014, the implementation of the affairs of Population Administration and Civil Registration in large part is still the authority of the central government. The authority of the district / city government is limited to population registration services, civil registration services, population data collection, utilization and presentation of district / city population databases. Meanwhile, the provincial government has only the authority to make a population profile in level province. The lack of authority and responsibility for carrying out the affairs of Population Administration and Civil Registration at the provincial government level made the reason for the Banten provincial government to unite the affairs of Population Administration and Civil Registration with two other affairs namely government affairs in the field of women and child protection and the field of population control and family planning (DP3AKKB). This condition has implications for the not yet optimal implementation of the duties and responsibilities of the provincial government in handling population administration as contained in Law 24/2013 concerning Population Administration and Decree of the Minister of Home Affairs Number 100-1077 Dukcapil in 2017. DP3AKKB Institutional Strengthening is needed through fulfilling the need for human resources who have competence in the area of population administration, especially expert in Population Administrator Database (ADB), Banten Provincial Budgeting alignments and optimizing budget submissions sourced from the APBN

Abstract
The development policy of the reclamation area is an important part of spatial city in the urban regime. But The policy of reclamation of the north coast of Jakarta (pantura reclamation) in urban regimes is not almost researched by the scolars. As like, dyanamics of urban regime in spatial city in policy of construction of pantura reclamation of Jakarta. In urban regime theory, that are three typologies of urban regime. First, the instrumental regime. The goal is to realize the program and the motives of the results. Second, the symbolic regime. The typology of this regime discusses and motives for expressive political portrayals. Third, the organic regime. Organic regime to perpetuate the status quo. In urban regimes, the effectiveness of regime policies is influenced by the actions of actors of power in urban regimes. To be effective, governments must blend their capacities with those of various non governmental actors. But the non-government actor as like the developer (businessman) is dominance in policy of pantura reclamation. The dominance of businessmen in the policy of Jakartas pantura reclamation creates a broad political and economic conflict, between society, actors, and the state. So the impact of the dominance of businessmen in policy of urban spatial planning in Jakarta to be not effective. The conclusion in this study supports the theory of the urban regime of Clerence Stone and about Garry Stoker.

Abstract
This article examines the involvement of citizens in Open Data (OD) movement. OD, as information that can be freely accessed by anyone, and for use, reuse, and redistribution by anyone, aims to make citizens can actively participate in processing it for their own interests and to participate in governance of government. “For Improved Governance & Citizen Engagement” is one of the principles of Open Data which is an idea that reflects the paradigm of New Public Services (NPS) or New Public Governance (NPG) which emphasizes the importance of citizen involvement in public administration. Based on Open Data Barometer report, Indonesia has a level of readiness that is good enough to implement data disclosure, among other Southeast Asian countries. Indonesia has started this project since 2012 with a pilot project in three regional governments namely DKI Jakarta Province, Bojonegoro Regency, and Bandung Municipality. The research was based on the issue that OD in its implementation has not been running effectively due to various obstacles, for example, according to a report from UKP4 (Presidential Work Unit for Development Supervision and Control, now called KSP/Presidential Staff Office): the coordination mechanism is unclear, non-optimal communication, many doors for data requests, and no data harmonization mechanism. Based on these problems central government encouraged regional governments to implement OD with four strategic stages that must be done, namely: early engagement, capacity development, implementing Open Government Data, and sustaining stages. This article describes those four stages and how citizens get involved at every stage, and the chalanges and impacts of this movement.

Abstract
Abstract Governments throughout the world are currently held by parties to improve the quality of society and increase active participation in the provision of information for the community and are required to be more effective. This causes e-Government or electronic-based government to be increasingly important for all decision-making. Traditional government (traditional government) that is identical to paper-based administration has begun to be rejected. The transformation of traditional government into an electronic government (e-Government) has become one of the hottest public issues discussed at this time. In general, the process of providing services to the community (today) is carried out through direct contact between service providers (government bureaucracy) and citizens. Apparently, direct contact like this has been widely used by the parties involved in the interaction of both the bureaucrats (service providers) and from the community (service recipients). requested. payment exceeds applicable conditions. In terms of community members, some people who want to get complete service by bribing or giving "lubricating" money to unscrupulous officers. Such practices will definitely be Impact on other service users, which in turn will also have an impact on the quality of public services. Some survey results from international survey institutions show that public services in Indonesia are still the worst in Asia in terms of public services. Likewise, various discussions have been carried out by observers of public services, with almost all of them being sustainable about public services through direct contact which is vulnerable to various practices of maladministration, namely a practice that deviates from ethics administration or an administrative practice that moves away from meeting objectives administration. Based on the facts above, one effective way to minimize public action in government is with e-government. E-government is Presidential Instruction No. 3 of 2003 concerning E-government Development Policy and National Strategy which departs from current thinking regarding the use of communication and information technology in government processes that will increase efficiency, effectiveness, and accountability in governance. While the main purpose of the implementation is to improve the quality of effective and efficient public services. According to Mustopadijaya (2003), e-government is needed because of the answers to changes in the strategic environment that require efficient, effective, public-oriented, transparent and accountable state administration.
