Abstract
The concept of road preservation in Indonesia is different from what has been applied in developed countries. The road preservation program according to Geiger (2005) consists of: (1) preventive maintenance; (2) minor/non-structural rehabilitation; and (3) other routine maintenance activities. However, major rehabilitation and reconstruction are included in the road preservation program in Indonesia. The road preservation program should only function to extend the service life and restore service functions, not to increase structural strength and capacity. The trend of road network treatment in Indonesia has been limited to reactive maintenance. Therefore, it tends to be late and improvement seems to recur at the same location. The Directorate General of Highways tries to change the old paradigm of reactive maintenance into the new paradigm of preventive maintenance through the more rational anticipation program, especially on the national roads. The Strategic Plan of the 2015-2019 Directorate General of Highways targets the preservation action along 41,017 km of the national road, and almost 90% of the national road funding is allocated for road preservation.

This study examines the impact of corporate governance mechanisms and risk management on earnings management practices. Consistent with prior research, this study estimates discretionary accruals based on loan loss provision using the procedure derived from Jones (1991) model. Using a sample of 15 Islamic banks with a total of 150 firm year observations from 2007 to 2016, the results show a negative and significant association between corporate governance mechanisms and risk management and earnings management through discretionary loan loss provision.

The presence of airport train provides an alternative for users to access Soekarno-Hatta Internarional Airport in avoiding congestion on the road due to increased traffic volume. Since the first operating, there has been a rapid change in fare and a significant increasing thus effecting on purchasing ability of people. This study aims to evaluate the airport train fare based on Willingness to Pay (WTP) of users. Data collection is carried out by users interviews (stated preference) at the station and on the train. Analysis of WTP uses Dicrete Choice Model by comparing scenario improvement services and existing services. The attributes used are cost and headway. The result of the estimated value of WTP is IDR 83,969, where it is greater than the existing fare. So, it is still possible to increase the fare which is certainly by improving service performances.

This paper presents harmonic reduction using shunt active filter for hospital building electrical installation. Harmonic installation in electric power systems is caused by non-linear electrical loads, especially those containing coils, such as air conditioners, pump machines, fans, and others. Harmonic can cause excessive heat in a distribution transformer that supplies an electrical installation in a multi-storey building. This heat is a power loss and has the potential to shorten the life of a distribution transformer, so that efforts are needed to reduce harmonics. One effective method to reduce harmonics is to use active filters. In this study, a shunt active filter application in the electrical installation of a hospital building was carried out. The results showed that the filter was able to reduce harmonic currents significantly, so that the harmonic threshold was still in accordance with the IEEE standard.

Abstract
Nakayasu synthetic unit hydrograph is one of some unit hydrograph methods that is widely used in the analysis of design flood in Indonesia. The Nakayasu synthetic unit hydrograph method requires relatively a little data and the results still need to be tested regarding to the reality. Following the various studies related to alfa parameter that have been carried out, these parameters, are still not optimal and only valid in the certain locations, so the formulation is needed to determine the value of alfa parameter that is adjusted to the physical watershed characteristics in Java. This study aims to develop a model of alfa parameter that is related to the characteristics of watersheds in Java Island. The watershed characteristics consist of watershed shape, watershed area, slope, and river typology (length of river and bed slope). The alfa parameter development is generated from the statistical analysis for several watershed characteristic variables that have a significant effect. The model of alfa parameter is hoped to be a function of the watershed characteristic variables with the general equation is as follow: alfa = f (river length, slope, area, perimeter, watershed shape).

Abstract
Indonesian Highway Capacity Manual (IHCM) is used as a guideline for calculating delays and queues at unsignalized intersections. Since it was published in 1997, there has never been an update on IHCM. The aim of this study is to improve the IHCM formula to calculate the delay and queuing in unsignalized intersections. Traffic data on 8 cities in Indonesia has been collected, then a delay and a queue calculate using the IHCM formula. The results of the assessment are based on calculating using IHCM formula, delay values and queues are different from field values. The high level of mayor road traffic flow (> 3000 vehicles / hour) and minor (> 800 vehicles / hour), as well as the right and left turn ratio (> 10%) is one of the reasons that the calculation in IHCM becomes inappropriate. Furthermore, by comparing the results of calculations with the results of the field, it appears that motorcycles determine the composition of vehicles at the intersection, so it has been improved the value of passenger car equivalent for motorcycles. In addition, it was also approved to improve the value of base capacity for unsignalized intersection.

Abstract
The West Surabaya area, especially in the lower reaches of Tandes Rayon, has a high level of inundation risk due to several factors, one of which is the influence of sea level rise. Therefore a puddle map is needed which is one of the efforts to minimize the impact of inundation that occurs in the downstream area of Tandes Rayon by using scenario condition, namely inundation scenarios for the downstream condition of Rayon Tandes, and inundation scenario in the event of sea level changes to the global warming. Hydrological data processing can use HEC-HMS software and for hydraulic data processing requires primary channel profile data and can be processed in HEC-RAS 1D. Inundation map modeling in the Lamong bay area uses 2D HEC-RAS which is used to determine flood-prone locations caused by sea level rise in simulated scenarios. The results of this analysis a map of the inundation location that is prone to flooding in the Tandes Rayon area can be obtained and can be used for flood warnings and mitigation. From the inundation map that is produced, it can be seen the inundation area, the height of inundation that occurs, and the length of inundation time.

Abstract
The digital age does not reduce the interest of prospective female migrant workers from Indonesia to go to other countries. However, in reality, many problems arise both from departure, during work, and after returning home. This problem prompted the Government through the Law on Placement and Protection of Overseas Workers number 18 of 2017 to make a policy on the service of protecting migrant workers rights in an integrated manner. However, as a new policy, problems regarding policy implementation tend to occur, so it needs to study their effectiveness. This study uses descriptive research with a qualitative approach. The subject is policy makers in Tulungagung Regency related to one-stop service policies for migrant workers. Data were extracted using interviews, FGD, observations, and documentation, then analyzed by interpretive models. The research findings that the policy of protecting the rights of one-stop migrant workers in Tulungagung is very effective. There are efforts to unite services aimed at preparing and equipping migrant workers from administrative aspects, travel documents, skills, and cultural. This one-stop service is effective because it is following standard operating procedures in Law No. 18 of 2017, as well as excellent service standards according to MENPANs decision Number 63 of 2003.

Abstract
Islamic banking market share in Indonesia remains approximately five percent in 2018. In contrast, Fintech peer-to-peer lending amount has increased rapidly. This phenomenon shows that people now have started to adopt novel technology in the financial sector. This paper aims at measuring the effect of perceived benefit, perceived risk, and perceived Maqoshid shariah on the intention to invest in Islamic Fintech, assuming Islamic Fintech could be an alternative way to boost Islamic finance. We use convenience, ease of process, and cost-saving as the indicators of perceived benefit. Then we use financial loss, privacy and technology as the indicators of perceived risk. Finally, we use beliefs, Maslahah, and profitability, derived from the combination of religious values and Maqoshid Shariah Index (MSI), as indicators of perceived Maqoshid shariah. We hypothesize that perceived benefit and Maqoshid shariah have a positive impact on the behavioral intention, while perceived risk will influence the behavioral intention negatively.

Abstract
Shallow foundations are commonly used for low-rise buildings. The column axial loads and moments are transmitted to the soil through a reinforced concrete pad. The size of the pad as an isolated footing depends on the bearing capacity as well as the base column loading. In this paper, the bearing capacity of the soil is taken from Terzaghi formula so that designing the size of the footing is not straightforward. This is because the soil bearing capacity depends on the soil properties, and the depth and width of the footing. Therefore, the soil bearing capacity and the width of the footing should be obtained iteratively. This condition is coupled with the thickness and reinforcement of the concrete footing to resist shear and bending moment and to attain the optimum design. To solve the problem and to obtain an optimum design, a genetic algorithm (GA) is used. The objective is to design a square concrete footing to minimize the cost of the foundation. Two cases are considered in this paper. The first case is when the depth of footing is decided before hand by the designer. In this case only the width of the pad, the thickness of the concrete, and the amount of the reinforcement have to be obtained. The second case is when the width of the pad, the thickness of the concrete, and the amount of the reinforcement as well as the depth of the footing should be obtained as the design variables. For both cases the optimum design can be achieved by using genetic algorithms.

Abstract
The industrial revolution 4.0 estimated to be able to grow a countrys economy 1-2% more than the average of countrys economic growth per year. Indonesia has economic growth 5% per year, estimated to increase 6-7% per year. The government of Indonesia has designed Making Indonesia 4.0 by placing 5 sectors as leading sectors, including: food, chemical, automotive, textile and electronic sectors. The most of food sector involve workers 80% in UMKM. In this case should be the governments focus fundamentally in the effort to join industry 4.0. The difficulties of UMKM such as funding must have a solution that does not have a negative impact on the national economy (debt to other countries). Therefore, waqf is one of the potential solutions in the country with management arranged neatly nationally, so that on a national scale endowments can be a source of funds that used to help grow the countrys economy. In addition, waqf can also reduce inequality that occurs in the community, this is because the results of waqf will partly help the poor. Waqf can be integrated in the Making Indonesia 4.0 program with a positive impact on the economy, there is reducing investment in the form of foreign debt, increasing economic growth, and preventing inequality by distributing endowments to the poor. Therefore, Making Indonesia 4.0 requires support and participation from all elements of society so that it can be immediately realized to improve the countrys economy in order to improve peoples welfare.

The inability to have a sleep quality can increase the risk of having cancer to be more aggressive. This condition occurs because the immune body system is disturbed so that the ability of the immune to restrain or to control the cancer cells is decreasing. This research is aimed at knowing the effect of the aromatherapy massage on the patients sleep quality with cancer. This research is a quantitative research with quasi experimental design by using pre- and post-test method without control group. The sample of this research is 15 respondents and the sample taking is by using consecutive sampling technique. The sleep quality is measured by using PSQI questionnaires (The Pittsburgh sleep quality index). The research result shows that there is a decreasing score of sleep quality after the aromatherapy massage with the probability value of 0,0001 (p value < 0,05). The decreasing score of sleep quality shows that there is an increase in the sleep quality, so it can be concluded that there was an effect of aromatherapy massage on sleep quality of patients with cancer. Based on the research results it is expected that aromatherapy massage is recommended as a self intervention of nurses in healthcare services to improve the sleep quality of the patients with cancer.

Abstract
This paper proposes implementation of electrical batik stove for green batik industry. Batik is the process of writing a picture on a piece of cloth by using wax batik as a color barrier. In the process of making batik, the stove is a very important tool to heat the wax until it melts. The melted wax is used to make a picture with a certain pattern on the white cloth. So far the stove technology used is kerosene-fueled stoves. The stoves produce smoke pollution which disrupts batik production houses. The smoke produced by kerosene stoves contains CO, CO2, NO2, and SO2. In addition, kerosene is often rare and prices tend to be more expensive. Therefore, in this study electrical stove was carried out for the batik production. In implementation, technical and economic analysis has been carried out. Technical analysis is done by comparing the quality of the results of kerosene and electrical batik stove stoves. Furthermore economic analysis is done by comparing the production costs for the two types of batik stoves. The results showed that technically the quality of batik candles melted using electrical stove was better and the temperature was more stable. The results of economic analysis also show that the production costs using electrical stove are much lower.

Abstract
The development of the current era of disruption has resulted in changes in global and exponential patterns where speed is higher and the direction is difficult to predict, not only affecting economic actors but also influencing the decision makers and the performance of the government. Whereas the public policy making is still in linear pattern, resulting in slow decision making process and a failure in anticipating the disruption. The paper aims to find out whether the disruptive era influences government policy and or political interests. Cases discussed in this paper are the Terrorism Act and the Music Bill in Indonesia. In the case of the release of Abu Bakar Baasyir, a humanist-based policy seemed unstable to implement. Meanwhile, the discussion regarding the Music Bill was not deliberate enough among the actors. This paper uses descriptive-qualitative approach with library research as the data collection methods. This research provides suggestions for the government in anticipating the disruptive factors for policy-making process in the future

Voice fatigue (VHI score > 20) in both active smokers (13.54%) and passive smokers (15.62%) compared with nonsmokers (6.25%), by Chi-square test results was p = 0047 (p <0.05). Nominal regression test between 3 groups of samples were (RR = 3.0, CI 95% = 0.95 to 9.21) between the group of active smokers and passive smokers (RR = 3.8, CI 95% = 1,23-11.80 ). Smoking habits influence the voice handicap score in both active smokers and passive smokers compared with nonsmokers. Active smokers have a risk of fatigue voice 3 times more often than nonsmokers and passive smokers have a risk 3.8 times more often than non-smokers.

Abstract
Durability is an important aspect of clayshale stability. Previous research has shown that cement stabilization is found effectively carried out to improve it. Soil stabilization studies show the importance of the stabilization method studied in addition to dry mixing as the most commonly used. Stabilization methods affect durability as indicated by the durability index. This paper presents the results of the investigation of clayshale durability stabilized with cement by dry and spray pulverizing and tested by the wetting-drying cycle in the slaking test. Two types of specimens used are compacted cylinders measuring 1.35inch in diameter and 1.35inch in height and compacted cylinders then broken into 40-60g weight fragments according to ASTM standard. The cement content were varied from 2 to 10 percent by weight of the dry soil. The results showed that the durability index of the spray-pulverized method was higher than dry-pulverized.
