Abstract
The implementation of Regional Head Elections (Pilkada) has left a dark side with various cases that have occurred. The Ministry of Home Affairs has defected 77 regional heads affected by hand-held operations (OTT) and more than 300 regional heads were in trouble. Local politics that developed after democratization and decentralization turned out to give birth to various phenomena such as the practice of family, dynasty, kinship, oligarchy, local strongmen, localism, and so on. These phenomena place the public interest under the interests of a handful of groups. Thus, this phenomenon actually contradicts democracy which has values of equality, freedom and public control. This study links the politics of kinship to the abuse of power. Kinship relations in government or politics can affect policies and decisions made by holders of power and certainly will benefit only individuals or groups. Various solutions are increasingly being offered to improve systems and cultures that have the potential to hinder or disrupt good local governance. Moreover, the existence of political facts of kinship that occur will cause internal problems for political parties such as networks of power groups formed in the government which prioritize the base of kinship.

Abstract
Because English has a significant role in the development of Indonesia, the importance of mastering English is no longer something debatable. Nowadays, it has become a need instead of a must. Duration in learning English also increases in formal school. However, the lessons learned are not well preserved in their minds. It can be proven by studying English for years, the students still have low competence and performance in English. The aim of the research was to find out how teachers teach English and how students learn English in schools. The data were taken in selected public secondary schools in Makassar with observation and semi-structured in-depth interviews with students and teachers. In this present research, pure descriptive analysis was used both in collecting and analyzing the data. The most interesting findings is speaking is the most rarely trained in the class, which leads students to feel difficult to speak.

Abstract
This study identifies the characteristics of short-term solvency across ASEAN countries: Indonesia, Philippines, Thailand and Malaysia. Short-term solvency indicates the ability of local government to deliver its services to the community. ASEAN countries are taken as an object in this study because most of the countries apply decentralization government and have almost the same characteristics. Current assets and current liabilities of some local government of each countries are used as the indicator of short-term solvency. Results show that there are no differences of short-term solvency within ASEAN countries. It is indicated that the four countries: Indonesia, Philippines, Thailand and Malaysia are able to deliver their services to the community in short time period.

Abstract
Thermoacoustic engines convert heat energy into pressure amplitude sound waves, that is used to drive bidirectional turbine by replacing streaming fluid flow such as wind turbine. The increasing interest in thermoacoustic technology of its potentiality of no exotic materials, low cost, and high reliability is compared to mechanism wind turbine system. The simulation set up in Delta EC has been built based on the linear thermoacoustic model and simple design parameters. The engines produce acoustic energy at the temperature difference of 315 until 993 K imposed along the stack of the system. The work illustrates the influence of porosity of stack wire mesh screen with resonator length on the acoustic power of thermoacoustic engine using air as a working fluid. That can be infered in the results obtained from the simulation are in good agreement with the theoretical result from an experimental study.

Abstract
The quality of road pavement construction is strongly influenced by the composition of the material used, including the type of aggregate. Selection of the type of aggregate suitable for use in pavement construction is influenced by several factors, namely gradation, shape and surface texture. Aggregates have various forms and textures including round and cube shapes. At present, infrastructure development in Indonesia continues to increase the amount of natural aggregate use, so this will cause the availability of raw aggregate raw materials to continue to thin out. Fly ash can be an alternative for material. Fly ash coal must be reacted with chemical solutions as a mixed material so that it can be a geopolymer material, in this study Fly ash will be mixed with a chemical solution in the form of sodium hydroxide (NaoH) and sodium silicate (Na2SiO3). In this study there are two variations of the aggregate form to be used, namely the spherical shape of the processed granulator and the irregular shape of the processed stone crusher. With the addition of 25% round artificial aggregate and 25% artificial aggregate processed by stone crusher can provide high stability and meet specifications according to the Federal Aviation Administration (FAA).

Abstract
Humidity and noise in the baby incubator is a parameter that must be maintained according to the BPFK (Health Facility Security Center) standard, which is fifty to sixty percent for humidity. Moisture needs to be maintained to maintain the stability of the babys body temperature. Therefore, the author intends to make a calibration tool for baby incubators (incubator analyzers) with moisture parameters. To measure the moisture content, the 808H5V5 sensor is used, while the minimum system used is Arduino Uno. The test method used to see the performance of this tool is to compare the values in the humidity of the TA module, the incubator analyzer with a comparison (Temperature Humidity Meter). At the humidity reading the error value is below two percent, where the biggest error is in the measurement value of thirty seven Celcius degree which is one point fifty six percent. The tool is functioning properly as an incubator analyzer because it has an error below tolerance of approximately five percent.

Abstract
Previous studies revealed that waqf institution (nadzir) is considered as the main problem causing many issues in waqf management in Indonesia. The improvement of nadzir performance, therefore, is the major priority in optimizing waqf potential in this country. To enhance the performance of waqf institutions, a performance measurement is crucial because it can promote a good governance and ethical management. However, the current practice of performance measurement in waqf institutions is less standardized and does not cover entire aspects of performance. Moreover, most of the related studies merely relied on financial aspect of the waqf institutions. Present study aims to develop waqf index as a comprehensive tool for measuring waqf institution performance which is not only considered the financial aspect, but also the non-financial aspect. Literature review and in-depth interview are employed to determine the dimensions, variables, and indicators for constructing the index and Analytic Hierarchy Process (AHP) methods is used for weighting those index components.

Abstract
This article will explain factors that influence voting behavior in local election of Tulungagung Regency in 2018. One of the objectives of the election conducted is to look for a leader or regional head (regent) who is accountable, competitive, and understands the public interests. However, Local election of Tulungagung in 2018, a great phenomenon occurred where one of regent candidates became corruption suspect (Syahri Mulyo) was able to win the elections. The Syahri Mulyo-Maryoto Birowo was an incumbent supported by two political parties (PDIP and Nasdem), while the opponents called Margiono-Eko Prisdianto were supported by nine political parties. Although Syahri Mulyo has been declared a corruption suspect 19 days to the voting day, Syahri Mulyo-Maryoto Birowo (Sahto) became the winner in 17 sub-districts from 19 sub-districts with a vote of 59.97%. On the other hand, his opponent (Margiono-Eko Prisdianto) only got 40.03% of the vote. This research will use quantitative method with approximately 400 respondents with 95% of confident level and 5% of margin of error. The theory that will be used is voting behavior with psychological approach and rational choice. The temporary hypothesis is the candidates who affected by corruption cases do not affect the voting behavior of people in Tulungagung regency in the 2018 local elections.

Abstract
The main equipment in the transportation system is a driving element, such as a DC motor on an electric car. Sensors and actuators used in DC motors are components that are directly related to the environment so that both components are susceptible to damage. Currently the field of Fault Tolerant Control (FTC) has developed, which is a controlling system that can tolerate errors that occur and maintain system performance as desired. One of the FTC methods is Passive Fault Tolerant Control (PFTC). The PFTC method is designed as a robust controlling system from a component error. Robust control works by taking into uncertainties and disturbances in the system. In this case the component error is seen as an unobserved disturbance. However, robust control assumes the measurement data is in accordance with the real conditions, or there is no error in the measuring instrument or sensor. So that when there is an error in the measurement, robust control is not able to maintain the stability and performance specified. In addition, the operating conditions of DC motors with varying load torque exacerbate the DC motor speed response because load torque variations are considered a disturbance that must be muted if using a robust control scheme. Therefore, the control algorithm should be derived from a model involving load torque. However, this requires information about the real condition of the torque load. This research proposes a robust control strategy that is able to resolve actuator errors and sensor errors in the PFTC scheme on DC motor servo systems. The variable that is controlled is the speed with the changing torque load. The control structure used is state feedback with the integrator. To accommodate errors in sensors and actuators, these controllers are equipped with an observer that has a robust characters. Information about changes in load torque is obtained not from the measurement of torque, but through estimation so that the model used by the observer must accommodate this problem. Determination of gain observer is done by linear matrix inequality (LMI) formulation and is treated as a multiobjective optimization problem. PFTC system testing is carried out both simulation and experimental by providing an offset error. The bias error in the actuator can be a disturbance that blocks the current from the servo amplifier (as an actuator) from entering the DC motor. Error bias in speed sensor occurs in tachogenerator. The PFTC system is tested in real time on the MS150DC modular servo system. The PFTC system is better able to maintain performance when there are errors in the actuators and sensors compared to systems without PFTC so that the system response can return to the set point. The PFTC system designed to correct errors that occur in the system with each error value that can be estimated at 70% on the actuator and 73% on the sensor.

Abstract
Maintaining customer satisfaction is a key to be concerned by companies in the information technology era. The use of electronic word-of-mouth (eWOM) as a reference to influence their satisfaction in decision making process reflects the high growth of social media usage. Nonetheless, prior research reveals that eWOM role as a satisfaction driver has been ignored. This study uses relationship marketing in understanding eWOM effect on satisfaction of social media use. In particular, this study seeks to develop theoretical models regarding the effects of eWOM on satisfaction in the context of social media through a systematic literature review. The result of theoretical analysis shows that satisfactions influenced by eWOM trough trust and commitment. This study provides a theoretical ground for future empirical research into issues related to eWOM relation and satisfaction in the context of social media. The result also provides a practical guide for marketing managers in developing marketing strategies through social media.

Abstract
The eastern part of Surabaya is the low area which are often flooded during the rainy season. Rainflow in this area influenced by tides so that inundation will occur when it rains along with the sea in high tide conditions. To be able to mitigate these inundations it is necessary to know the potential areas of inundation caused by rain with various return periods. In this study a flood flow simulation with a combination of 1D and 2D was carried out using the HEC-RAS computer program. The simulation results show inundated areas so that information can be obtained on the depth, area and duration of the flooded area in the eastern part of Surabaya.

Abstract
This article attempts to investigate Russian Foreign policy under President Vladimir Putin. What does Russia want? How does Putin see the world and Russias place in it? Using Two Level Games (Robert Putnam, 1988), this article offers a simplified view that Russian leaders are simultaneously players in the game of promoting their interests on both the national and international level. Leaders are a link between the international and domestic environment, as their strategies in one game must manifest themselves in another. This article attempts to connect internal and external environment. Internal environment is Russian transformations of the domestic political system, the in&

Abstract
The limited of government budget for the small dams construction in Semarang Regency has led to the need for determining the construction priority. However, the large number of these constructions technical aspects causes the determination of construction priorities to be difficult. One of the best methods for multi-criteria decision making is the Technique for Order Performance by Similarity to Ideal Solution (TOPSIS). However, ranking and weighting the criteria that use in these constructions was difficult. It was due to human assessment factors that were less precise especially on linguistic variables criteria. Therefore, a fuzzy method was needed to numerating these criteria. There are eight alternatives of small dams and seven criteria of technical aspects analyzed in this study. The first was determining membership function and weighting each criteria. Then, the modified TOPSIS method was applied to rank the eight alternatives. The highest priority was determined by finding alternative that has the largest closeness coefficient (CCi). Its represent alternative with closest distance to fuzzy positive ideal solution and farthest distance to fuzzy negative ideal solution. Based on the results of the analysis, Mluweh Small Dams has the highest CCi value of 0,612. So, Mluweh small dams is the highest priority in the construction of small dams in Semarang Regency

Abstract
Provision of infrastructure that encourages national connectivity will reduce transportation costs and logistic costs so that it can increase product competitiveness and accelerate the economic growth. Application of the optimum hub and spoke airport model will improve the efficiency of transportation costs and the effectiveness of air transport logistics distribution. The efforts are made by examining the parameters or criteria used to establish an airport as a hub airport. The aim of this research was to determine the parameters or criteria for establishing an airport as a hub airport using Analytical Hierarchy Process (AHP) method. The study location was in five international airport designated as Open Sky airport in Indonesia namely Soekarno-Hatta International Airport in Cengkareng, Kuala Namu International Airport in Deli Serdang, Juanda International Airport in Surabaya, Ngurah Rai International Airport in Denpasar, and Sultan Hasanuddin International Airport in Makassar. Five parameters or criteria for determining an airport become a hub airport i.e.: airport charges/cost, cargo handling capacity, time used for handling cargo, value-added service, and location and infrastructure aspect. The most influential parameters or criteria is airport charges/cost that include: landing fees, airport parking fees, and security charges with the value weight is 23.76%.

Abstract
Geotextile is one of geosynthetics constructed on an embankment functioning as its reinforcement to support tension force from the loading design, so the embankment will show less failure potential. Referring to the Federal Highway Administration standard, geotextiles designed under static and dynamic loading on a 7.5 m tall earth wall at Pondok Hijau, Bandung. The reinforced earth wall is further known as a Mechanically Stabilized Earth Wall. The FHWA design calculation uses the simplified coherent gravity method while the final analysis is based on limit equilibrium and finite element methods. The FHWA calculation produces preliminary design as follows: a 6.5 m long geotextile with 200kN/m ultimate tensile strength is placed at every 30 cm at the first layer, 50 cm from the second to the seventh layer, and 30 cm from the eighth to the twenty first layer. As the result, the maximum horizontal deformations of geotextile due to static and dynamic loading are 2.94 cm and 4.6 cm respectively. The wall itself also deforms as much as 5.07 cm due to static loading and 7.93 cm due to dynamic loading. For the record, the allowable deformation of geotextile and the wall are 27.3 cm and 10 cm respectively. Hence, the preliminary design is valid according to the deformation requirements.

Abstract
Tobacco is one of the leading commodities in Temanggung Regency because of its high contribution to the income of farmers in Temanggung Regency. Tobacco has become part of the arteries of life that make tobacco a culture of the people of Temanggung which has been carried out for generations. The management of tobacco commodities in Temanggung Regency from reality upstream to downstream has contributed to job creation which has an impact on the creation of community welfare. However, on the other hand, the life of tobacco farmers, which actually contributed greatly to the growth of the tobacco industry, did not enjoy the benefits comparable to the benefits of the tobacco farming chain in Temanggung Regency. This study aims to identify and analyze the chain of tobacco farming for the welfare of tobacco farming in Temanggung Regency. This paper is presented descriptively supported by some literature that is relevant to the problems studied. Data obtained by direct observation (In-Dept Interview) face to face (Face to Face Relationship) to the object of study. Data management is done by content analysis and fishbone analysis. The results obtained in the identification of tobacco farming chains show that the tobacco market is dominated by two or more business actors who control or become sole buyers of tobacco, while the tobacco market pattern is composed of many actors such as farmers, intermediaries or collectors, baskets or traders and warehouse representatives or grader. In addition, there is no transparency and standard of tobacco prices from sellers to tobacco farmers, causing exploitation. This is what causes the welfare of farmers in Temanggung Regency.
