Abstract
reservoir is one of the storage that has a function as water storage when excess water and can be used during the dry season. The collected water is usually used for downstream needs such as for irrigation water, clean water needs, can even be used to contain energy for power plants. The Geunang Uyat Reservoir is located in the District of Panton Reu, West Aceh Regency. built to overcome the shortage of clean water one of the most urgent is for irrigation water needs. The construction of the reservoir is expected to meet irrigation needs which can irrigate approximately 500 hectares in Meutulang Village. The method used is Ripple Curve to calculate the amount of adequate storage capacity at the level of certain water requirements. The need for irrigation water on agricultural land planned through the construction of reservoirs is expected to maximize agricultural production in the region, which so far is only a rainfed rice field. the data used in this study are secondary data from related institutions, such as rainfall data obtained from BMKG Cut Nyak dhien Nagan Raya Regency. From the results of data analysis, there are several results, namely the analysis of maximum rainfall occurred in 2006 in November amounting to 538 mm and the lowest in 2010 in July at 41 mm, from the mainstay discharge analysis obtained 0.032 ml. Based on the analysis, the cumulative value of the inflow of 2.682.868 m3 and the cumulative outflow of 1,575,443 m3 was obtained with a volume of storage at Geunang Uyat reservoir which was equal to 70. 708,245 m3

Abstract
Removal of water from the pavement structure provides many benefits to reduce damage on the road. Base or sub-base is a part of pavement structure, which will infiltrate the rainfall water before enter to subgrade. The research is focused on evaluating the material properties of sub-drainage layer based on Bina Marga, The Indonesian Highway Agency, Spesification 2010. This code is providing the gradation range which can be used for evaluating the aggregate of the sub-drainage layer. A series of experimental test was performed for an A class Aggregate to evaluate their performance based on the California Bearing Ratio (CBR) and modified permeability testing. The sample used in this study were consist of eight variations of A Class Agregate. Furthermore, this variation also divided into two categories which are three variations based on Bina Marga Spesification 2010 and five variations outside of Bina Marga Specification. All of the sample will be tested and evaluated to obtain the most suitable aggregate for the sub-drainage layer, which has the highest permeability and the lowest reduction of CBR value. Based on the experimental test, it was found that the average permeability was increased as the increase size of the aggregate and decrease percentage of the filler. Moreover, the bearing ratio of the sample also increase as the size of the aggregate and percentage of filler increase.

Abstract
This paper offers a different explanation to the policy change process as a capillarity process. Open government partnership (OGP), is an idea of government openness with the aim of empowering, fighting corruption, and utilizing new technology to strengthen governance by involving multi-stakeholders. OGP was officially launched on September 20, 2011 on the sidelines of the UN General Assembly meeting where the Heads of State of the 8 founding governments, including Indonesia, supported the OGP Declaration and announced their countrys action plans together. At the local level, the Bojonegoro District Government is one of those who implemented OGP even though its success has been awarded, not only at the national level but also at the international level. In previous studies, the implementation OGP in Bojonegoro understood as a Suyoto matter, the regent who has idea of OGP in Bojonegoro, but in another study it seen as as a consequence for Indonesia as one of OGP inisiator to implement OGP at the national level up to the local level. However however, not all regions apply OGP and not all OGP ideas of Suyoto are immune from the influence of global OGP ideas. Global ideas influence can not be ignored as it can enter by capillarity process through academic forums and cooperation more massive well held by the epistemic community at the international, national, even in the local level. The notion of territorial isolation in the policy process is an illusion. Thus, the process of decentralization policy should be seen as an intermestic phenomenon. The author use advocacy coalition framework to understand the mapping of the pro-cons of the decentralization idea in the domestic and international sphere as the basis concept. The second is epistemic community that has main role to strengthen the ideas to influence the policy change process. The explanation will be managed in three parts; OGP initiation in Bojonegoro, the mainstreaming of OGP idea in the world, and the capillarity process of OGP implementation in Bojonegoro by intermestic learning.

Abstract
Vanuatu as one of the countries in the South Pacific Region has become a country that seems very diligent in criticizing Indonesia in international forums relating to the issue of violations of human rights in Papua. This was seen from 1982 when Vanuatu did not yet have diplomatic relations with Indonesia and then continued in 2014 when Vanuatu Prime Minister Moana Carcasses Katokai Kalosil at the 25th UN Human Rights Summit, delivered a speech urging the international community to support the independence of the Papuan people. Another hostile attitude took place on January 25, 2019, during a special meeting between Vanuatu and the United Nations High Commissioner for Human Rights in Geneva, Switzerland which discussed the UPR (Universal Periodic Review), it turned out in secret Vanuatus delegation included Benny Wenda. Benny Wenda himself is the leader of the United Liberation Movement for West Papua (ULMWP) or the West Papua Liberation Movement. This article argues that what was done by Vanuatu was inseparable from Vanuatus domestical politic which the majority supported Papuan independence so that to frame the argument this article would use Graham T Allisons Organizational Process approach.

Abstract
This study aims to analyze the impact of ICT Development on bilateral trade in the service sector between Indonesia and its trading partners in ASEAN countries. The sample is 4 ASEAN member countries that conduct trade in services with Indonesia. This study uses the gravity model framework of data panel from 1997 to 2007 with a random effect model. This research is continued with robustness check by comparing between random effects and MLE models. To overcome zero trade in the service trade, this study employs PPML semi-log model. Based on the regression analysis, this study is intended to investigate whether ICT has a positive and significant impact on Indonesias service trade to ASEAN countries. Other variables of ASEAN countries as Indonesia trading partners, such as RGDP, distance, population, language, openness index and real exchange rate are also expected to have an influence on Indonesia trade service. In addition, these results are expected to be strong enough for the specifications of alternative models and estimation methods. Based on these results, some expected policy implications can be formulated.

Abstract
Egg is one of the main protein source for Indonesian people. Egg quality is determined by the contents of the egg shell. The parameters these can be measured using a light intensity which can be used on the research method of light intensity that can be analyzed using sensor LDR (Light Dependent Resistor). The resulting parameter of this method is the value of the output of the ADC from sensor LDR. The results from soak the eggs with water of rice field has a value of read ADC<2 (the quality of the eggs is bad) with an average light intensity detected amounted to 0.01577, soaking the eggs in water, coffee has a readout value 35 (the quality of the eggs is good) with an average light intensity detected amounted to 0.8706646. So with an average light intensity detected amounted to 0.8706646. So that with several treatments carried out it can be concluded that the type of egg immersion affects egg decay.

Abstract
Effective and efficient network planning for appropriate area coverage can use the standard propagation model (SPM) tuning method. SPM functions to increase the accuracy of predictions from the appropriate coverage planning results in field implementation. This study uses a calibration method resulting from field measurements with 4G LTE 1800 MHz technology. The results of the simulation found that the percentage of SPM propagation model for RSRP is above -80 dBm, the difference is 4.30%, RSRP values range from -80 dBm to -95 dBm at 21.52%, -95 to -110 dBm at 25.45%, and RSRP is smaller than -110 dBm at 0.37% by measuring field signal distribution. Coverage prediction of SPM propagation model has good results with predictive accuracy of 87% compared to cost 231 of 79%. The improvement of RSRP in the simulation is caused by changes in the correction values K1 to K7 which are in accordance with the criteria of the Purwokerto City area after tuning.

Abstract
Residential area around Kedurus Boezem is often inundated when rains even though topographically the water in this area can flow to boezem. One part contained in a boezem is a spillway that is a lateral structure which functions to connect rivers with boezem area. The existing spillway must be able to increase effectiveness of boezem. Determination of spillway type must consider the geological, topographic, etc. In spillway there is a threshold that is used as a building to raise the water level and determine the water flow rate. Therefore, the selection of the dimensions of the spillway can affect the flow velocity distribution and the flow rate distribution which affects effectiveness of boezem. The research uses two DEM (Digital Elevation Model) data, they are existing DEM and DEM data which is assume the boezem is in full bank condition. Every DEM data simulation is performed using variations in the threshold (A) dimension. The simulation is carried out using HEC-RAS by modeling boezem and inundation area into 2D area so that velocity distribution (V) and flowrate (Q) can be analyzed. At the end of this simulation analysis was carried out to choose the best spillway dimension in effectiveness of Kedurus Boezem.

Abstract
Wind energy has several advantages including unlimited energy production, can be used as an alternative step to save fossil energy and not cause pollution. The availability of the wind power plant (PLTB) system on onshore reaches 98%, but the required maintenance costs are still very high in the installed Wind Turbine Generator (WTG) system. Whereas, the availability of PLTB on offshore is reduced up to 60% due to the main cause is damage to several components in the WTG system. This study proposes the use of the bias fault estimation method of the WTG system component on a fault tolerant control (FTC) strategy. The advantage of this scheme is that the estimation of bias can be used as a reference to schedule maintenance of the WTG system. Bias estimation method is built using l0 norm constraint optimization. This estimation method has a simple structure because it only uses a single observer. Optimization formulation with l0 norm constraints is derived by applying a compressed sensing technique so that estimation of bias fault can be used to estimate all actuator and sensor components by a single observer. It answers the problem of observability in the case of using a single observer to estimate several errors with limited measurement variables (less than the number of errors estimated). The single observer model used is able to handle the nonlinearity of the wind turbine generator system, so that it can produce state and error estimates properly. The FTC system produces Settling Time and the Maximum Overshoot value is smaller than the conventional control system
