Abstract
In line with the commitment of the Government of Indonesia through the Ministry of Environment (KLHK) to launch the Kampung Iklim Program (ProKlim) since 2012 as a national movement to increase community-based climate change control efforts to strengthen capacity climate change adaptation and mitigation at the site level and provide recognition of these efforts. However, in its implementation, it was found that the problem was that after receiving government recognition, ProKlim activities rarely continued. This is due to the view that ProKlim is a government-owned activity, not a citizen-owned activity and is an elitist program pursuing awards. If this view does not change, over time the people will leave ProKlim. Climate change mitigation and adaptation efforts at the site level as an integrated concept are seen as important to build resilience in maintaining food, water and energy resources. Without the sustainability support from ProKlim, the control efforts directed at supporting development policies towards low carbon and climate resilience that are consistent with the commitment to contribute to global efforts to achieve the Sustainable Development Goals will be difficult to achieve. To realize the sustainability of ProKlim, the roles of actors, social capital, and community participation are needed in the implementation process. The basis of this research is to evaluate the implementation of ProKlim whether it is in accordance with the needs of the community, the method used is Participatory Rural Appraisal (PRA) intended to enable local communities to carry out their own analysis, plan and take action as a bottom up approach by encouraging multi-stakeholder collaboration in overcoming the effects of climate change.

Abstract
The monarchy institution is a manifestation of the sovereignty of the Islamic religion and the nations heritage that must be maintained in Malaysia. This is because the monarchy represented by nine Malay rulers in Malaysia is responsible for protecting the rights of the Malays and the Islamic religion as outlined in the federal constitution. The Yang di-Pertuan Agong is the head of the country in which he was elected in the queue system of nine sultans for the states in Malaysia and this distinguishes the monarchy system in Malaysia with any monarchy system in the world. The constitutional monarchy is an administrative form in which the power of the king is bound by the constitution as the highest in Malaysia. The constitutional monarchy system is different from the absolute king system because the constitutional monarchy has no political power that is not bound by the constitutional limits. The easy interpretation of the constitutional monarchy is the governing king but does not rule and the constitutional monarchy also exercises its power generally is a formality and not because of the monarchs political power. The Constitutional King system acts as a symbol of national unity even though he has formal powers such as dissolving parliament and granting royal pardons. Hence, the constitutional monarchy in Malaysia is an institution that is protected under the constitution and it is relevant as the last fortress of the sovereignty of the Islamic religion and the Malays in Malaysia

Abstract
The implementation of package payment system for healthcare in Indonesia, or INA CBGs, as part of the National Health Security program, has been a focus of scrutinized studies. Indeed, for any private hospital, profit has been served as the main focus in supporting its operational. On the other hand, the prevalence of non-communicable diseases such as diabetes with the wide range of possible complications, has proven to be costly. Therefore, to maintain the sustainability of its service, private hospitals have to put the more efficient and effective cost management system into place, especially in the existence of INA CBGs. Objectives: objectives of this study is to predict the development of complication and the rate of medication cost among the member of JKN in one diabetes outpatient department in a hospital in Yogyakarta. Methods: The study using bivariate analysis to shows the correlation between complications and medication cost and medication, and using Multiple Discriminant Analysis to predict diabetes complications in future. Result: The results showed the complication rate has positively influenced the medication cost delivered by the hospital. Furthermore, the increased number of complications has led to the increased number of medication utilization which in turn has raised hospital-s operational cost: The Multiple Discriminant Analysis has successfully showed the prediction of diabetes complications with accuracy rate of prediction classification of 62.2%. . Therefore, it is regarded as essential to increase additional cost to cover the complication. Conclusion: The finding show that a more preventive measure program should be a key to prevent further complication which in turn would generate more profit.

Abstract
The paper attempts to expose different levels of hospitality services related with human relation. It mainly focuses on analytical study on verses of the Quran pertaining to ethical foundation in dealing with others. The divine message given to Prophet Muhammad (pbuh) also greatly emphasizes on the importance of hospitality relation that comprises the whole aspect of human activities. Ethical guidelines and hospitlity services is one of the most important element to avoid clash, misunderstanding and even human crisis in the community. It seems that the occurance of tension within the family as well as in the community is due to the absence of hospitable relation on the basis of truth and justice. In this paper, we employ the method of deductive analysis from the views of contemporary scholars in the field of Quranic exegesis which emerged in the twentieth century as mostly it elucidates the verses with the use of sociological approaches instead of focusing on literal understanding. While scope of the paper is limited in analyzing the interpretation of verses related to ethical relation in individual, family, inter-religious adherents and communication with governmental leaders. The significance lies on how humanity should take benefit from the Qur-anic guidance related to hospitality of communication to maintain peaceful co-existence across cultural and religious background in the society.

Abstract
Technoplex Living Apartment Bandung is one of the buildings using a shear wall that is built in earthquake-prone areas. This study analyzes the CW3 shear wall Type which aims to determine the seismic load plan using spectrum response analysis that is applied and analyzed on the structure of the building so that the horizontal deviation value that will be compared against the value of horizontal deviation that is permitted under SNI 1726 of 2012 is obtained. The results of this study can be concluded that the CW3 shear wall produces the highest horizontal deviation value in the direction of X of 0.032 m greater than the highest horizontal deviation value in the direction Y of 0.0042 m. Because it was analyzed in one direction, namely the X direction with the percentage of seismic load received using an orthogonal system where the X direction building structure received an earthquake load of 100% while the Y direction of 30% from the earthquake load was calculated by the spectrum response analysis method and the resulting horizontal deviation was below the allowable safety margin, the percentage of X direction is 56.7% while Y direction is 92.3%.

Abstract
Among food crop commodities, corn has become a central consideration in relation to national economy;however, massive domestic demand has been supplied by exported one, as most farmers still apply conventional cultivation. The objective of this literature review was to describe the implementation of integrated crop management of corn in supporting sustainable agriculture leading to increased productivity of corn. That most farmers rely on using excessive pesticide and fertilizer has caused fertile soil degradation leading to the decrease of production. Meanwhile, research findings showed that the implementation of integrated crop management of corn was able to increase production of corn by at least 10% compared to those of farmers-. Therefore, the suggestion proposed is that the integrated crop management of corn should be disseminated in a scale that every farmers might be able to adopt it.

Abstract
Food security is a complex phenomenon encompassing many aspects. Pursuing food security is a significant issue for most provinces, including Central Java. This study considers the prominent role of the economic dimension, shown by the share of food expenditure, in improving the level of food security. By examining the effect on food security of food expenditure in the diverse economic conditions across the districts of Central Java, this study finds that food expenditure share is the most important factor to ensure the food security status. This research study uses Jonnson and Toole (1991)-s methods, following Maxwell et al. (2000) to describe the food security status in Indonesia. It uses cross analysis between the share of food expenditure and calorie intake to show the level of food security. Food security status is classified into four categories (food secure, less secure, vulnerable, and insecure) which are determined using two standard requirements of calorie intake, the National Food and Nutrition Symposium Standard and the World Bank Standard. Our findings for the cross analysis between food expenditure share and calorie consumption using the National Food and Nutrition Symposium Standard reveal that all urban areas are food secure areas, and rural areas include both food secure areas and food vulnerable areas. The findings based on the World Bank Standard classify urban areas as either food secure areas or food less secure areas, and classify rural areas as all four types: food secure areas, food less secure areas, food vulnerable areas, and food insecure areas. Finally, based on this study-s findings, the implementation of policies that support the increasing of incomes and knowledge of nutrition is suggested as means of strengthening Central Java-s food security.

Abstract
Biotechnology within the agricultural sector, primarily refers to genetic modification technology. Nowadays, breakthroughs in the genetic modification (GM) crops have expanded regarding fulfilling the food, fuel and fibre consumption. More food needed for human rapid population growth. Moreover, the quality of food related to nutrition content also needs to be developed This article was explained the status of biotechnology in Indonesia compared to Australia by collecting the published article from the academic portals. It was found that the global status of the biotech crop was varied in several countries. Australia was at great in the area coverage of the biotech crop, with cotton and canola as the biotech crop grown in Australia. At the farm level in Australia, transgenic Bacillus thuringensis (Bt) cotton gives a major impact on Australian farm by controlling the pest. Indonesia has been introduced with Bt cotton as biotech. The Bt cotton seed supplied by Monsanto. But Monsanto stops the supplying seed at 2002 and shut down by 2003. In 2000 to 2002, bt cotton in Indonesia was unsuccessful due to complain the yield and pricing, moreover, that bt cotton against Environmental Management Law No. 23/1997. There are several GMO plants have received food, feed, and/or environmental safety certificates from the government of Indonesia such as corn tolerant insect, sugarcane tolerance in drought, improve soybean nutrition, etc.. However, due to incomplete biosafety assessments, there is no imported or locally developed GMO plants have yet been commercialized. While the approval is still in process, there are some developing GM crops research in Indonesia such as rice with Nitrogen Use Efficiency (NUE), drought tolerant rice, salinity tolerant rice, planthopper resistance rice, sugarcane drought tolerant, and another crop. Related to food safety, it is debatable about safety issue on GM crop due to the possibility of allergic reaction to new protein form from the GM crop. Then, the issue of unskilled and low knowledge farmer of GM crop contributes to social damage such as suicides cotton farmers in India. Sustainability in agriculture relates to the development of agriculture. It means economic, social and environment cannot be distinguished apart. Besides an economic impact due to obtaining the great yield, biotechnology can play a role to protect the natural resources by applicating to the infertile land, minimize the nitrogen usage; then, biotechnology contributes to reducing the pesticides usage and increasing the human health by preventing malnutrition. The challenges to develop biotechnology comes from the consumer-s perspective on the side effect of the biotech product, lack of the government regulation, high cost to produce the biotechnology product. The use of biotechnology is a necessity to meet the increasing world food demand. Then, increasing the knowledge of the society of the biotechnology product and increasing the research and develop

Abstract
The land is a vital resource for human life. In order to built the food security and ensure food provision, the government of Indonesia enacted the law number 41 year 2009 about The Sustainable Agricultural Land Protection. Furthermore, this law embedds several other means upon the existence of farmland and reason it to be protected. These various embedded functions put agriculture as a multifunctional agriculture. This concept is a development concept which acknowledge that the agriculture sector serves various functions other than to produce commodity. By analysing the body content of the law, this research recognise 11 functions that the protection is trying to address. Furthermore, this present research is trying to find the empirical evidence that the 11 functions addressed by the law exist in the society and explore the utilization of these functions as a policy implementation approach. Employs an open questions of questionnaire, the evidence is collected through a survey conducted in the Demak District, the Demak Regency and targeting 238 respondents. Using descriptive and cross tabulation analysis, this research found that altough the economic motive is substantial, the majority of the society acknowledges and practises the 11 multifunctionality in their farming activities unknowingly. Moreover, by an adequate education and empowerment, the society, particularly farmers, may understand their role in the farmland protection. Thus functions aimed by the sustainable agricutural land protection may be succesfully realized.

Abstract
Zodia is one of the Indonesian indigenous plants from Papua, designated as biopharmaca because of its efficacy in preventing mosquito bites in the human body. The variety of types and levels of these organic compounds found in each organ of the plant zodia is the purpose and benefit of this study. The research was conducted in March to June 2018 at the Chemistry Laboratory of the Faculty of Mathematics and Natural Sciences, Padjadjaran University and the Biochemistry Laboratory of the Indonesian Education University, both in the city of Bandung. The results showed that zodia plants dominated by benzene compounds were found in root bark (46.42%), stem bark (21.60%), leaves (8.42%), and seeds (7.28%) . Then followed by hexane compounds respectively in the bark organ (3.80%), root bark (2.89%), seeds (3.30%), and leaves (2.27%). The total types of phytochemical compounds contained in the root bark organ (56 species), leaves (23 species), bark (21 types), and seeds (18 species). All types of phytochemicals detected through GCMS chromatography method type GC-2010 and QMS-2010 type GCMS are potential as phytopharmaca if managed appropriately. By knowing the types and levels of phytochemicals found in each organ of zodia, it is expected to open the opportunity for the drug industry to manage phytochemicals to be clinically useful for humans.

Abstract
Over the years, Xinjiang issue has reported as a violent conflict between muslim minority and the government of China without significant response from the muslim world. Indonesia is one of the biggest Muslim population. On another side, Indonesian Chinese Muslims can be seen as a group of double minority, both in socio-economic power and in religious affiliation. This paper aims to compare the dynamics of discussion about the Xinjiang issue among Indonesian Muslims, both Chinese and non-Chinese descendant. Comparing four groups of WhatsApp, it is found that there is no single unitary perception on it. However, it shows a common feature of lack of literacy about the issue. The study also found that religious identity is much more decisive than ethnicity. A combination of religious identity, an intensive sharing of news, and political sentiment welcoming the general election produces a new response among society.

Abstract
Mobile Assisted Language Learning is a new approach for the students to learn language by the use of mobile technology. Learning language should not only happen in a class setting activity but also happen outside the class in which the students take charge of their own learning. Hence, it requires students autonomy in learning the language. Students are now able to carry out their learning without depending on the teachers which then lead to a sustainable and independent learning process. This paper aims to introduce some web applications which can be used by the teachers to encourage autonomous language learning, particularly the speaking skills, to their students. Speaking skill is commonly developed through practice which heavily relies on the class activities. However, the insufficient time or class meetings becomes a hindrance for the students to practice their speaking appropriately. The applications will be discussed on the aspect of its applicability as a teaching model sample or a lesson plan for a speaking class which emphasizes on autonomous learning concept using MALL. The paper expects to bring out new approaches and ideas to help students learning English language in an easier, faster, and in a fun way with prolonged sustainability.

Abstract
The marriage rate of women who get married at a young age in Indonesia is still high. The high rate of marriage at a young age can cause various problems in marriage, this is due to the lack of preparation before women decide to get married. One of the readiness of women before deciding to get married is readiness in carrying out roles. More important role readiness is prepared by women because it deals with wifes duties which are more in the domestic sector such as doing housework, accompanying husbands and caring for children. The purpose of this study was to describe the readiness of women who were married at a young age in carrying out new roles after marriage in the Bantul Regency area of Yogyakarta. This research uses qualitative method with phenomenology approach. Data collection is done by interview and observation. Participants totaling five people were determined by purposive sampling. The validity of the data uses source triangulation and checks the data back to the participants. Analysis of data by comparing between categories, marked, and described descriptively. The results showed that not all participants had readiness to carry out new roles after marriage. There are things that prevent participants from carrying out roles.

Abstract
Transparency and Accountability are two principles of good governance and need to be prioritized in applying the concept of good governance. Both of these principles have a close and mutually supportive relationship. Without transparency, there will be no accountability and without accountability, transparency means nothing. This study aims to discuss the relationship and position of these two principles through criteria and methods based on literature review. According to the Construction Services Act, the selection of service providers as referred to in Article 41 which uses funding sources from state finances is carried out through tendering or selection, electronic procurement, direct appointment, and direct procurement in accordance with statutory provisions. Electronic procurement as referred to in paragraph (1) is the method of selecting Service Providers listed in the catalog. Data collection is sourced from Indonesian legislation related to the procurement of Government goods / services. Equipped with 50 national and international articles that discuss transparency and accountability in the procurement of goods / services. However, from a number of articles that have been analyzed, few have specifically addressed infrastructure. The results of the study are presented in the form of a model of transparency and accountability in the infrastructure public sector.

Abstract
The number of species in the genus Pisum L. has been far from consensus since the species in the genus have been reported as two to five or as monotypic. The aim of the present study is therefore to bring to light phylogenetic relationship on morphological traits in five pea taxa including Pisum sativum subsp. sativum var. sativum L. (garden pea) and P. sativum subsp. sativum var. arvense L. (Poir.) (field pea), P. sativum subsp. abyssinicum A. Braun (Dekoko or Abyssinian pea), P. sativum subsp. elatius M. Bieb. and P. fulvum Sib. & Sm. using multivariate cluster analysis (MCA). According to MCA analysis, P. sativum subsp. sativum var. sativum and P. sativum subsp. sativum var. arvense were clustered in the same group, whereas P. sativum subsp. abyssinicum was closer to these two taxa. Although wild species including P. sativum subsp. elatius and P. fulvum were found to be different from the cultivated species, P. fulvum was distinctly different from the other taxa. Phylogenetic relationship among taxa in the genus Pisum was clearly brought to light as the useful findings in the present study.
