Abstract
Islamic banking as one of the financial institutions are highly required to maintain the prudent approach to ensure that any financing given is able to generate income to their respective shareholders. As the default payment of customers is probably occurred in the financing, having a prudent approach in recovery process is a must to ensure that financing losses are within acceptable limits. The objective of this research is to provide the best practice of recovery which is anticipated to benefit both bank and customers. This study will address arising issue on the current practice of recovery process and followed by providing humanising recovery solutions in the light of the Maqasid Shariah. The study identified main issues pertaining to Islamic recovery process which can be categorized into knowledge crisis, process issues, specific treatment cases and system issues. Knowledge crisis is related to direct parties including judges, solicitors and sales person, while the recovery process issues include the process of issuance of reminder, foreclosure and repossession of asset. Furthermore special treatment for particular cases also should be observed since different contracts in Islamic banking products will need different treatment. Finally, issues in system used in recovery process is still unresolved since the existing technology is still young in this area to embraced Islamic finance requirements and nature of calculation. In order to humanize the financial services in Islamic banking recovery process, we have highlighted four main recommendation to be implemented by Islamic Financial Institutions namely; 1) early deterrent by improving the awareness, 2) improvement of the internal process, 3) reward mechanism, and 4) creative penalty to provides awareness to all stakeholders.

Abstract
This paper aims to initiate the concept of funding for fishermen through waqf crowdfunding models as a solution to the limited capital of fishing for fisherman. This is in line with the government program by the Indonesian Government Regulation Number 50 of 2015 on the empowerment of small fisherman and farmers small fish to achieve independence, improve their business, capabilities, capacity, and ensuring access to fishing resources. Supported by the fourth longest coastline in the world, which is 97.000 km2 and the and the area of water that reaches two thirds of Indonesias territory, which is 5.8 km2, indicates that Indonesia has a large potential of fisheries resources. However, this potential has not been able to contribute significantly to the economic growth of Indonesia (KPP, 2013). From the 6.1 million tons of potential fish marine resources, only 9.952 tons have been managed, either through fish catct production and for cultivation. The low catches of fishermen due to the limited funds to buy fishing equipment. It caused by the difficulty to access capital through financial institutions.

Abstract
This research aims to analyze the process carried out in completing the administration of Academic Degree Equivalence (PGA) Employees at the Research Center for Biotechnology LIPI 2017&2018. The background of this research is due to complaints about the issuance of Civil Servant PGA Decrees in the LIPI Biotechnology Research Center. The research method in this study uses descriptive qualitative research methods, with data collection techniques by interview, observation, and study documentation. The results of the study concluded that, there were several obstacles in the process of smooth issuance of the PGA Decree, first, coordination among many Institutions, including the Subdivision of Staff from the Research Center for Biotechnology LIPI, LIPI Organization and HR Bureau, State Civil Service Agency (BKN), and Universities that issue diploma legality for civil servants. The smoothness of the process is also influenced by the PNSs own factors, for example the completeness of administrative requirements. The conclusion of this study is that Indonesia needs a digitalization/ePGA system to propose PGA PNS proposals so that it can break the long bureaucratic path and avoid political elements/interests, as well as the process of giving study permits and learning tasks more objective and equitable for all employees

Abstract
Pelletization has been widely used for the densification of biomass. Recently, the demand for biomass fuel pellet is increasing leading to the use of agricultural waste as the feedstock alternative to the wood pellet. Currently, a commodity of rice husk pellet appears in the international market. In this study, the rice husk was developed into fuel pellet and characterized its physical and combustion properties. The pelleting used a flat-die roller type pelleting machine. The pre-treatments were reducing the size and mixing with a 4% gelatinized tapioca starch as the binder. The single pellet had an average diameter of 8 mm, length of 28.7 mm and weight of 1.8 g/pellet. The rice husk bulk density increased from 145 kg/m3 in raw form into 511 kg/m3 in pellet form. There were no significant different changes in pellet dimension after 14 days of pelleting. The combustion properties were analyzed using thermogravimetric analyses (TGA). The TGA analyses were conducted using oxygen at a flow rate of 50 ml/min; the heating rates were 10o/min, 20o/min and 30o/min heated up to 950oC. This study found that the ignition and the burnout temperatures were at about 276oC and 448oC, respectively. As to the non-woody characteristic of higher cellulose than woody biomass, the rice husk pellet had a higher conversion rate at lower temperatures than that of wood pellet.

Abstract
Oil palm plantations produce waste that has not been used so far, namely oil palm fronds. This waste can be converted into energy in the form of gas using gasification technology. This study aimed to model the gasification process using Aspen PLUS in a multi-stage gasifier by inputting air at the pyrolysis and oxidation zone. The prediction of the modeling results is compared with the results of an experimental study of oil palm frond gasification from the literature. The influence of variations in air ratio (AR) between the pyrolysis and oxidation zones (0% - 50%) and the effect of gasification temperature from 700oC - 1000oC on the syngas composition were analyzed. Besides, the equivalent ratio (ER) is also varied from 0.3 - 0.5 to get the optimum syngas composition. From the modeling results, the rate of CO production is increased along with the increase in the temperature of pyrolysis while CO2 and char decrease. Besides, H2O and H2 also increase because the significant amount of inherent moisture is released from the feedstock. However, CH4 is unpredictable. Overall, Aspen PLUS modeling in this study can be used to obtain optimum operating conditions with variations of ER and AR.

Abstract
Abdominal tumors due to malignancy in the liver often occurred in Abdomen CT Scan patients. To obtain a good and accurate image quality can be done by setting the scan delay and windowing. The purpose of this study is to determine the values that fulfilled the radiation protection aspects. This research is quantitative research with the experimental approach the research is done in Telogorejo Hospital in Semarang by using 40 samples with 5 scan delay times (60; 65; 70; 75; 80 seconds). The results calculated by ROI on the object and analyzed by Friedman tests. The results showed a difference in image quality (p-value = 0.02). The results of dose calculations showed an increase in dose for each additional scan delay time. This is consistent with the results of statistical tests (y = 1,181x + 20,025 with R² = 0.8506), which means that the dose increase is caused by scan time delay. Suggest for getting the optimal image quality with 70 seconds scan delay and the maximum scan delay with 75 seconds is still accepted for patients. The radiation dose is 24,54 mGy with maximum scan delay, which under the regulation of Bapeten and safe for the patients.

Abstract
More than 8,000 persons of Indonesian descent (PIDs) have been living in Southern Mindanao, the Philippines, for generations. Their status was formally “stateless” along with its consequences: economically poor and socially marginalized. Indonesian government handles the situation by organizing them into Indonesian Diaspora, and then improving their status into RINs (Registered Indonesian Nationals). By 2018, Indonesian government has been beginning to issue Indonesian passport for them. Nevertheless, behind the legal accomplishment, many of them were worried about the economic and social consequences. So far, most of them are holder of the Philippines Alien Certificate Registration (ACR), so they can enjoy social facilities from the host government. By owning an Indonesian passport, consequently, they will lose those supports. This paper aims to reveal that a legal approach is not enough to overcome the problem of nationality. It is because in the next five years they will face decisive crossroad: Come back to Indonesia in uncertainty or remain living there as overseas Indonesian nationals with burdensome expenses. Regarding the dilemmatic situation, the Indonesian government needs to adopt more innovative and comprehensive approaches – legal, social, cultural, and economic as well – in an integrated social empowerment program.

Abstract
The rapid development of digital technology encourages businesses to innovate their products and services. But these business innovations often create an unexpected leap leading to Disruptive Innovation, for example, the growth of online transportation business. As a result, the existing regulation cannot reach this leap. This study aims to study: (1) the legal position of Disruptive Innovation in competition law; and (2) analyzing the status of application-based transportation in competition law. The method of this research is normative legal research, which examines various legal principles, legal theories, and legislation. Findings from this study are, first: Disruptive Innovation indeed creates chaos in business competition, but as long as it does not violate regulation about (1) activities that are prohibited; (2) agreements that are prohibited; and (3) abuse of dominant position and run fairly, obey the law and doesn-t inhibit the entry of competitors, it does not violate the competition law. Second, application-based transportation business raises new problems concerning with the regulation that must be applied. Though the business platform is completely different from conventional transport companies, this new business platform does not violate business competition law.

Abstract
Indonesia-s digital economy is projected to become the largest in Southeast Asia. One of efforts to realize that path, Indonesia has signed the 10th Package of ASEAN Framework Agreement on Services. The commitment increases to trade in services cooperation. However, the Indonesia-s readiness is highlighted by many parties, such as lack of human resources skill, poor infrastructure, and affordability uneven. It is worrying that would become boomerang for economic growth. The purpose of this study is to analyze Indonesias readiness for digital economy through trade in service in ASEAN level. This study employs quantitative approach with Gravity Model. The secondary data in panel data period 2014-2016 and includes ASEAN-6. The variable digital economy readiness is represented by networked readiness index. While data sources come from Comtrade, IMF, World Economic Forum, and Indonesian Ministry of Trade. The analytical method uses Poisson Pseudo Maximum Likelihood and resolved with Stata 13. Based on the interim results indicate that the level of Indonesias readiness for digital economy will affect the flow of trade in services in the ASEAN market. Therefore, it is important for government to ensure that there are prerequisites that must be prepared in grabbing benefits of momentum of the digital era.

Abstract
Salinity has become one main obstacle in increasing marginal land crop productivity. Several attempts have been made to deal with salinity. This study aimed at alleviating rice and soybean growth inhibition as caused by salinity, using seed priming during pre-sowing. The factorial Randomized Completely Block Design was used in both experiments. The first experiment examined the effects of seed priming using four levels of NaCl concentrations, i.e. 0.2, 150, 300 and 450 mM NaCl on the growth and yield of two rice varieties (Dendang and IR 64) in salinity. Whereas in the second experiment, the effects of seed priming using three levels NaCl concentrations, i.e. 0, 40 and 80 mM were tested on three soybean varieties (Anjasmoro, Dering and Grobogan) under salinity. The results from the first experiment showed that the two rice varieties responded differently to seed priming treatments. Although seed priming using 150 mM NaCl significantly increased fresh and dry weight at early seedling growth in both varieties, however at generative stage Dendang (the salt tolerant variety), was less responsive to seed priming compared to IR 64. Similar results were also found from the second experiment. Among three soybean cultivars, only Dering (the salt sensitive variety) which showed a positive responses to seed priming up to 80 mM NaCl.
