The purpose of writing this paper is to analyze the effect of developing digital payments on current patterns of public spending. The method used in the writing of this paper is a descriptive method, where this method is intended to describe events related to digital payments and public spending patterns, and supported by theoretical foundations both from abroad and domestically. Digital payment is a payment system that uses internet facilities as an intermediary. The results of this study indicate that digital payments have an effect on public spending patterns. Many people feel helped by the existence of this digital payment because with the existence of digital payments the public feels easier in making transactions. This can be seen from the number of people who make transactions using e-money every day. Therefore, many patterns of public spending change, from those who initially shop at direct retail stores (offline), now shop through applications (online stores) or what we often know as e-commerce.

Abstract
In the roadmap of Indonesian Bureaucratic Reformation Agendas, one of the goals to be realized in 2025 is the professionalism of the Public Service Apparatus (PSA). The millennium generation of PSA (Gen Y) is expected to play bigger and better role in the realization of the goal than its parents, the baby boomer generation. Accordingly, the first is challenged to boost their capacities and qualities as fast as possible in spite of the limited budget available for their development. This will be possible if the Gen Y is capable of doing Self-Directed Learning (SDL). In regards to that, this paper discusses the Gen Y perspective of their ability in carrying out of SDL. It aims to identify both challenges and resolution to be faced by both the Government Institutions responsible for training and educating PSA in Indonesia and their parent organization. The discussion is based on a survey conducted on the millennial generation of Indonesian Public Service working in several central and local governments.

Abstract
One form of development activities carried out by humans is the exploitation of natural materials energy. Often the activity of exploiting natural material energy is only oriented to human interests, but ignores aspects of sovereignty (autonomy) of nature and the future of members of the local community of exploitation place. This paper shows field observations and literature reviews on the practice of energy exploitation of natural materials in Eastern Indonesia, which lacks attention to the dimensions of the balance of nature and the interests of local communities. Eastern Indonesia has not prospered because it is still struggling to obtain their sovereignty in the exploitation of natural materials in their own land. Often social conflicts arise due to the exploitation of material energy carried out. The research method uses interpretative analysis and philosophical reflection to get meaning. Research found a theoretical model that is useful for overcoming the problem of exploitation that occurs. Those humans must transform themselves into ecological human beings so that they can bring practical benefits to the good of nature and East Indonesia local people towards the vision of sustainable development.

Abstract
ABSTRACT Purple sweet potato (Ipomoea batatas L) contains many acylated anthocyanins which are beneficial for human health. Purple sweet potato roots are easily damaged due to the high water and nutrient content. To extend the shelf life of purple sweet potatoes can be done by a drying process. The drying process can affect the color and amount of anthocyanin. The purpose of this study was to analyze the effect of blanching on color and the amount of anthocyanin of dried slice purple sweet potato. The blanching method studied was steam blanching with a temperature of 70oC-80 oC and blanch with boiling water 90 oC – 98 oC for 2 minutes. To measure the amount of anthocyanin by the pH difference method and measure color using the chromameter tool. The results showed that the steam blanching technique produced a higher color and amount of anthocyanin of dried chips purple sweet potato compared to blanching boiling water. This is because Anthocyanin dissolves in water. The conclusion is to get the color and the relatively high amount of anthocyanin in dried pieces of purple sweet potato can be done by steam blanching.

Abstract
KA oil field is located in Sumatera Basin. It has been produced oil since 1937 until now. Because of its long production time, KA field can be called by Mature field. From the beginning production period (1937-1995), the KA field produced about 19.97MMSTB with the recovery is about 35%. Oil production was continued by applying water injection in 1995 until now. Based on PBLB Field case (Yosaphat et al, 2017), almost oil resources which was estimated by volumetric method can be produced throughout the drainage of production well covers whole reservoir. KA field has a long production time which is proportionate to total drainage. The MBE method will be applied in this mature field case study to estimate the OOIP. This field case study is expected to prove that OOIP estimation by MBE method will approach the value of OOIP estimation by volumetric with longer production time. This study aim is analyzing the relationship between MBE-s straight line Havlena-Odeh method to total drainage area and production time in OOIP estimation. With the longer production time, The OOIP value from MBE method is estimated will approach the OOIP value by volumetric method.

This study aims to determine the description of nutritional status in early childhood associated with motor development. The method used is ex-post facto in early childhood aged four to five years who have attended school in kindergarten. Nutritional status is known through height and weight, gross and fine motor development measured using ASQ 3rd edition, socioeconomic status (SES) of parents determined based on the questionnaire. Data is processed through STATA with chi-square analysis techniques. The results showed that there were no differences in nutritional status with motor development in early childhood attending school in kindergarten. The results of this study can be used as a consideration for the government to pay attention to nutritional status and motoric development of children, in an effort to minimize the gap between the quality of education and the various backgrounds of parents socio-economic status.

Abstract
This paper presents the evaluation of the precast reinforced concrete beam extension, in order to solve the problem of constructing a long and big concrete beam. We discuss the flexural strength analysis for a joint menchanism in the middle of the beam element in order to ease the installation. In this research we conduct expertiment on a total of three test materials. The first test material is a full beam with the size of 3000 mm x 250 mmx 350 mm. The second one is the beam with the cement hollow by the size of 1300 mm x 250 mm x 350 mm. The third one is a beam with the steel sheet extension by the size of 1400 mm x 250 mm x 350 mm. The test result shows that the maximum flexural strength which can be supported by the beam with the concrete hollow tube is lower compared to the whole beam or the beam with a steel sheet extension

Abstract
The use of weights observation was effected on the estimation of coordinates and its precision. This research aims to identify 3D coordinates and its precision using weights observation from the result of GAMIT processing and the law of error propagation in sequential adjustment method. This research uses GNSS observation data from 10 deformation monitoring control points around Sermo Dam that was measured on doy 250 in 2014 and doy 129 in 2015. Data processing was performed by GAMIT software to get a baseline length and its precision. Baseline length and its precision were used as input in the sequential adjustment method. The values of weight observation were calculated using the result of GAMIT processing and the law of error propagation. The result of this research are 3D coordinates control point and its precision. The coordinate results using weight observation from GAMIT result does not significantly different from the law of error propagation result, whereas the precision result is different significantly. The differences of precision reached 2 centimeters.

Abstract
This study aims to explore and identify the stages of transformation of gross motor skills of early childhood through traditional horse racing games in the people of Dompu district, Indonesia. This study uses a qualitative approach with ethnographic methods. The research subjects consisted of 6 (six) young jockeys aged 5-10 years and 7 (seven) horse owners. Data is collected through observation, interviews, and documentation. Findings: Horse racing is a traditional game of the Dompu-Indonesian community that serves as a means of transforming gross motor skills in early childhood aged 5-10 years. The results of this study indicate that the transformation of gross motor skills for children through traditional horse racing games takes place through four stages, namely watching, motivating, trying, and practicing. The transformation of gross motor skills is carried out with the guidance of friends and adults. The place for transformation of gross motor skills starts in the river when bathing horses, then exercises regularly in the fields, on the seafront, and in the arena of the official racetrack. Previous research shows that horse riding can be a way to help develop physical motor skills of children, especially children with autism and down syndrome. Horses can be an intervention and therapy tool for children with special needs. While the traditional tradition of horse racing in Dompu can be a place of conservation of local culture, namely preserving culture to continue to live as a cultural heritage and regional identity. This study informs that the development of gross motor skills of children can be carried out since 5 years old children through traditional horse racing games. Riding a horse assisted by adults can help cure autistic children and down syndrome. This research can also be a reference for early childhood education practitioners to create a special school for children who have a hobby of riding horses.
