Abstract
Wet muck forms due to the accumulation of fine material and water in drawbells in a block cave mine system. It results in the potential for mud rushes or wet muck spills, which have a significant influence on safety and production. Butcher, et al (2005, 2007) stated that the wet muck contributing factors are fine materials and water; according to Widodo, et al (2018), wet muck is formed because of the contribution of five factors, namely, fine material, water, height of draw, no mucking days and rainfall. Widodo, et al (2018) focussed on the expert opinions about five wet contributing factors facilitated by fuzzy logic and resulting in the wet muck class, thereby indicating the status of the corresponding drawpoints in terms of the qualitative wet muck spill potential. With the increasing number of wet muck spill occurrences, there is an opportunity for evaluating the expert opinions on data or facts about wet muck spill evidence. In this paper, the process of wet muck class prediction is based on the views of experts, such as those illustrated by Widodo, et al (2018), and strengthened by the system-s learning / training process for wet muck spill occurrence data, which his facilitated by using an adaptive neuro–fuzzy inference system (ANFIS). What is conveyed in this paper is the development of the system presented in Widodo, et al (2018), which is based solely on the opinions of experts; moreover, it involves additional system development that can intelligently recognise the wet muck class from the data of wet muck spill events or wet muck spill history and then used to predict further wet muck spill potential.

Abstract
Tanjung Kelayang Bangka Belitung merupakan pembangunan KEK tercepat dari KEK lainnya. Bukan hanya tentang konsursium Belitung Maritime Silk Road tetapi juga masyarakat yang turut berperan aktif mengelola pariwisata ini. Pemerintah Kabupaten Belitung bergerak secara dinamis mensosialisasikan pariwisata kepada masyarakat juga melakukan penguatan sinergitas melalui Penta Helix yaitu kolaborasi lima unsur subjek atau stakeholder pariwisata di kawasan tersebut. Penta Helix yang dimaksud yaitu ABCGM (Academics, Businness Sector, Communities, Government, Media): Akademisi, Bisnis, Komunitas, Pemerintah dan Media. Penelitian ini bertujuan untuk menganalisis Penta Helix pada komunikasi pariwisata Tanjung Kelayang Bangka Belitung. Model Destination Management Organization (DMO) dan Konsep TKDP (Tata Kelola Destinasi Pariwisata) menjadi landasan konseptual pada penelitian ini. Studi ini menunjukkan bahwa pengelolaan Penta Helix yang baik akan menciptakan sinergitas antar bagian untuk memajukan destinasi pariwisata daerah. Sehingga diharapkan dari terciptanya sinergi Penta Helix, masyarakat dapat mengembangkan dan mengelola destinasi wisata daerahnya secara mandiri. Penelitian ini menggunakan pendekatan Studi Kasus. Data primer diperoleh melalui hasil wawancara mendalam pada key informan dan beberapa narasumber yang dipilih dengan teknik purposive, melalui beberapa kriteria. Selain wawancara, penelitian ini juga menggunakan hasil observasi, kajian literatur dan juga FGD (Focus Group Disccusion) yang digunakan sebagai bentuk Trianggulasi sumber.

Abstract
Belu Regency is a district that is on the edge of the border with the State of Timor Leste, which has a myriad of local wisdoms that are different from other regions. Geographical conditions, panorama, customs and local cultures are the beauty of Belu Regency. These local wisdoms drive the Government of Belu Regency to continue providing innovative public services. The purpose of this paper is to identify various local wisdoms in Belu Regency, to create innovative public services. The method used in this research is descriptive qualitative, which describes the efforts of the Government of Belu Regency in creating innovations based on local wisdoms. The result revealed that various local wisdom-based public service innovation have been created in Belu Regency, such as School Art Studio, Pet Health Center and Book at Matabesi. These innovations are based on untouched local wisdoms to make them beneficial to the community. This paper proves that ini the limitations of a region it turns out that an innovation in public service can be developed based on the local wisdom the region possesses. This paper concludes that the local wisdom of a region can be used in the development of innovations to improve service quality.

Abstract
Abstract Space is a resource that is fully limited and has characteristics that are not uniform so that it does not have all kinds of functions that can be developed in the available space. Space limitation is needed for spatial planning activities that those designed according to the designation are adjusted, using development permit instruments. Jakabaring area as the center of urban development is the alternative to minimize the old city crowded, challenging traffic jams with old buildings had narrow streets. Within 20 years Jakabaring has developed as a new city that is facilitated all the new requirements for all and also made changes to the environment of the area that used to be a tidal swamp farming area and landfill. In implementing the policy of reclamation and development of urban infrastructure, it is often constrained such as: 1. The policies are not synergized between levels; 2. Submission of information and procedures for policies and the use of appropriate and environmentally friendly technologies, are not approved in a comprehensive, in discussions between agencies / institutions within the local government. The slow implementation of the synergy of development policies is caused because each part is related to the regulations given by each agency / institution, along with the budget set for the program that must be implemented in accordance with targets that must be agreed by each agency / institution. In the relationship between the center and the region, the existence of the Regional Autonomy Law, the synergy of development policies between the center and the regions is cut off because each region has the right to develop development policies in its area, while the center will assist the region in accelerating infrastructure development in the regions that produce policy at the central level.

Abstract
City branding strategy has received considerable interest since it play an important part in promoting city competitiveness and uniqueness. The purpose of this research is to analyse in more depth the dimensions of the City Brand Personality of three small cities in East Java Indonesia, as identified in previous research. Survey method was employed through questionnaires involving 360 residents in three cities to assess five dimensions of brand personality with a total of 42 personality traits from Aaker Brand Personality Dimensions and Traits represented the city. The result of the research using descriptive statistical analysis shows that the city branding communication used by the three different cities have similarities, in terms of involving the residents to participate in tourism activities, selecting tourism ambassadors, and actively conducting activities in the form of festivals and sports events to attract the tourists visitation to their area. In terms of brand personality dimensions, it was found that Batu and Banyuwangi possessed characteristics of full excitement, while Surabaya was considered full of competence. In addition, those cities were far from ruggedness. This examination of city brand personality as an application of city branding communication would extend the brand personality framework to city branding study.

Abstract
Students must have good knowledge, attitudes, and behavior in managing personal finance so that there is no failure in managing finances. The purpose of this study was to look at the determinants of the financial behavior of bachelor students in the Faculty of Economics. The research sample was 100 EConomy Faculty students who were still actively studying. Data collection using questionnaires via google fom and testing using Logistic Regression with SPSS Version 24. The sampling method uses convenience sampling. The results showed that age, gender, GPA, residence, parental education and parental income had a significant effect on financial behavior academic ability and work experience were not proven to have a correlation with student financial behavior. The findings of this study indicate that financial literacy is a determinant of financial behavior

Abstract
Law Number 5 of 2014 concerning Civil Services (ASN) and Government Regulation Number 11 of 2017 concerning Management of Civil Servants (PNS) are the bases for ASN to enhance three (3) competencies, Managerial Competency, Technical Competency and Socio-Cultural Competency. Based on this, civil servants have the right to develop their competencies at least 20 hours/year. Furthermore, the Industrial Revolution 4.0 has demanded the use of information technology as a tool for developing the ASN competency. The National Institute of Public Administration (NIPA) stipulates the Regulation Number 8 of 2018 concerning Guidelines for the Implementation of Competency Development of Civil Servants through E-Learning. Management of Training (MOT) as one of the training in NIPA, combines e-learning training with classical training that is called blended learning. This paper discusses the evaluation of the implementation of blended learning model of MOT in 2018. This study used a descriptive qualitative approach through literature study and focused group discussions to uncover the problems. The result showed that MOT training increased the knowledge, skills and attitudes of participants concerning the management of training. This study also elaborates a number of obstacles and hindrances regarding the implementation of training, such as networks, time and participants mindset. In conclusion, MOT blended learning was effective for learning purposes only on cognitive aspects. And to achieve learning goals that covered the affective and psychomotor aspects could be effectively achieved through classical training. Therefore, the participants still need social interaction not only between the facilitator and participants but also within participants.

Abstract
The learning process and assessment instruments provided have not been oriented to developing high-level thinking skills in students. This study aims to describe the process of developing HOTS-based authentic exposition text assessment tools in class X of Bandar Bener Meriah 1 High School; describing how feasibility The tool for authenticating HOTS-based exposition text, and describing student learning outcomes using the HOTS-based authentic exposition text tool. This research refers to the development model of Borg & Gall. The results showed that: (1) the development of HOTS-based authentic exposition text assessment tools was based on research and preliminary information collection, planning, initial product development, design validation and evaluation, product revisions, assessment and language and student teacher suggestions, revisions, individual trials , revisions, small group trials, revisions, limited field trials, revisions to valid and feasible products; (2) the average percentage of all sub-components from the validation of design experts is 81% with the criteria of "very good". The average percentage of all indicators from the results of expert evaluation validation for the description form instrument was 95.7%, for the multiple choice instrument was 94%, and for the psychomotor instrument was 86.83%. All evaluations of evaluation experts are in the criteria of "very good". The results of teacher responses have a total percentage of an average of 88% with the criteria of "very good". The results of the response of students were declared feasible and fulfilled their needs with the overall criteria of "very good"; and (3) the effectiveness of the HOTS-based authentic exposition text assessment tool obtained an average of 81.2. It was concluded that the ability of students to experience a significant increase was high and reached of minimal completeness criteria as expected.

Abstract
ABSTRACT The choice of speech functions and the mood realization are part of the interpersonal functions which can influence the interpersonal relationship between the speakers in a conversation. The objectives of this study are to describe kinds of speech functions found in the guest utterances in E talk show. The research applies qualitative content analysis method. The sources of data are the host and the guests in E talk show program on TvOne. The data of the study are part of conversation utterances of from the guests in E Talk Show. As the result, the research found that, the speech functions occur in the guests utterances in both in the sensitive topics are statement, question, command, and coffer. However, Command was not found in opponent side. When talking about sensitive topics, interrogative mood is mostly used indirectly to give the information as statement of speech function. The guest also tended to command before giving some statement to avoid or to disclaim the host in pursuit more information related to the host assumption.

Abstract
ABSTRACT The aims of this study were to find out the types of translation interference in Indonesian version of Analisis Data Kualitatif Miles and Huberman (1994) from English into Indonesian. The research was conducted by using descriptive qualitative design. The data of this study were words,phrases and clauses thatwere translated from English as source language into Indonesian version as target language of Analisis Data Kualitatif MilesHuberman as the source of data. Then the data were analyzed by using translation interference based on Newmark (1988) which used to answer the research questions to find the type of translation interferences were used in Analisis Data Kualitatif Miles and Huberman (1994).The results of this study were found that there were three typesof translation interference used in the Analisis data Kualitatif Miles and Huberman namely syntactical, lexical and graphological.

Abstract
The aim of this study was to determine the readiness of Biology teachers in implementing the Curriculum 2013 in State High Schools throughout Medan in the Academic Year 2017/2018. The Readiness of Biology teachers was viewed from 3 dimensions, namely: 1 Biology Teachers Readiness In The Implementation Of Curriculum 2013; 2) Readiness of Biology teachers in implementing the Curriculum 2013 based on the Answer Category; 3) Readiness of Biology teachers in implementing the Curriculum 2013 based on the Amount of Teachers.This study was carried out using descriptive research methods. The population in this study was biology teachers who have implemented the Curriculum 2013 of six Public High Schools in Medan City. The research data was taken from the questionnaire filled by each teacher to find out the readiness of Biology teachers in implementing the Curriculum 2013. The results showed that the readiness of Biology teachers of Medan in implementing the Curriculum 2013 was cumulatively classified on the category of well ready of 75,25% and The answer category was very ready with the highest percentage found at the readyness of the teacher books use with a percentage of 35.42%

Abstract
The focus of this research is how the use of technology media to test instruments for soccer shooting skills. This study aims to find out how the work of utilizing technology media on test instruments for soccer shooting skills. This research uses Research and Development methods. The subjects in this study were 15 sports students from Universitas Negeri Medan (Unimed). For a small group trial consisting of 5 Unimed sports students and a large group trial consisting of 10 Unimed sports students. The technique used for data collection in this study is a questionnaire, interviews, documentation, and observation. Questionnaire is used to find out the opinions of respondents to the shooting skills test tool that uses technology media. Observation is used to see the needs needed in the field. Questionnaire is a data collection tool that contains a number of questions or statements that must be answered by the research subject. The data analysis technique used is data from questionnaire results which are classified into two groups of data, namely qualitative and quantitative data. Qualitative data is obtained through expert validation activities, responses and criticisms and suggestions. While quantitative data through field trials, were analyzed by descriptive quantitative analysis. To find out whether the use of technology media for the test instrument for soccer shooting skills is effective.

Abstract
Keduang Sub-Watershed is the greatest sediment producer into Gajah Mungkur Reservoir. One of the ways to reduce sedimentation is applying soil and water conservation in the mountainous area, i.e. applying terrace paddy fields. There are so many advantages of utilizing terrace paddy fields for the sustainability of the environment due to its capability to retain water and reduce surface run-off. The objective of this study is to simulate the discharge and sedimentation process of the watershed (Keduang Sub-Watershed) containing terrace paddy fields using the Soil and Water Assessment Tool (SWAT) model that integrated with Geographic Information Systems (ArcSWAT version 2012.10.4.21). Model calibration and validation were performed for monthly periods using Sequential Uncertainty Fitting 2 (SUFI-2) within SWAT-CUP that was using observed streamflow data at catchment outlet. Model performance indicator used in this research were Nash-Sutcliffe Efficiency (NSE) and the coefficient of determination (R2). The calibration and validation outputs for monthly simulation showed good performances for discharges. From the simulation of the SWAT model, terrace paddy fields can reduce sedimentation around 37.96 % compared with the result of simulation without applying terrace paddy. It indicated that terrace paddy fields have a significant role in environmental issues, especially in the mountainous area.

Abstract
The 21st century fosters competition and challenges in various fields, including education. Various efforts have been made to improve the education quality in Indonesia; one of them is the implementation of education based on Science, Technology, Engineering, and Mathematics (STEM). Critical thinking is also an important thing for success in the 21st century. This study aims to describe the critical thinking profile of students in solving mathematics problems through STEM learning. The method is qualitative research. The subjects are three students with high, medium, and low ability. Test, interview, and documentation are employed as the technique of collecting data. The results reveal that the high-ability student is able to achieve all aspects of critical thinking and she actively participates in learning and teaching activities through the STEM learning model. The medium-ability student only fulfils a number of aspects. Meanwhile, the low-ability student can only fulfil the interpretation aspect and she does not actively participate in the learning process. The results are supported by the interview result with the students. They state that STEM learning is fun, give them an opportunity to think critically and facilitate them in understanding the lesson easily.

Abstract
Public Service Innovation is a solution to increase the quality of service delivery from goverment agencies in digital era. Downstreaming of innovation is created through a series of long processes that require various actor involved in creating a system of innovation. This study aims to describe how public service sytem at Directorate Generale of New and Renewable Energy using A-F method. This study reviewing the role of activators, browsers, creators,developers, executors and facilitator by Philip Kotler seen from the influence of actors position at innovation. This post positivism study occur at September 2018 until Januari 2019 by qualitative method. Primary data were derived by indeepth interview, and secondary data were derived by literature study such as journal and report. The result obtained in this study obtained that facilitator played the key role as the higher position that can determine the sustainability of innovation because of his authority to deciding resources allocation, to integrate the system or to develop new system. The second variable that has significant role are activators, and the other variable has not significanly related with the position of actor.

Abstract
Penetration and the trend of digital transactions are increasingly widespread in the community. A new trend called "society without cash" targets the most productive and consumptive consumer groups and spearheads digital adopters. On Board Unit (OBU) is the latest digital transaction breakthrough that can be installed in the drivers car window to make it easier for users to transact without to stop and open the windshield. The purpose of this study is to analyze digital transaction receipts and consumer perceptions of accessibility of transportation services. This research method is quantitative, using multiple regression with SPSS software. The sample in this study were users of the OBU payment instrument with the accidental sampling method. The use of information technology and consumer perceptions of OBU payment instruments as digital transactions has a significant influence on the accessibility of transportation services. DailySocials research on the future of digital payments in Indonesia, as well as several indications that ensure users will switch to modern services. As many as 52.49% of the 1028 survey respondents stated that they are ready to switch to digital payment services, this is the basis of the OBU acceptance model, namely convenience, security, adequate information and the pleasure of transacting.

Abstract
In recent years, the concept of social entrepreneurship has begun to develop in Indonesia. Many social organizations have emerged and were initiated by young people born in the 1990s to 1997s or what are called millennial generations (tirto.id, 2017). Their presence certainly needs to be considered, considering the number of millennial population aged 15-34 years currently reaches 34.45%. The millennials behavior are considered as very innovative person in bringing up their ideas. It is proved by the emerged of young social entrepreneurs, many of them have achievements at the world level. For instance Ecodoe, a group of young people who empower local craftsmen and housewives in West Java. OSIRIS from Yogyakarta that focuses on empowering people who have physical limitations in managing dragon fruit, Kama Batik which helps solve the problem of waste management in the bati industry and empowering women. Eventhough the millennial generation is widely regarded as a busy generation with gadgets and technology, they have strong commitment to solvesocial problems in Indonesia. Through high-tech capabilities, they can use technology to help their social organizations as Riliv. It is an online platform that can connect the depression with the psychologists. Therefore, the aim of this research is to see how much social entrepreneurship is carried out by millennial generations in Indonesia.

Abstract
The stabilization of technology to transfer the micro, small and medium-sized enterprises (MSMEs) online have the important role for Indonesia in era 4.0. One of the thing that do by the community of Sahabat UMKM is to empower local MSMEs in Indonesia. This research aims to know the strategy of spreading marketing innovation by the community of Sahabat UMKM in empower local MSMEs to online MSMEs. The methods in this research use phenomenology with qualitative descriptive approach. Theoretically, Social Innovation Theory by N Choi and S Majumdar discusses innovation that aims at positive social change by emphasizing social needs based on three dimensions namely, formalization, change processes and social outcomes. The result, by the activities online and offline, Sahabat UMKM develop local MSMEs business potential by holding various mentoring classes, forums and events. In targeting a wider market, the MSMEs of the 4.0 era also diverted from the use of technology on the conservative level into digital lifestyle such as making brand story telling on the website and social media.

Abstract
One of the critical jobs in the mine planning and design is to optimize an open pit mine under many uncertain factors. This paper explains the incorporation process of the volatility of commodity price or market uncertainty into production phase design and ultimate pit limit using a maximum flow minimum cut algorithm. The Ornstein-Uhlenbeck (OU) mean-reversion process was used to generate 50-coal price simulations for 10-years ahead. For implementation, data from an Indonesian coal mining site was integrated into the method and resulted in 42% differences compared to a conventional way.

Abstract
Since 2014 there have been frequent forest fires in Riau Province of Indonesia in which the occurrence has mostly been caused by illegal fire-raising in the forest by local residents. This disaster has caused disruption to the economic, health, transportation, and environmental aspects. Additionally, it has been reportedly affected other neighbouring countries such as Malaysia and Singapore. This study aims to analyze company corporate social responsibility (CSR) programs whose concerns are about the dangers of land and forest fires of PT. Riau Andalan Pulp and Paper (PT. RAPP). The program serves as a strategy to reduce the fire-exposed areas through positive engagements with the communities. The research method implemented was that of the quantitative and qualitative by using non-probability sampling techniques, content analysis, literacy on company document, and questionnaire distribution for every entity actively participating in the CSR activity. This research identifies that the effectiveness of the CSR communication, message and media management, program management, partner involvement, and evaluation process serve as determining factors for overcoming the social issues that eventually create particular values for the communities. Research shows that as many as 57.1% of the evaluations of this program yields positive impacts in providing benefits to improve the welfare of groups and communities. The overall analysis of the research process results in a fact that the CSR program does have positive contribution to the social values. In order to discover the evaluation on the CSR communication program, this research implemented quantitative survey. Additionally, it was also intended to discover how the main messages in the FFV program, the media selection, and the impact evaluation have given impacts for the communities and provided the reputation of the company

Abstract
In The Meikarta project worth Rp278 trillion in the capital market, which has been dragged into the case of alleged bribery in managing construction projects. Even though a number of permits have not been completed and reap some controversy, the marketing of property units in Meikarta does not stop. Meikarta continued to develop and sell its units of the apartment. To keep attracting the interest of prospective customers, Meikarta continued its promotion through advertising and repositioning. In practice, exposure as a variable (X1), repositioning involves seven marketing mix variables which include: product (X2), price (X3), promotion (X4), place (X5), people (X6) process (X7) ), physical evidence (X8). Consumer buying interest (Y) is used as a reference in determining the success of its implementation. The purpose of this study is to know whether or not there is an effect of exposure and repositioning on consumers buying interest in Meikarta apartments after land licensing cases. In this case, the researcher uses quantitative research methods with the positivism paradigm. The researcher distributed questionnaires to 100 respondents, using purposive sampling technique. The results of this study are simultaneously all variables of exposure and repositioning have a significant influence on consumers buying interest in Meikarta apartments. Partially there are significant effects between exposure (X1) and repositioning from product (X2), price (X3), promotion (X4), people (X6) process (X7), physical evidence (X8) to buying interest (Y) consumers of Meikarta apartments. But one variable, place (X5) does not have a significant effect on buying interest (Y).

Abstract
Abstract The use of social media today is a necessity for millennial actors. Social media is used as a communication medium that provides transmission of value and extensive information flows. This is a necessity in the era of globalization which emphasizes the implementation of information, communication, and technology (ICT). Through social media political goals can also be carried out by using forms of political communication through both language semiotics and image visualization. Through social media can also form a self-image for a political figure. This study uses the theory of semiotics by Pierce, social media theory by Kaplan and Heinlein, and the theory of political communication by Mochtar Pabotinggi. This study uses qualitative methodology with data collection techniques from secondary sources. The results of this study indicate that social media can be used as a form of political communication by Joko Widodo to form images with the use of political semiotics both in writing and visually through video. analyzing language posts and video posts through president Joko Widodos social media in forming a frame of self-image. Shows semiotic analysis of Joko Widodo through social media in youtube content in the frame of Pierces semiotic theory that the sign used is in the form of a video blog (YouTube vlog account) Joko Widodo, with objects in the form of visuals such as images, colors and graphics and narrative text. While the meaning of interpretation has a difference between each vlog.

Abstract
The researcher determined the theme of Prabowo Subiantos speech research because he currently entered the 2019 political year. Often political figures issued words that were very powerful in their rhetoric. Prabowos rhetoric which became a trending topic on social media and conventional media such as The Body Polytic (Unhealthy State Agency) was even raised as a headline for live streaming media on the Digdaya television channel on February 15, 2019. This study discusses of Prabowos speech with Pentads analysis by Kenneth Burke. The researcher chooses qualitative methods with the interpretive paradigm, to gain an understanding of the motives for narrative making National Speeches in Dramatism Study. The method of data collection is done through documentation. The data analysis technique is the leading method of Kenneth Burke. Burke calls the pentad analysis method because this method consists of five points for analyzing symbolic texts such as conversations or a series of articles. The five points that make up the agenda include act, scene, agent, agency and purpose. The results of this study emphasize the existence of the practice of hegemony in important aspects of state life from foreign clutches.

Abstract
A touch of new innovations in the world of advertising is hybrid advertising implemented by Ubiklan. This research aims to know how hybrid advertising innovation with the concept of sharing economy is accepted by companies and partners analyzed using Tecnology Acceptance Model (TAM) and Innovation Diffusion Theory (IDT). This research is a qualitative design but researchers use purposive sampling techniques in determining the informant of the company and its partners Ubiklan around Jakarta. Primary data collection techniques through interview indepth and secondary data obtained by researchers from existing sources as supporters. For data validatation, researchers use source triangulation. The results of this research that for the partners, ease in operation of the Ubiklan application, and the profit of commissions from the sharing economi is the relative advantage of this technological innovation, and for the company the most powerful factor in the acceptance of this technology is the features of Ubiklan that is tracking system, impression calculator, and quality control is very effective to obtain mass product and branding awereness. The process of innovation adoption in this technology includes knowledge (level of knowledge), persuion (the level of persuitation), the decision (level of decision), the implementation (phase of implementation) and confirmation (level of preparedness). The adoption process goes well and corresponds to the stage.

Abstract
Lately Family Planning Program in Indonesia is experiencing lethargy, until the government fails to control the pace of human growth. Research objective: analyzing the implementation of family planning program policies in Indonesia. The research uses descriptive methods and qualitative approaches. The results of the research: the implementation of the 2018 Family Planning Program policy in general has been going well and has a positive impact on the community, but the achievement has not been optimal according to the targets set in the MDGs. The programs standard, goals and output indicators are quite clear. The success of this program is inseparable from proper communication between organizational units, and implementing activities in the field with counseling methods. Officers have not been optimal in helping clients choose and decide on the type of contraception to be used, so the results are not sufficient. Coordination by the National Population and Family Planning Board with stakeholders institutions related to this program is well implemented, but not optimal.

This study uses a qualitative descriptive approach with models of Analysis, Design, Development, Implementation, Evaluation (ADDIE), to help apply learning in learning. Data was taken from several broadcasting lecturers. The results of this study indicate that there are digital innovations in broadcasting learning content at AKMRTV Jakarta. The results of the development of digital content are more innovative, have high credibility, and increase the knowledge and skills of lecturers and students in using technology in learning.

Abstract, By the year in 2017 the implementation of new learners acceptance policy (PPDB) in Surakarta Public senior high schools had been changed. In 2017 the policy emphasized with its social accesible one by receiving quota till 20% . owever in 2018 when the policy still being implemented there were changes thus added the zoning system. Ministry of Education And Culture said in 2019 they will enforce the zoning policy and the Poor Certificate of Unable will no longer to bemain requirement. Since 2017 Surakarta State Senior High Schools PPDB experienced a lot of polemic and it became public concern. Polemics that occurred from the last two years illustrates there are many people who have different perceptions toward this policy; meaning that although the policy is not necessarily understood by the public yet many differences in interpreting had been occured. So this study will analyze on public perception about policy change toward the PPDB 2019 in Surakarta. The research will use qualitative method.

Abstract
It is been years that Magelang City and Magelang Regency have been in border conflict since 1987. Through continuum mediations by the help of Provincial Government and Central Government (Ministry of Home Affairs) finally it resulted policy called Permendagri Number 64 Year 2017 as law to settle the clearance of border position. Theoretically, the policy should be socialized then during those times of socialization it will be implemented till the local government of regions such as villages know the policy at least yet through some pre surveys in 3 villages (Pancuranmas, Trasan, and Banyurojo) the officials giving vague responses as if the policy seems not impactful enough and they are clueless what to do with it. This indicated that the significancies of policy purposes and informations to give important impacts for low level government administration still not being received well. Thus this research will be presented the factors of the issue, the benefit for the subjects by its policy and the anomaly. Qualitative method is used to analyze the research.
