Abstract
Fiscus assume that the surrender of Goods in Location specified by PT Pertamina EP in customs area of RI as Surrender of Taxable Goods, with reason that the Agreement is signed by Head Office of PT XYZ with PT Pertamina EP in Jakarta. Therefore, Head Office should publish Tax Invoice for each Surrender of Taxable Goods transaction to PT Pertamina EP. Consequently, Tax Authority issued Tax Bill to PT XYZ based on Article 14 paragraph (4) of KUP Law because PT XYZ did not issue Tax Invoice. Whereas According to Taxpayer, Referred to Article 1A paragraph (1) of VAT law, Transfer of Right over Taxable Goods had been shifted earlier by Branch Office to PT Pertamina EP in Batam Island as Free Trade Zone. Based on Article 12 paragraph (1) of VAT Law, Head Office and Branch Offices are separate entities in fulfilling tax obligations. However, based on Tax Policy Article 4 of Government Regulation Number 10 of 2012, Entrepreneurs in Batam do not need to be confirmed as Taxable Entrepreneur. Therefore, Branch Office of PT XYZ did not issue a Tax Invoice.

Abstract
The technology of severe plastic deformation (SPD) is process on forming metals of large plastic strain used for mass production in order to make ultrafined-grained (UFG). There are several methods used in this SPD technology, namely multi-axial forging (MAF), equal channel angular pressing-parallel channel (ECAP-PC)/accumulative press bonding (APB) and repetitive press roll forming (RPRF), various methods are potentially applied in the industrial world because they are more effective and efficient compared to conventional methods. Through research on the characterization of aluminum-based composite materials with several SPD methods, the ideal variable will be obtained in producing high-strength materials. The development of a new SPD method driven by requirements simplifies the process, so that it can be applied to mass production, some of the development of SPD technology is able to produce high plastic strain. The market for nanostructured materials produced by SPD technology is in sectors where superior traits, such as specific strength or increased fatigue age, are needed by analysis of market application. Formal market analysis in nanostructured metals, carried out by Metallicum, has found more than 100 specific markets for nano metals in space, transportation, medical equipment, chemical processing, electronics, and defense. However, due to the still high operational costs, the application of nanotechnology is still limited to military equipment applications. This research is a comparison of several SPD methods (MAF, ECAP-PC/APB and RPRF) in the scope of advanced manufacture forming fabrication to utilize multi pressing applied to aluminum alloys and aluminum-based composites to produce material properties needed by armor material for defense equipment applications.

Abstract
This study aims to determine the effect of scientific publication requirements on plagiarism and the role of locus of control as a moderating variable from the influence of scientific publication requirements on plagiarism in private universities. This research uses a quantitative method with respondents from Accounting lecturers at Private Universities in East Java. The researcher used the Smart PLS 3.0 program to test the research hypothesis to examine the effect of scientific publication requirements on plagiarism and examine the role of locus of control as a moderating variable from the influence of the burden of scientific publications on plagiarism. The sample in this study is a lecturer at a Private College in East Java. The method used to determine the sample is purposive sampling. The research data was obtained by distributing questionnaires directly to the respondents. The test results show that the burden of scientific publications influences plagiarism. Locus of control is a moderating variable from the influence of the burden of scientific publications on plagiarism on accounting lecturers in private universities.

Abstract
Discussion about food and culture, usually associated with food in term of pleasure, which can cover up or never even imagine that there is existence of power behind it. Through globalization, one of which has the consequences of opening up the chance for expansion of our palates and culinary awareness by embracing any kind of foreign or ethnic food. The presence of foreign food is not only present through pure market mechanisms, it also occur through the political process. By doing literary approach, this research was conducting to find the global cultural flow of Japanese food in Indonesia. Taking the concept from Arjun Appadurai about scapes, we can see how people, ideology, media, money and technology are a global dynamic that interact and shape one another the world of food and eating culture. The results of the study reveal that the existence of Japanese food in Indonesia is a picture of the dynamics of global interactions that occur between the desire to have power and desire for wealth.

Abstract
The size of Indonesias population and the rapid rate of population growth from 2010-2016 which reached 1.36%, caused the need for logistics to be even greater. While based on 2017 data shows, logistics costs in Indonesia are still quite large at 23.5% of Gross Domestic Product (GDP). Transportation costs are one of the most influential components, which amounts to 60% of the total logistics costs. This condition was caused by the inadequate supporting infrastructure of transportation in Indonesia. Transportation supporting infrastructure is considered very important as one of the efforts to realize the seventeen goals of sustainable development which the government is intensively implementing. Based on these conditions the government is required to be careful in regulating and suppressing the cost of logistics costs, especially in the field of transportation infrastructure so that the community is still able to obtain logistics at a cost that is still within the limits of its ability to realize Suistanable Development Goals. One form of development program and protection of transportation infrastructure taken by the government is a policy on revitalizing the implementation of weighing motor vehicles on Pantura Road, Central Java. The problem raised in this study is about the still dynamics of the problems that accompany the journey of the policy of implementing the weighing of motorized vehicles on Pantura in the Central Java Region which could potentially hinder the flow of logistics distribution of goods. The purpose of this study is to evaluate and find out what are the supporting and inhibiting factors for the implementation of Perdirhubdat policy Number SK.3723 / AJ.005 / DRJD / 2018 concerning the 2017-2024 Motor Vehicle Weighing Revitalization Road Map on the Pantura Road in Central Java. This study is a qualitative type, with a descriptive-explanatory approach. The results of this study indicate that the implementation of the revitalization program in the implementation of weighing motorized vehicles has not been fully maximized. This can be seen from the evaluation indicators including effectiveness, efficiency, adequacy, equity, resposivity, and accuracy that still have not reached the target. While the factors that influence the implementation of the revitalization program in the implementation of weighing motor vehicles on Pantura Road in the Central Java Region include consistency of communication, HR management, disposition and organizational structure.

Abstract
The research of volatile compound of Piper crocatum leaf extract has been done. The aim of research is to know the volatile compound of Piper crocatum leaf extract. The research was started by extraction of Piper crocatum leaf. This extraction method used maceration and reflux with etanol 96%. Component in the extract were identified using of GC-MS method. DPPH (2,2-diphenyl-1picrylhydrazyl) method was used on activity test of antioxidant. The result showed that volatile compound of Piper crocatum leaf extract were dominated by the monoterpenes, which were sabinene and myrcene. Antioxidant activity test with DPPH method to leaf extract faction of Piper crocatum, known that extract by maceration and reflux have potency as antioxidant with value of IC50 of 46,51 ± 0.05 (AAEµg/ml) and 49,57 ± 0.27 (AAEµg/ml) respectively. Antioxidant capacity of Piper crocatum leaf extract by maceration and reflux were 10892,86 ± 6,06 (AAEµg/ml) and 9971,43 ± 6,06 (AAEµg/ml).

Abstract
Vinegar coconut water can be made from coconut water by fermentation through two stages, namely alcohol fermentation in the presence of anaerobic yeast and acetic acid fermentation with acetic acid bacteria in aerobic. The present work was to investigate of influences of sucrose addition on alcohol fermentation and Acetobacter aceti on acetic acid fermentation to the acetic acid content of coconut water vinegar an phenol content. The method of experiment was used a completely randomized design by factorial with two replications. The first factor was sugar concentration (A) consisting of 2 levels i.e 15% and 20%, whereas the second factor was the concentration of inoculum of A.aceti consisting of 3 levels i.e 10%, 15% and 20%. Observations determined for ethanol content, pH, specific gravity and acetic acid content. The result showed ethanol and acetic acid content tends to increasing and pH was decreased whereas specific gravity almost constant. Then, for acetic acid fermentation was showed increasing the acetic acid content for all treatment in days 49, especially for the treatment of 15% sucrose and 10% A.aceti 10% addition

Abstract
Abstract Background : Dying dignity is part of the purpose of the nursing care process given to the elderly. Dying dignity is the last goal for geriatric patient in their end of life. There are many intervention to deliver geriatric patient for dying dignity. Management of end-of-life critical patients still needs development in order to achieve the ultimate goal of dying dignity end-life critical for geriatric patients. Aim: The purpose of this study was to explore the experience of nurses and families in dealing with geriatric patients who are critically dying towards dying dignity Method :. This type of research is qualitative study. Data collection uses the method of in-depth interviews with a semi-structured interview guide, involving 10 respondents. This research resulted in 3 themes including: the availability of policies that facilitate service; adequate nurse competency and families who want to play a role and actively participate in service delivery by being with patients. Conclusion : The final conclusion is management of dying critical patients requires cooperation from all part of care. It starts from a supportive system, caring and committed nurses do according to the system instructions, as well as positive family acceptance of the services provided.

Abstract
Background: Death and illness are still serious health problems in developing countries, the Maternal Mortality Rate (MMR) in the world is 289,000. Some countries have high MMR, such as Sub-Saharan Africa 179,000, South Asia 69,000 and Southeast Asia 16,000 (WHO, 2014). The cause of maternal death is dominated by low public awareness about the health of pregnant women. In addition, other import ant factors that influence maternal mortality include the not-so-good empowerment of women, educational background, family socio-economic, which one example of low womens empowerment is the lack of attention from men to pregnant and childbirth women. The male attention in the form of the husbands role in pregnancy and pregnancy outcomes affects the delivery process which can reduce the negative impact of maternal health behavior psychologically. Research Objectives: To assess or review whether the literature we are going to use can be used as a reference for future research. Data Source: Data sources were obtained from Pubmed, science direct. Inclusion Criteria: Husbands with a normal maternal history, Husbands who play a role during normal labor. Appraisal studies and synthesis methods: Appraisal studies use CASP, and the synthesis method uses PEOS modification. Results: the labor experienced is a joint process for couples. The involvement of a husband or father during labor, working with a midwife and being involved in support and care for her partner can reduce pain and anxiety. Conclusions and Implications of the Results: information, roles, expectations, experiences, and challenges especially during pregnancy and childbirth are very important to promote the involvement of a husband or father to maternal health problems. Future research is expected to be able to identify the needs of husbands or fathers to carry out their roles.

Abstract
Background: The prevalence of patients with Type-2 Diabetes Mellitus (T2DM) is increasing every year. The incidence of Diabetes Mellitus is in line with the level of obesity. Obesity can be measured through the body mass index (BMI). Age and gender also effect on the incidence of T2DM. Diabetic patients should meet their fasting plasma glucose target levels to avoid the risk of complications. Purpose: This study is to evaluate the correlation between age, gender, and BMI with fasting plasma glucose (FPG) as a parameter of glycemic control among Javanese T2DM patients. Methods: This study involved 97 T2DM patients who were registered at primary health care centers around Semarang who fulfilled inclusion criteria such as 30-70 years old Javanese individuals. Blood samples were taken to measure fasting plasma glucose levels, while BMI was obtained from anthropometric measurements. Correlation between Age and BMI and FPG was evaluated using Kendall-s tau b test. Meanwhile, the correlation between age and gender with FPG was analyzed using chi-square with p <0.05 as a significant result. Results: Most of the subjects were more than 60 years old (44.3 %), female (72.2%), poor glycemic control (57.7 %) and obese condition (49.5 %). There was no significant relationship between age (0.961), gender (0.968) and BMI (p=0.086) with FPG among Javanese T2DM patients. Conclusion: Age, Gender and Body Mass Index does not contribute to the level of Fasting Plasma Glucose among Javanese T2DM patients.

Abstract
Purpose this study to know Social interaction Chief of Capital City Police of Medan based on social religions in ensure security . This type of research is quantitative descriptive research. The population in this study were people in Medan City consisting of religious leaders, community leaders, academics and students. While the sample is a representative of the population whose results represent the overall symptoms observed. The sample in the study were 50 respondents. The sampling technique uses purposive random sampling.Social interaction has an important and necessary role in leadership by building heterogeneous unity and unity of society. For this reason, Chief of Capital City Police of Medan has made various efforts to maximize social interaction by conducting social religious activities with community leaders, religious leaders, youth leaders, academics, communities or organizations. This type of research is quantitative descriptive research. The population in this study were people in Medan City consisting of religious leaders, community leaders, academics and students. While the sample is a representative of the population whose results represent the overall symptoms observed. The sample in the study were 50 respondents. The sampling technique uses purposive random sampling. There is a positive and significant influence between social interaction with community security guarantees in the city of Medan. with t count> t table (3.968> 2.010635) at a significance of 5%. There is a positive socio-religions influence on security guarantees in the city of Medan with a t count of 3.566 greater than the table of 2.010635. There is a positive and significant influence between social and socio-religious interactions simultaneously on security guarantees in Medan City. This is seen from F count (6.372) greater than F table (2.565), at a significance of 5%.

Abstract
Poverty must be addressed because it is the governments commitment stated in the development goals of the millennium sustainable (SDGS) that must be achieved by 2025. Banjar city as a new autonomous region in the Province of West Java, which was formed not in spite of the problems of Poverty. The purpose of this study was to determine and analyze the poverty reduction strategy through the strengthening of competitiveness, business mentoring and marketing strategies Micro, Small and Medium-sized businesses in the City of Banjar. Data collection is done by questionnaires and literature study. The study sample of 751 small businesses in the City of Banjar taken in the census. The results of the research found that the partial alleviation of poverty can be achieved by strengthening competitiveness, with business mentoring as well as marketing strategy. The simultaneous strengthening of the competitiveness, business mentoring and penarapan strategy marketing can be used as a poverty reduction strategy. To strengthen the competitiveness of SMES required assistance to the owners of SMES can determine the marketing strategy in accordance with the products it produces. The marketing strategy has a very important role for the success of the companys business in general and marketing in particular so that poverty can be reduced

Abstract
The globalization and the rising of digital technology in the recent era have put the state-owned company to adapt to the external environment with fierce competitions from other companies. In this sense, management is in need of organizational change. Company transformation is often used to do fundamental changes undergone by organizations. Transformational change involves changing in existing structures, organization and culture that will lead to new vision, market opportunities, and innovation. This study aims to acknowledge the effectiveness of implementing strategic change through the 4 R framework (re-frame, restructure, revitalize and renew) by state-owned enterprise PT Pegadaian (Persero) in conducting the corporate culture transformation as a response to the changes in the financial industry in Indonesia. Literature studies and in-depth interview are chosen as the method for finding out the current situations of PT Pegadaian (Persero) and future possibilities of changes in corporate culture in this company.

Abstract
Employee engagement is a relatively new concept and popular in human resource development. According to Bakker and Demerouti (2008), employees who are engage will work hard with positive thoughts, accomplishing their work faster than others. When employees are engage, they will automatically improve their performance in line with the goals of the company. Agencies that have engaged employees will get various benefits. Markos and Sridevi (2010) declared that employee engagement could affect employee retention, productivity, profitability, loyalty, and safety. Employee Engagement according to Kahn (1990) was utilizing organizational members in accordance with the role of their work by expressing themselves physically, cognitively, emotionally and mentally. In the 2015-2018, employee performance database indicated that there were employees of the Ministry of Finance who had poor and bad performance. This phenomenon explains that low performance indicates that employees did not have engagement with the company. Performance is the result of work in the quality and quantity achieved by an employee, in accordance with the responsibilities given. Furthermore, the researcher identified approaches that were considered to affect Employee Engagement, there are job characteristics, HR management practices, relationships between leader and member, and individual characteristics.This study will examine employee engagement in Secretariat General-Ministry of Finance. The purpose of this study is to understand the phenomena that occur in these organizations and help provide references for organizations in designing strategies to increase employee engagement.

Abstract
A new paradigm in public services in Indonesia which is increasing participation and active role of stakeholders becoming a one of indicator for a good public institution. For this reason, a communication mechanism is needed that can connect the interests of two parties institution and stakeholder, so that public expectations are fulfilled and the performance of public institution can be held accountable. This also applies in context of higher education institution, like Jenderal Soedirman University as a state universities with the status of public service entities where public service orientation and stakeholder satisfaction are an integral part in implementing institution mandates in of education, research and community service activities. The aims of this study is to identify what kind of communication mechanisms is need to be carried out in realizing a culture of public participation and active role in higher education institution as one of the public service entities in Indonesia. The informants in this study are representation students, student council and student group interest, who were the biggest beneficiary groups that institution served. sing a focus group discussion approach as a data collection technique and interactive model as a data analysis technique, a number of finding are identified, that are communication channels that are friendly to access, give respond quickly with respect and personally and giving progress report as communication mechanism in managing student aspirations and complaints. Those findings are expected to be facilitated by university management so that they can improve and maintain the quality of services, realize stakeholder satisfaction and become an instrument for controlling the performance of their apparatus. This management of complain handling is not to violate the independence of universities, on the other hand is to identify best practice minimum standards that will protect the rights of students, staff and the university itself.

Abstract
This article discusses the results of the development research in the field test phase of reading text for School Literacy Movement in mathematics learning. This research is a development research with design research method using development studies type. The evaluation flow at the prototyping stage uses the formative study flow with the self-evaluation, expert review, one-to-one, small group, and field test stages. The research subject was 7th grade students at a junior high school in Karawang. The data was collected by documentation, questionnaires, tests and interviews. The results of the calculation of size effects indicate an effect of 2,895 with high interpretation. Conclusions obtained from the results of product data analysis in the form of reading text for School Literacy Movements in the learning phase that have potential effect for students in mathematics learning.

Abstract
Background A nutritional deficiency in the period 1000 day of life causing disorder a growth that has resulted in stunting. Aims of study Descriptive analysis the prevalence of stunting by province based Health Research Basic years 2007, 2010, 2013, and 2018 Methods An analysis descriptive (minimum, maximum, the difference) was compared the percentage prevalence of per province based on from 2007 , 2010,2013 , and 2018. Results Based on the results of the analysis there has been increasing the prevalence of stunting happened in Jambi province, East Java, South Sulawesi, North Maluku, and Papua. While a decline in the prevalence of stunting occurring in the province of South Sumatra, Bangka Belitung and Banten. To drop in the percentage prevalence of stunting who greatest Lampung province from year 2013-2018 of 15.3 %, East Nusa Tenggara from year 2010-2018 of 15.7 %, and West Papua province from year 2010-2018 of 21,4 %. Besides been an increase in the percentage prevalence of stunting who greatest East Nusa Tenggara 11.7 % from year 2007- 2010, Papua Province 11,8 % from year 2010-2013 , and South Sulawesi Province 11,8 % from year 2007-2013. Conclusion Prevalence of stunting provincial differences between very large, and according the percentage increase and reducing the prevalence of stunting the percentage that varied.

Abstract THE EFFECT OF COMBINATION OF ACUPRESSURE POINT KI.3 AND WARM COMPRESS ON JOINT PAIN SCALE IN PATIENTS TUBERCULOSIS AT PUSKESMAS IN SOKARAJA SUB-DISTRICT Eka Rita Lestari, Arif Setyo Upoyo, Sidik Awaludin Background : Joint pain is a side effect of an anti-tuberculosis drug which can cause discomfort, limited joint motion and gait disorder. Non-pharmacological pain management includes acupressure and warm compres. The objective of the study was to determine the effect of acupressure Ki.3 and warm compress on joint pain scale in patients with Tuberculosis. Methodology: This research design used quasi-experiment pre post test with control groups design to 34 respondents. Measurement of pain used NRS. Statistical tests used in this study were Wilcoxon and Mann-whitney Tests. Research Results: The results of the study indicated that there was a significant difference in joint pain scale before and after the treatment of combination of acupressure Ki.3 points and warm compress (p 0,001) and those treated with warm compress (p 0,001). There was no significant difference in the decrease of joint pain scale in the two group (p 0,054). Conclusion : The combination of acupressure Ki.3 point and warm compress could reduce joint pain in patient with Tuberculosis. Keywords : Joint pain, Tuberculosis, Acupressure, warm compresses.

Corresponding Author : Hindun (hindunrahim171090@gmail.com) Abstract Background: Breast cancer is one of the reproductive cancers that cause increased morbidity and mortality. Based on the Global Burden Cancer (Globocan) data, breast cancer has increased by more than 20%, while the mortality rate has increased by 14% since 2008. Purpose: The aim of the study is to conclude a systematic literature review that is related to risk factors that influence breast cancer in Southeast Asia. Methods: This study emphasizes risk factors that influence breast cancer incidence such as; contraceptive use, age, body mass index, menarche, menopause, parity, breastfeeding, and smoking using the systematic literature review method identified a total of 7 relevant journals and summarized in a narrative manner. Result: The results of this journal review show that contrast use, age, body mass index (BMI) in this case a higher BMI or obesity, early age menarche that is influenced by unhealthy lifestyles, menopause, and the Human Papillomavirus (HPV) significant risk factors that influence breast cancer incidence in Southeast Asia. Abstract
Background: Measuring pain in patients with loss of consciousness (LoC) is very important for the success of therapy, but the inability of patients to communicate encourages nurses to measure the degree of pain through observing pain responses in patients with LoC. To estimate the level of pain, Behavioral Pain Scale (BPS) was formulated by Payen in 2001 and an adaptation of BPS for non-intubated (BPS-NI) patients was developed by Chanques in 2009. Purpose: This study was aimed to investigate the stability, validity, internal consistency reliability, and inter-rater reliability of BPS-NI in LoC patients in High Care Unit (HCU) of UNS Hospital. Methods: In this descriptive prospective study, fifteen LoC patients were involved. Three raters measured pain in 15 non-intubated LoC patients during three conditions: confirmed in which level of consciousness is depressed but to a lesser extent than in coma, 12 hours and 3 days after first arriving at HCU. Results: The average score was 9,00 at first admission of patient and 8,93 at 12 hours after first arriving at HCU, using paired sample t-test p=0,32 indicates the stability of BPS-NI was verified. Validation study of three BPS-NI domains with Pearson correlation obtained r > 0.514 shows three domains of the BPS-NI were valid. Reliability analysis obtained Cronbach alpha value of 0.73 showed acceptable BPS-NI internal consistency. The BPS-NI inter-rater reliability analysis obtained the Cohen kappa coefficient of 0.71 which shows the result of a substantial agreement. Conclusion: Pain assessment using BPS-NI in patients with LoC has good stability, validity, internal consistency reliability, and inter-rater reliability. Abstract
A new paradigm in public services in Indonesia which is increasing participation and active role of stakeholders becoming a one of indicator for a good public institution. For this reason, a communication mechanism is needed that can connect the interests of two parties institution and stakeholder, so that public expectations are fulfilled and the performance of public institution can be held accountable. This also applies in context of higher education institution, like Jenderal Soedirman University as a state universities with the status of public service entities where public service orientation and stakeholder satisfaction are an integral part in implementing institution mandates in of education, research and community service activities. The aims of this study is to identify what kind of communication mechanisms is need to be carried out in realizing a culture of public participation and active role in higher education institution as one of the public service entities in Indonesia. The informants in this study are representation students, student council and student group interest, who were the biggest beneficiary groups that institution served. sing a focus group discussion approach as a data collection technique and interactive model as a data analysis technique, a number of finding are identified, that are communication channels that are friendly to access, give respond quickly with respect and personally and giving progress report as communication mechanism in managing student aspirations and complaints. Those findings are expected to be facilitated by university management so that they can improve and maintain the quality of services, realize stakeholder satisfaction and become an instrument for controlling the performance of their apparatus. This management of complain handling is not to violate the independence of universities, on the other hand is to identify best practice minimum standards that will protect the rights of students, staff and the university itself.

Abstract
By the rapid development of technology, automation systems are widely used. The usage of automation system in house is to create comfort, safety and also energy savings by controlling home appliances according to the desired distance. This smart home prototype based on internet is created to apply the smart home system working automatically and controlled manually through internet network by using ESP8266-12e module. This system controls lamp and solenoid valve as a tap water. The used method in this study is an experimental method consists of field study and problem identification, literature study, expert consulting, design and manufacturing, field testing, results analysis, create reports and journal. The testing result shows that the system function properly and automatically controlled through the website.

Abstract
This research was aimed to find out The Implementation Of National Strategic Projects Acceleration Policy - Patimban Port. The Government has set Peraturan Presiden Nomor 03 Tahun 2016 concerning The Implementation of National Strategic Projects Acceleration, Pasal 1 of the Presidential Regulation mentions Patimban Port located in Patimban Village, Pusakanagara District, Subang Regency, West Java Province as National Strategic Project as stipulated in Port Operations. Patimban Port as a national strategic project, according to this Presidential Regulation, covers activities in planning, building, operating, technical guidance and the management of port operations guiding and to ensure shipping and environmental safety guidance. A qualitative approach uses to examine The Implementation Of National Strategic Projects Acceleration Policy study - Patimban Port, to produce data that describes more clearly, factually and accurately in accordance with the actual situation. The instruments are researchers themselves, because researchers who are tasked with collecting data, analysing, compiling, recommending instruments and making conclusions. Analysis of the data used is data reduction, data presentation and verification, so that the object under study becomes more clear and meaningful. The Data collection techniques are triangulation, technique of collecting data that is combining the various techniques of collecting data and the sources that already exist. These results suggest that a description of the factors related to the policy; Problem, policy and environment characteristics. The description of the research shows that the operation of the Patimban Port as a National Strategic Project was carried out by the Ministry of Transportation. In organizing Patimban Port which is related to the construction, operation, according to this Presidential Regulation, the Ministry of Transportation can work with Port Business Entities. This Presidential Regulation also emphasizes that the financing for organizing Patimban Port can be sourced from: a. State / Regional Expenditure Budget; b. Foreign loans and / or grants; c. Government and Business Entity Cooperation; and / or d. Other legitimate sources. The financing of organizing Patimban Port for the supply of equipment and port operations is carried out through the cooperation of the government and the Business Entity, read Pasal 3 Ayat (2) of Peraturan Presiden No. 47 Tahun 2016.Through this Presidential Regulation, the President instructs the Ministers / Heads of Institutions, Governors, and Regents / Mayors according to the scope of their duties and authorities to support the acceleration of organizing the Patimban Port, in accordance with the provisions of the legislation. This Presidential Regulation comes into force on the date of promulgation, read Pasal 6 of the Peraturan Presiden Nomor 47 Tahun 2017 which was promulgated by the Minister of Law and Human Rights, Yasonna H. Laoly on May 25, 2016. The government builds Patimban Port in Subang, West Java. Port construction will begin in 2018 with funds reaching US $ 3.06 billion or around IDR. 43.2 trillion. Around US$ 1.03 billion will be financed with a loan from the Japan International Corporation Agency (JICA). The construction of Patimban Port will take place in three stages. For the first phase, which takes place in two phases requires an investment of IDR. 31.8 trillion. In second stage, investment needs reach IDR. 5.58 trillion, and in third stage IDR. 3.86 trillion. In phase 1 Patimban Port capacity was 250,000 Twenty foot Equivalent Units (TEUs) and in phase 2 will be 3.5 million TEUs increased to 3.75 TEUs. For phase 2, port capacity will increase by 1.45 million TEUs, and in phase 3 will increase 2.29 million TEUs. In total, the ports capacity becomes 7.5 million TEUs. Abstract
This research is based on the management of fixed assets in the North Nias Regency Revenue and Asset Management Agency which is still not running well. The research method used in this study is descriptive qualitative. Data collection research was conducted by interview and documentation study. The results of the study show that the model used in the management of fixed assets in the Financial Management Agency of the North Nias Regency Revenue and Assets is not appropriate. This is due to the implementation of the inventory, namely data collection has not been carried out properly, the entire fixed assets have not been coded, the permanent asset delays still experience delays in the process, not maximized in terms of ownership status, there are still fixed assets that have not been assessed, optimization of fixed assets has not been implemented. supervision and control is still weak. The author recommends that the management of fixed assets need to be implemented management model, namely inventory, legal audit, overall valuation of fixed assets, optimization of assets to increase Regional Original Revenue and supervision and control through regional asset management information systems should be developed so that the handling of each fixed asset can be monitored clearly.

Abstract
Organizational performance and individual work performance are strongly influenced by organizational culture, where organizational culture is the most important construct in building and maintaining organization performance and individual work performance. A lot of evidence illustrates that the success of an organization is caused by the strong organizational culture can direct the performance of individual work which is relevant to the goals of the organization. Organizational culture is the basis for individuals from the lowest level to the top of the leadership to act, to behave and do a business activities match to the organizational targets, goals to be achieved and also as a differentiation from other organizations. The literature study in this paper shows that there is an influence of organizational culture on organizational performance and individual work performance. In a broader context, this study can provide an overview and as a consideration and input for the organization regarding the influence of organizational culture on organizational performance and individual work performance.

Abstract
Leadership power is used as an effort to influence subordinates based on established decisions, in order to achieve the organizations vision through the innovations it builds. This study is intended to empirically determine the influence of power on decision-making by the leadership of the Civil Service Agency. Quantitative approaches are used in research with survey-causal methods. The target population specified is the State Personnel Agency. Sampling was carried out by proportional random sampling techniques of supervisory officials totaling 80 people. Data is captured through a questionnaire, using a rating scale with a distribution of scores between 1 and 5. The results of the study indicate that power has a significant effect on decision making. This means that the power that is carried out properly will affect the way leadership decisions are made starting with identification, classification and verification. Decision making is an effort to solve problems through the selection of alternative solutions that exist. The results of this study are expected to be implemented and further developed by the leadership of the Civil Service Agency Agency, especially supervisory officials.

Abstract
Tax policy in every country has differences with each other in implementation. The differences of regulation regarding VAT Refund policies (Value Added Tax Returns) and other country, especially for Diplomatic Representatives is determined by the principle of reciprocity. The purpose of this study is to evaluate the implementation of VAT Refund regulations between Swedish and Indonesian countries, especially for Diplomatic Representatives, in addition to analyze the obstacles in the implementation of the policy. Analysis of the tax refund system in Sweden and Indonesia will be focused on the structure of authority on the taxation fields, tax objects, tax subjects, tax return processes. This research is part of a qualitative research with a descriptive approach that aims to describe how implementation of VAT refund between Swedish and Indonesia.
