Abstract
The aim of this research was to evaluate how Understanding Nature of Science (NOS) play role to students Conceptual Understanding and Science Process Skills on Chemistry Classroom. This descriptive research was carried out by Ex-post Facto method at the Faculty of Mathematics and Science Education of IKIP Mataram. The research subjects were 75 students participating in the General Chemistry course for the academic year 2018-2019 that taken by the saturated sampling method. Data were collected by understanding NOS questionnaire, Concept Understanding Test, and Science Process Skills observation sheet. The data is described and analyzed by product moment correlation test and One Way Anova test for uncorrelated samples. The results showed that there was a significant and very strong correlation between Understanding NOS and Conceptual Understanding and between Understanding NOS and Science Process Skills. One Way Anova test result showed that there was difference on Students Conceptual Understanding and Science Processes Skills on different Understanding NOS

Abstract
The issue of Education for Sustainable Development (ESD) has long been launched. However, this concept has not been understood by everyone including pre-service physics teachers. This paper aims to describe the profile of understanding physics teacher candidates on sustainability issues in the context of education. The method used is qualitative through in-depth interviews with several respondents. The results of the study show that the understanding of pre-service physics teachers about sustainability issues is still low. A program that is planned, systematic and measurable is needed to improve their literacy related to sustainability issues that are integrated into the lecture material.

Abstract
Development of extensive animation media for the concept of moving images developed by students creative ideas, through extensive field analysis of various forms converted into rectangular shapes through several ways to use VBA for PowerPoint. The language of this program helps students to make the thinking process they do not need to memorize material related to vector analysis material about student thinking material which is part of the VBA language program with new ideas for students. Indicators that determine high-level thinking skills are 1) analysis, identifying concepts and being able to link concepts 2) Evaluating, students try to make steps systematically 3) Creating, student-oriented students to develop broad-based flat animation media by applying vector analysis into VBA for PowerPoint languages. The research method is Research and Development with 5 stages namely Analysis, Design, Development, Implementation, and Evaluation. For the assessment of media development in the first stage validated by media experts and material experts and for the second stage validated by users or students.

Abstract
The purpose of this study was to evaluate the soccer school curriculum (SSB) in the city of Bandung. This research method is evaluative research using the CIPP model (Context, Input, Process, Product). Context consists of: guidelines for implementing the SSB curriculum, SSB legality, the purpose SSB. Input consists of: availability of management, availability of infrastructure, suitability of human resources, suitability of funding. Proccess consists of: the implementation of the training method, the implementation of the training process, the implementation of the training schedule and time, the trainers role during the exercise, the suitability of the assessment. Product consists of: suitability of achievement, absorption of graduates, availability of student reports. This research was conducted in the SSB of Bandung City, the sampling technique used was purposive sampling. The research instrument used questionnaires, interviews, observation and documentation. Questionnaires and interviews were given to school principals, teachers and students. Quantitative data analysis using T-scores and interpreted into the Glickmann quadrant

Abstract
The purpose of this research is to compare two learning models in teaching quadrilateral. The models are Whole Brain Teaching (WBT) and Brain-Based Learning (BBL). This research is quasi-experimental research with factorial design 2x3. The population of this research was the 7th grade of junior high school, with 181 students as the sample. The results showed that (1) the students who were taught by Whole Brain Teaching (WBT) model had better achievement with student who was taught by Brain-Based Learning model, (2) auditory learners have better achievement than visual and kinesthetic learners, visual learners have the same achievement as kinesthetic learners, and (3) there is no interaction between learning model and learning style.

Abstract
ABSTRACT Outlining the definition of gratification of corruption criminal acts has been regulated in Law No. 20 of 2001 concerning Amendments to Law Number 31 of 1999 concerning Eradication of Corruption Crime in article 12 B. Gratification is giving in the broadest sense. At present the gratification of sexual services is still a crime corruption with the category of gratification in general and the sanctions are also the same so its law enforcement faces obstacles. Until now, many people have perception that corruption is always associated with money (gratuity) even though the trend shows that sexual services began to play a role in corruption. Therefore the problem formulation is how the rules for gratification of sexual services in corruption criminal acts and how to prove it. The method used is the normative juridical method. Gratification of sexual services contains moral destructive criminal acts in which there should be additional sanctions or weighting and perpetrators both the giver and recipient of sexual services should be subject to criminal penalties but with the imposition of different articles of law.

Abstract
This study aims to determine students understanding of the concepts related chemical bonds in the context of graphene. Data collection of this qualitative study were conducted using open-ended test and interview methods. The participants consisted of 30 students in 2nd grade high school who had studied chemical bonds. This study is related to students understanding of the formation of bonds between C atoms in graphene, the relationship of chemical bonds to graphene material strength, the movement of electrons that can conduct electricity to graphene. This research obtained that most students were unable to apply the concept of chemical bonds in the context of graphene. This is because the context of graphene has never been used as an example in the concept of chemical bonds in chemical learning. So the context of grafena is unfamiliar to students.

Abstract
Freedom and independence from colonial oppression is a nature, inherent in every human being. This is the basis for the birth of various independent and sovereign countries throughout the world. It is as the instruments in the framework of liberation, namely democracy. The meaning of democracy, namely a government based on the will of the people, the sovereignty of the people, and thus guaranteed equal rights and the right of freedom. The problem in this study is how the implementation of basic rights related to democratic freedom? The purpose of the study is to analyze the basic rights related to democratic freedom, with normative juridical research methods. The results of the study that the implementation of natural rights in relation to freedom of democracy is an obligation that must be fulfilled, for example in the right to freedom of movement, travel and relocation, the right to freedom of expression or opinion, the right to freedom of choice and active in an organization or association. These natural rights are the rights that have been possessed by every human being since he was still in the womb. If seen from democracy in Indonesia which has the Pancasila ideology, democracy is inspired by Pancasila values, namely Peoples Democracy which is led by wisdom in deliberation/representation, which has the One Godhead, fair and civilized humanity, which is united in Indonesia and socially just for all Indonesian people. Consequences in the life of the state must recognize the existence of God Almighty, thus giving birth to people who have Pancasila morality. Thus the basic rights based on the Almighty Godhead can guarantee the implementation of a healthy democracy.

Abstract
Science process skills cannot be separated from conceptual learning. To measure science process skills possessed by students, assessment instruments are needed that are easy to use and appropriate. This study aims to measure the science process skills of high school students using the Testlet assessment instrument. Indicators The science process skills used are observing, hypothesizing, planning experiments or investigations, analyzing experimental data, applying concepts or principles, and communicating. This assessment instrument Testlet consists of 6 stem and 3 supporting questions for each stem, questions in the form of multiple choices and given to 36 grade XI students at Madiun 4 High School. The results of this study indicate the Science Process Skills of students at SMA 4 Madiun in static fluid material included in the medium category with an average value of 63.51%.

Abstract
Restitution is submitted by the Public Prosecutor by attaching the required documents for the application for restitution, which then the court judge will consider the application for restitution. The problem in this study is how the legal certainty of imposing criminal sanctions for restitution against perpetrators of trafficking in persons based on Law Number 21 of 2007 concerning Eradication of Trafficking in Persons Crime Government Regulation Number 7 of 2018 concerning Provision of Compensation, Restitution, and Assistance to Witnesses and victim? The research method used is normative juridical using secondary data. The results of the study show that legal certainty regarding the imposition of criminal sanctions for restitution for perpetrators of criminal acts of trafficking has been regulated in Law Number 21 of 2007 concerning Eradication of Trafficking in Persons in Government Regulation Number 7 of 2018 concerning Provision of Compensation, Restitution and Assistance to Witnesses and Victims are carried out with a mechanism for submitting restitution since the victim reports a case he has experienced to the local Republic of Indonesia National Police and is handled by the investigator together with the handling of the crime committed. However, in the application of criminal sanctions for restitution against perpetrators of criminal acts of trafficking in decisions of the Jambi District Court Number 538 / Pid.Sus / 2014 / PN.Jmb, on December 18, 2015 it was incorrect because the Court Judges did not examine the complete application for restitution submitted by the Public Prosecutor before deciding on sanctions for restitution, while the Public Prosecutor also carries out negligence by not attaching documents, so that the decision of the Jambi District Court Number 538 / Pid.Sus / 2014 / PN.Jmb can reduce the legal certainty.

Abstract
Teachers need to develop their teaching competencies, such as content knowledge, general pedagogical knowledge, and basic teaching skills. An alternative approach for improving the ability of preservice chemistry teachers to teach is by develop their pedagogical reasoning ability. This research using a mixed method methodology. Preservice chemistry teachers initially demonstrated limited pedagogical reasoning ability, especially in transformation stage. The results show that the profile of preservice chemistry teachers- pedagogical reasoning development continues to increase in the course of reseach.

Application of Law Towards Disclaimer of Diphtheria Immunization

Abstract
Diphtheria is a disease that is very contagious and provides low immunity. Very effective prevention is by immunizing Diphtheria, to increase immunity to this disease. If prevention is not carried out properly, it can lead to Extraordinary Events, as happened in 2017 in Indonesia. Handling Extraordinary Events that are not successful can result in Outbreaks. The impact of an outbreak can harm individuals, communities, nations nationally and internationally. Refusal of immunization and anti-vaccine movements can risk thwarting the prevention of Diphtheria. As a result, the disease of Diphtheria that is not there, reappeared. Some countries have implemented strict sanctions against denial of immunization: Prison (Pakistan), Prohibited schools (Italy), Fines (Germany), and Cut allowances (Australia). Rejection of immunization in Indonesia has not yet been given strict sanctions, even though Extraordinary Events have occurred. The legal immunization is mandatory as mandated in Law 36 of 2009 concerning Health Article 130: The government is obliged to provide complete immunization to every baby and child. And is the basic right of every child as stated in article 132 paragraph 3: Every child has the right to receive basic immunization in accordance with the applicable provisions to prevent the occurrence of diseases that can be avoided through immunization. In chapter XA of the 1945 Constitution concerning Human Rights, Article 28B paragraph 2: Every child has the right to survival, to grow and develop and has the right to protection from violence and discrimination. To be able to grow optimally, a child needs immunization. If a child does not get immunized, it can be interpreted that the child cannot grow optimally (neglect of children), this is contrary to Law No. 23 of 2002 concerning Child Protection article 77 and can be punished according to the article. In addition to the above article, it can be threatened with revocation of custody according to Law No. 4 of 1979 concerning Child Welfare. And can be threatened according to Law No. 4 of 1984 concerning Outbreaks of Infectious Diseases, because one of the outbreak prevention efforts is prevention and immunization (immunization).

Abstract
One of the skills that need to be implemented in learning is reasoning skills. The learning model that can be implemented to improve reasoning skills is Malcolm-s Modeling. The objectives of this research was to measure problem solving skill of the students who was taught by Malcolm-s modeling based on KWL thinking strategy towards the minimum criteria scores in the chapter of Scientific Notation. The population of this research were the students of seventh grade in Tainan Municipal Jincheng Junior High School Taiwan in the academic year of 2016/2017. Using cluster random sampling technique, class 705 was selected as the experiment class by giving treatment with KWL thinking strategy using Malcolms Modeling. The data were collected by using some instruments, they were test and documentation and were analyzed by using SPSS software and excel for t-test and proportion test. The results of the research showed that the reasoning skills of students by giving Malcom-s modeling based on KWL thinking strategy gained good result to the scores of the students.

Abstract
This study aims to find out:: (1) the influence of the principal leadership style on the work motivation of teacher, (2) the influence of incentives on work motivation of teacher, (3) the influence of the principal leadership style on teacher work commitment, (4) the influence of incentives on teacher work commitment, and (5) the influence of teacher work motivation on teacher work commitment. This study used quantitative research methods. The research model used is the path analysis. The population in this study were all the Teachers of High School in Langsa City are 285 teachers. The research sampling technique was carried out by proportional random sampling, using Harry King Nomogram, obtained a sample of 163 teachers. Data collection techniques were carried out using a closed answer questionnaire instrument with a four options. The results of the data analysis show that the data obtained Normal distribution, and Linear between the study variables. The results of the study show that: (1) the principal leadership style directly positive influence on teacher work motivation, (2) the incentives directly positive influence on teacher work motivation, (3) the principal leadership style directly positive influence on teacher work commitment, (4) the incentives directly positive influence on teacher work commitment, and (5) teacher work motivation directly positive influence on teacher work commitment. To improve teacher work commitment of Langsa City High School can be done by increasing the Principal Leadership Style, Incentives, and Teacher Work Motivation

Abstract
Islam as a religious majority of Indonesians have made Islamic law as a living law in the order of the peoples lives, so that in the formulation of positive law in Indonesia always Consider legal awareness and value in the community. The existence of Islamic law in the establishment of positive law in Indonesia is visible from three aspects. First, as the norm has grown, developed, and rooted in the community. Second, as a code of ethics that is capable of filtering deviant behavior from society. Thirdly, legalization of Islamic law as a universally applicable positive law for all Indonesians in certain areas of law.Article 284 of the Criminal Code of adultery is placing a weak law enforcement because of the sanctioned dichotomy contrary to the religious norms of Islam, adat, and moral of the Indonesian nation.

Abstract
Mathematical literacy is an individual-s capacity to formulate, employ and interpret mathematics in a variety of contexts. The purpose of this study was to review the comparison of enhancement in mathematical literacy between students who received problem-based learning and other group of students who received guided discovery learning based on a) initial mathematical ability in overall b) level of initial mathematical ability (high, medium, and low). This research was conducted at a junior high school in Jakarta. The method used in this study was quasi-experimental with 66 students as the samples. The instrument used to collect the data was mathematical literacy test. The results of this study are: 1) enhancement in mathematical literacy between the students receiving problem-based learning was higher than the students who received guided discovery learning based on initial mathematical ability on overall and those who started on medium level of ability, 2) enhancement in mathematical literacy between the students receiving problem-based learning is not higher than the students who received guided discovery learning based on high and low level of initial mathematical ability.

Thesis. Medan: Educational Technology Study Program. Post Graduate Program. Universitas Negeri Medan. This study aims (1) to find out the results of learning to read comprehension in English students with Genius learning strategies higher than those taught by Expository learning strategies, (2) To determine reading comprehension skills in English students who have high interpersonal communication and interpersonal communication low, (3) to determine the interaction between learning strategies and interpersonal communication towards reading students understanding of English. The population in this study was 9 (nine) classes in SMP Negeri 1 Selesai. The research samples were taken 2 classes, namely class VIII-1 and VIII-3. The results of this study are: (1) The results of learning to read students understanding of English taught with Genius Learning strategies are higher than students taught by Expository learning strategies. This can be seen from the data analysis that obtained where the value of Fcount= 13.08, while the value of Ftable = 3.99 so that Fcount = 13.08 > Ftable= 3.99. (2) The ability to read English language comprehension of students who have high interpersonal communication is higher than those who have low interpersonal communication. This can be seen from the data analysis that obtained where the value of Fcount= 13.35 while Ftable= 3.99, so that Fcount= 13.35 > Ftable= 3.99. (3) There is an interaction between learning strategies and interpersonal communication in influencing the results of learning to read students understanding of English. This can be seen from the analysis of the data obtained where the value of Fcount= 28.19 while Ftable= 3.99 so that Fcount= 28.19 > Ftable= 3.99. Summary this research found interaction between learning strategy and the interpersonal communication on the students achievement in English language, for teacher must taught instructional strategy find with students characteristic employing the interpersonal communication for students achievement. Abstract
The legal frame of the Unitary State of the Republic of Indonesia, contains a variety of wealth, both cultural and natural resources. Based on that unitary state, and constitutional strengthening in Article 33 of the 1945 Constitution of the Republic of Indonesia, the state take control all existing wealth. However, a problem arises, when the basic right to control of state, it cannot protect the rights of indigenous peoples in relation to the need for natural resources, especially water resources. There are two main problems, first why the right to manage water resources for indigenous peoples cannot be accommodated fairly? Second, How to strengthening the rights to manage water resources for indigenous peoples to create equitable access to water? In order to answer these two basic problems, the domain of this writing is based on the normative legal method. Describe comprehensively based on theory and relevant data. Basically, the right to water is a basic right for every human being. But it cannot be denied, if the practice of liberalization of water resources, making the right to water which should be obtained easily, is inversely proportional. In fact, indigenous people who are philosophically related to nature and the value of local wisdom to be able to manage water resources, are put aside. In fact, the constitutional basis clearly states that natural wealth is used for the greatest prosperity of the people. At this point, it is not just about strengthening legal instruments. The role of the state, through the right to control, must be implemented more strongly, especially through institutional roles both at the central and regional levels.

Abstract
This study aims to determine the increase of student learning activeness through the demonstration method of concrete objects in the line and angle material in Junior High School. This type of research was Class Action Research conducted collaboratively between teacher and researcher at MTsN Batang Toru. The research subjects were 40 students of class VII-4. Data collection techniques were carried out by observation and distribution of questionnaires. The data analysis technique used is the analysis of the Miles and Huberman models with three stages, namely data reduction, data display, and drawing conclusions. This research through three cycles to obtain the desired results. The results of this study indicate that student learning activeness increases significantly. The results of the observation during the learning process showed the observations of the first cycle, the first meeting, the activity of students was 34.82%, and the second meeting was 42.33%. The 1st cycle of the 1st meeting was 51.5%, the second meeting was 63.83%. The third cycle of the 1st meeting was 74.16%, at the second meeting increased by 85.16%. Moreover, measuring the level of student activity was carried out by distributing questionnaires at the end of each cycle. The results of the questionnaire showed that respectively in the first cycle reached 44.16%, the second cycle 64.16, and the third cycle 84.33%. It can be concluded that the activeness of students in line material and angles in mathematics lessons using the concrete object demonstration method increases as expected.

Abstract
The recent era of globalization is characterized by the rapid development of technology. The presence of technology has given a new nuance to human life that touches all aspects of life. The development of technology makes it easy for people to carry out activities to meet their needs and interact with other humans wherever they are. Technology, in addition to bringing benefits such as making it easy for people to carry out their activities, also causes losses. Crime through misuse of information technology is increasing. The type and mode of crime itself continues to develop, among others, the proliferation of lewd acts as livelihoods carried out through information technology. On the other hand, the success rate of disclosure of criminals with information technology is still very low. Therefore, strict and consistent law enforcement is needed to create deterrent effect. The purpose of this study is to analyze law enforcement efforts against perpetrators of criminal acts of lewd and/or others as pimps by taking advantage of female prostitution carried out through internet media, with empirical juridical methods. The result is that there are a number of legislation on the perpetrators of criminal acts of lewd conduct as livelihoods that regulate prostitution activities online, but it must be seen the elements of acts committed by perpetrators of obscene acts as livelihoods so that legal provisions can be applied more precisely against the perpetrator. However, for the legal basis in dealing with the perpetrators, the provisions of Article 296 and Article 506 of the Criminal Code can be used, which specifically regulate crimes committed by a pimp and Article 55 of the Criminal Code which are considered as those who take action or persuade them to do or facilitate actions or facilitate obscene acts with others as livelihoods and habits.

Abstract
There are several components that show the process of algebraic thinking on students in solving problems. One of these components is the process of using algebra as a tool for doing mathematical modelling. This study aims to reveal how the students- competency in making mathematical modelling to solve algebraic problem. Descriptive qualitative study design was used to obtain an overview of the mathematical modelling competencies of nine students (15-16 years old) in Pekanbaru, Riau Province. Each participant is given a test that contains algebraic problem. The results of this study show that when students do mathematical modelling there are several errors as follows: (1) mistake in making assumptions for the problem and simplify the situation; (2) mistake in recognize quantities that influence the situation, to identify the key variable; (3) mistake in construct relation between variable; and (4) mistake in solving question within mathematical modelling.

Abstract
Since the enactment of the Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers, the term Indonesian Labors (in Indonesia, stands for TKI) is substituted to Indonesian Migrant Workers (in Indonesia, stands for PMI). By reading carefully the law governing about TKI or PMI namely the Law Number 18 of 2017 concerning the Protection of Indonesian Migrant Workers, it found that it was made to correct some weaknesses in Law Number 39 of 2004. This law improvement was aimed at increasing the security for Indonesian Migrant Workers as mandated in the 1945 Constitution. In fact, this law also still has several weaknesses, including the lack of detailed regulation of legal aid for PMI. Actually, when PMI works in a destination country, the PMI Protection Law provides them the right to get assistance, mediation, advocacy and legal aid in the form of advocate services given by the Central Government and/ or Representatives of the Republic of Indonesia, and it mandates legal protection for PMI specifically regulated in CHAPTER VII of the PMI Protection Law. However, this only covers a general description. It is not explained what the right of legal aid the PMI get if they are involved in a problem or case. In addition, access to legal aid is not integrated with the legal aid law in Indonesia, namely Law Number 16 of 2011.

Abstract
One of the 21st century skills and also the main goal of students learning mathematics is mathematical problem solving. To achieve one of the 21st century skills, students can practice solving problems in various forms of questions, including the story problem. Completing the story problem requires understanding of the problem context, making a mathematical model, developing a resolution strategy and reviewing the strategies used. The purpose of this research is to analyze the students ability to solve mathematical story questions about sine rules material. This research was conducted by quantitative and qualitative analysis. Data were collected from 34 students of tenth grade senior of high school. Problem solving for each student was scored by using a holistic rubric, then solution was reviewed by using the Polya Problem Solving Strategy. The results showed at least students had been written the solution but the methods that they used could not be understood (problem number1) and indicates that were weak in understanding and planning problem solving. Then there was only 4 students who were able to solve the problem solving correctly (problem number 2), thus students had been able to implement the four steps of Polya-s problem solving strategy properly.

Abstract
Medical disputes stem from the patients dissatisfaction with the actions of the doctor in carrying out his medical practice and extends to the hospital level which is then resolved through mediation. The purpose of the mediation is to find a win-win solution. However, there are weaknesses of the mediation, namely if the agreement reached from the mediation is not stated in the form of a deed, then the agreement in the mediation can be canceled and has no executive power, even though the agreement is final and binding. Therefore, there is a need for other dispute resolution efforts that not only have final and binding properties, but also have executive power. The dispute resolution efforts are through arbitration. This study is normative with secondary data as a data source. Data is examined by means of document studies. Data is analyzed qualitatively. The results of the analysis are presented descriptively. The results showed that arbitration as an alternative to non-litigation settlement in the case of a medical dispute provides many benefits for the parties, namely in arbitration, the parties may choose an arbitrator who is an expert in the disputed field, so the process is faster because it is decided by the truly expert in the field. Arbitration is also held in private only attended by the parties to the dispute, no one else is present. Therefore, arbitration as an alternative to non-litigation resolution in cases of medical disputes can be immediately applied in hospitals as an alternative in resolving medical cases, so cooperation between BANI and IDI is needed to draft special arbitration for medical disputes.

Abstract
Mathematics is a compulsory subject that students must learn since on elementary school, because of its usefulness on daily lives. But many obstacles experienced by students in learning mathematics, one of which is mathematical anxiety. This study aims- to explain how students mathematical anxiety is seen from gender factors and their implications. The subjects of this study were 10 grade V students of an elementary school in Sumedang. Case study methods are used to understand and analyze students mathematical anxiety. The results of the study were obtained from data collected through questionnaires, mathematics test, interviews and the field notes of mathematics learning process which was then analyzed descriptively. The research results show that mathematical anxiety of female students tended to be higher when compared to male. This mathematical anxiety will increase when students face exams. The implication is that the concentration of students with a high level of math anxiety tends to be disturbed when learning mathematical material. Although this doesn-t always have an impact on the results of student learning tests, but the conditions of learning must be arranged in such a way that students are more comfortable and mathematics anxiety can be reduced while students studying.

Abstract
Democracy and Implementation of general elections (elections) are two sides of a coin that are closely related. In 2019, a new history began in the General Election, along with the Indonesian Constitutional Court Ruling number 14 / PUU-XI / 2013 in the case of testing Law Number 42 of 2008 concerning General Elections stating that the Election of Members of the House of Representatives (DPR), Regional Representative Board (DPD) and Regional House of Representatives (DPRD), and the election of the President and Vice-President (Pilpres) must be held simultaneously, not separate as practiced so far. However, after the simultaneous elections were held, many casualties from the Voting Group Organizers (KPPS), Election Supervisory Committee (Panwaslu), and members of the Indonesian Police. Based on temporary data from Ministry, the number of election organizers who died amounted to 527 people and the number of victims was 11.239 people. This is an irony fact, elections which should be a place to determine political rights for the people, actually cause many casualties. The problems in this paper is, How is the legal construction of simultaneous elections in 2019 in Indonesia linked with the norms in the Indonesia Contitution in 1945 ? The method used in this paper is normative juridical with a descriptive analysis approach. The results expected in this paper is that simultaneous elections of 2019 need to be reevaluated. For this reason, we hope the government and House of Representatives (DPR) to immediately formulate a special regulation on simultaneous elections, with the aim of creating legal certanty. This can be done by judicial review or in a higher direction, like the fifth amandement to the Indonesian contitution in 1945.

Abstract
This research is motivated by the importance of communication ability and mathematical representations of elementary school students as part of the standard process that students must have towards mathematical learning. The purpose of this study was to determine how far the communication and mathematical representations of students have. The research design used was descriptive qualitative. This research was conducted on 24 students of fifth grade elementary school in Bandung by providing communication skills and mathematical representation tests and interviews. The results of the study showed the low communication skills and mathematical representations of students in terms of the test instruments given to students. Most students find it difficult to draw conclusions because of errors in understanding the meaning of mathematical questions in real life contexts. Based on these findings learning activities must be developed to achieve the expected indicators so that communication ability and mathematical representations of students can be improved.

Abstract
This study aims to explain how factors that influence students that their answer were correct mathematically and plausible on the problem of inverse proportion concept. The subjects of this study were six students of grade 7th, a junior high school in Bandung. This study used a qualitative method. The technique of collecting data uses written tests and interviews. The result of this study analysed by using relevant theories. This implies the need for analysis of written tests and interview students as evaluation to improve learning. During the study, found factors that influence students in to finding their answers correct mathematically and plausible. These factors include students understanding related of inverse proportion concept, understanding of students related to calculating operations, understanding of students related to reading and forming tables, understanding of students in terms of graphs, and understanding of equations mathematics. Based on the results of this study concluded that students can understand the questions with plausible but these factors affect students in problem solving of inverse proportion concept so that students difficulties to find the right answers mathematically.

Abstract
The Role of Green Open Space, The existence of Green Open Space in urban areas is very important. If the green open space is not available in an urban area, the economic disaster will be even higher. The development and growth of green open space (RTH) of Surabaya city is needed the right strategy, so it does not cause environmental damage that can reduce the carrying capacity of land in sustaining community life in urban areas, so it is necessary to make efforts to maintain and improve the quality of the environment through the provision of green open space. The city of Surabaya as part of the Autonomous Region has an obligation to balance the citys ecosystems to improve the aesthetics of the city and carry out its duties to continuously improve the quality and quantity of green open space. In balancing city ecosystems, it can be obtained by exploring the potentials that exist in the city of Surabaya, one of which is utilizing the potential in the environmental sector. In accordance with the Law of the Republic of Indonesia Number 32 of 2009, article 57 Concerning Environmental Protection and Management, so that according to the needs greening the city under construction. Before all the land is transformed into multi-story buildings (shophouses, malls, hotels) which will cause the availability of green open space with functions and benefits that are needed by local residents to decrease, until in the end there is no land for the procurement of Green Open Space which is very beneficial for the community . it is a serious concern of the government in managing the city so that it needs a strategy in managing Green Open Space properly in developing cities to support sustainable development carried out by the Government of Surabaya City through the Sanitation Office (Dinas Kebersihan) and Green Open Space
