Abstract
The article aims at discussing the importance of independence and integrity of the Constitutional Judges in the light of democratic system. The article also explores the challenges facing the application of the independence and integrity of the Constitutional Judges, with special reference to Indonesia. The article is based on a normative legal research which uses philosophical, constitutional, comparative and cases approach. The result of research shows that firstly, independence and integrity of the constitutional judges is important because theoretically the constitutional judges are the main actors who guarantee the working of rule of law principle of the countries. The constitutional judges are the guardian of the Constitution which means securing the working of democracy as well as the protecting the citizens rights. Therefore, strengthening mechanism of recruitment of constitutional judges is also needed. Secondly, in case of Indonesia, the quality of recruitment process of constitutional justices influences the quality of the constitutional justices. Thirdly, the challenges of implementation of the independence and integrity of the constitutional judges are strongly influenced by the political factor since the constitutional judges are mostly appointed through a process which involves political actors in parliament and presidency. Accordingly, there is a need of better recruitment model of constitutional justices and statesmanship commitment from the political actors in the countries. The better model of recruitment of constitutional justices and statesmanship commitment of political actors of the countries will be determinant factors which may lead the countries towards a developed and strong country.

Abstract
The Indonesian Constitutional Court Decision No. 88 / PUU-XIV / 2016 states that a woman is entitled to be a candidate for Governor and Vice Governor in the Special Region of Yogyakarta. This decision has become a polemic among the people of Yogyakarta, Indonesia and also internal conflict among the internal members of the Yogyakarta Palace because historically, the Sultanate never had a woman as the leader. This research aims to find out the institutional disputes settlement mechanism in Ngayogyakarta Hadiningrat Sultanate. This research is a normative and empirical legal research which means that the research uses both library research and interview respondents in obtaining data. The result of the research shows that in the Ngayogyakarta Hadiningrat Sultanate Palace there is no clear mechanism of resolving disputes among Sultanate family and there is no institution that has the authority to solve cases of institutional disputes. Yogyakarta Sultanate is now in a state of emergency, in which the Sri Sultan Hamengku Buwono X does not have a son as the successor to the throne of the Kingdom. Basically, the dispute settlement in Yogyakarta Sultanate Palace can be settled through discussion among Sultanate Family. Eventhough historically the Ngayogyakarta Hadiningrat Sultanate hasnt had customary law or paugeran adat that regulates about the figure of female leaders, basically a woman stil has an opportunity to become a governor and also become a leader or Sulthanah in the Yogyakarta Sultanate Palace if there is a new political consensus among the royal family in settling the dispute. Therefore, the research recommends that Ngayogyakarta Hadiningrat Sultanate Palace needs to initiate the establishment of an institution that has authority to settle any disputes happened in the Ngayogyakarta Hadiningrat Sultanate Palace.

Abstract
Expansive soil is generally defined as any soil or rock material that exhibit volumetric deformation when their water content changes. They have a potential to swell and shrink under increasing and decreasing water content. This phenomenon can cause in damage to the infrastructure on it. The technique of lime columns, cement columns or lime-cement columns are an alternative method to improve and reduce the problems on this soil. The SiCC columns are columns made of a mixture of micro calcium and micro cylica used not only to stabilize the expansive soil but also to reinforce the soil. The SiCC was function as stabilize agent to soil surrounding the column that made the soil parameter changes. Hence, the soil parameters changes around the column should be determined. This study aims to determine the changes of soil parameter after the installation of SiCC Column. The analysis was done by finite element method using Abaqus 6.11. The soil was modeled with Drucker-Prager model. The soil parameter was predicted and analyzed until the deformation that occurred on finite element model was same with the physical laboratory model. The SiCC column model used in this study was T-shape column with diameter 15,24 cm in head diameter and column length were varied 70 cm and 50 cm, and loaded with 8 tons point load. The modeling results show that plate system with rigid pavement on expansive soils reinforced with SiCC column T-shape with length 50 cm have deformation value 10,76 mm. While the plate system with rigid pavement on expansive soil reinforced with SiCC column T-shape with a length of 70 cm have deformation value 7,04 mm. The results show that the longer pile produced the small deformation and the stiffer soil parameter.

Abstract
Corrosion of steel in reinforced concrete (RC) can compromise the structural integrity and cost billions of dollars every year. To reduce these impacts, finding the new, sustainable, eco-friendly, and cost-efficient construction materials has a significant impact in improving the sustainability of buildings and economic increase. To meet the above mentioned requirements, this literature review aims to examine the feasibility and sustainability of Glass Fiber Reinforcement Polymer (GFRP) bars as an alternative to steel in reinforced concrete. The method used is a Systematic Literature Review (SLR) of 21 relevant international journals from 2011 to 2019. The results show that GFRP-RC can be used as cost-effective solution to steel corrosion and sustainable alternative to steel due to the least amount of CO2 production rather than other types of Fiber Reinforcement Polymer. But the strength and durability as a feasible option for RC structures still remain controversial. Recently, significant improvement found in the prediction of deflection and stiffness of the beams. GFRP bars used as longitudinal reinforcement can resist compressive stresses in excess of 700 MPa and GFRP lateral reinforcement can confine concrete core more effectively than steel. Recommendations for future implementation include establishing building codes, improving recyclability and lowering initial costs

Abstract
Chitosan, a hydrocarbon-based natural polymer, normally has good thermal stability. However, its hydrophilic characteristic limits its application as a membrane. The addition of anhydrous phthalates is expected to improve other physical properties. In this study, composite membranes were fabricated using the modified chitosan matrices combined with filler of modified materials, i.e., by CNT and MMT. FTIR spectra of the matrices shows peak at 1656.91 cm-1 which show amide functional group resulted from the conversion of amine of phthalate groups at phatalic anhydride. In pristine chitosan spectrum, the peak is not available. The modified filler shows a 3450 cm-1 peak which show hydrogen bond formed among internal interactions of the modifier. The XRD diffractogram of pristine chitosan shows three highest intensity peaks at 2θ of 609.2, 609.88, and 550 while anhydrous phthalate-modified chitosan shows the peak at 2θ of 609.8. The related diffractogram for the filler shows the peak at 2θ of 215,93 and 234,83. The addition of anhydrous phthalate to chitosan together with the use of CNT-MMT clearly reduce its crystallinity leading to improvement hydrophilic characteristic of the membrane. The results of this study expected to be one of the references in research regarding the fabrication of chitosan-anhydrous phthalate-based composite membranes for DMFC applications.

Abstract
Some people argue that museums are the building for saving antiquities only. Besides, Government Regulation No. 6/ 2015 stated that museums intend to educate and entertain people. For education purposes, museums can provide information and communication about their collection to visitors. One of the museums in Yogyakarta, which has communicated and informed the collections properly, is Museum Sandi. The museum is amazingly famous nowadays because of the number of visitors increases monthly. The other facts show that the location of the museum is very strategic and it is free of charge. However, the number of educators is limited which is much less than the number of visitors. It causes many difficulties to transfer the information about the collection optimally to the visitors. Because of this, visitors are not able to get the whole knowledge provided by the museum-s collections. This can be resolved by an innovated application based on augmented reality. This application, hopefully, can be a solution to deliver the information and knowledge about the museum independently. Finally, visitors can get more and optimal knowledge about the museum-s collections.

Abstract
Short-term exchange programs present great opportunities for students to gain international experience, while experiencing other countries and cultures. These programs are often coupled with excursion and touristic experience, which belongs to the realm of educational tourism or ‘edu-tourism-. This paper aims to discuss the expectations and anxieties experienced by the related stakeholders to short-term exchange programs prior to departure, namely the students themselves, the school teachers and administrators, as well as the parents. The study focuses on a two-week exchange program in which a group of eight Indonesians students from Bali will take part in an edutourism experience in Germany. Using both quantitative and qualitative data collection methods, this study seeks to identify the involved Indonesian parties- expectations and anxieties towards the exchange and how international experience has an influence on their perception. The study found that the expectations of students, parents and teachers can be clustered into personal development, learning about the language and culture as well as the enjoyment of the trip. As for anxieties, major concerns were the ability to cope with the language and culture, problems in everyday life as well as personal health. In between the groups, differences regarding the importance of some expectations and anxieties were observed. Additionally, the groups- international experience played an important role relating to their perception and had an influence on their expectations and anxieties.

Abstract
Patient safety is a very important and fundamental thing in the daily activities of the hospital. This is one measure of the success of a hospital in carrying out its policies so that patients feel safe, comfortable and satisfied. This paper aims to identify determinant factors that influence the patient safety culture at the hospital. The literature search procedure to answer the problem is by searching the library online using the Pubmed search instrument, Cochrane Library, Google Scholar, Google and the relevant text book. The keywords used are "patient safety", "patient safety culture", "hospital", " determinant factors in patient safety culture ", and "patient safety dimensions" using limits, studies conducted at the hospital to hospital employees, publications English and Indonesian. With the search method, initially there were 30 articles, 22 of which met the criteria, published from 2005 until 2018. The results of the analysis from the literature review show that the patient safety culture is influenced by various determinant factors, including perceptions of management, work team support, work stress, job satisfaction towards the patient safety culture in the hospital. These factors were assessed by using some international standardized questionnaires such as the Safety Attitudes Questionnaire (SAQ) and questionnaire from the Agency for Healthcare Research and Quality (AHRQ). Leader factors in hospitals play an important role in the realization of a patient safety culture.

Abstract
Concrete is a popular material used in constructions such as building, bridge, harbor, etc. The microstructural state of concrete shows that the material has a lot of pores which allows the aggressive substances in the marine environment, such as chloride, infiltrate into the concrete and cause corrosion in the reinforcing steel. If cracks occur on reinforced concrete beams due to the overstress in concrete, it will increase the infiltration rate of aggressive substances and accelerate the corrosion. In the long term, it can reduce the load capacity, the resilience of the structure and lead to progressive damage even spalling on the concrete cover. This research focused on investigating the flexural capacity of the reinforced concrete beam. The beams were pre-cracked to produce cracks and the accelerated corrosion test was used to initiate the corrosion process. The accelerated corrosion test used a constant current of 0.1 A with 3.5% salt water to simulate the marine environment. Finally, the changes of flexural capacity were evaluated in this study to obtain the effect of marine exposure to the flexural behavior of the structure. From the results show that beam flexural capacity decreased by 23% with a corrosion rate of 14%.

Abstract
Many regions in Java are prone to landslide disaster which cause severe impacts on environment, infrastructure and community. The most severe impact is felt by rural community since their livelihood mostly come by cultivating land that located in landslide prone area.. Strategies and proper methods need to be implemented to reduce landslide risk and accelerate recovery after landslide disaster. This research aims to assess resilience of local community to landslide hazard in rural watershed. This research is located in Kayangan watershed which is one of the landslide prone areas in Kulonprogo Regency. Research data was collected by field surveying and in depth interviewing with local communities. Random sampling method was applied to determine the data samples. Resilience to landslide disaster was assessed by several parameters: knowledge about landslide disaster, landslide risk reduction efforts and efforts to accelerate post-landslide recovery. Result showed that generally local communities have been being aware that they live in landslide prone area . Moreover, disaster resilient community has been established in several villages to reduce disaster risk, by preserving local wisdom value. One of the disaster risk reduction action, particularly emergency response to landslide hazard is called “Gotong royong”. Thereupon the whole rural community empowerment in disaster needs to be improved to achieve landslide disaster resilience.

Abstract
Since it was launched in 2018, Nomadic Tourism, as one of three strategies to increase tourist arrival, has been limitedly researched. The concept arose as a temporary solution to the amenity development delay in some destination, especially of those labeled as 10 new Bali. Nomadic amenities as part of the concept has an advantage over a conventional accommodation that took years to build. As other concept of tourism, it is needed to know Nomadic Tourism market, since the market describe how successful the implementation will become. Domestic tourist, which held huge market share in tourism, may play a big role as a potential demand of Nomadic Tourism. But somehow, there is still lack of information about how this market perceives this new concept and how it will consume the destination. Therefore, this research is held to capture and describe this issue to provide basic idea of this new developed concept. The tourist perception will be examined by four main component based on the destination choice model, that contain 1) the awareness of the concept, 2) the interest of tourist, 3) the image of destination, and 4) destination choice simulation. Using the quantitative method, 250 respondent between the ages of 18-35 are collected by online questionnaire. Respondent-s answers about four main components are then analyzed using SPSS and visualized using graphic. Result show that half of the respondent still has a minimum knowledge of Nomadic Tourism concept, as only a quarter of them have been visiting this kind of tourism. Somehow this idea may be a success as almost all of the respondent have willingness to visit the destination with nomadic tourism concept applied.

Abstract
Traffic congestion is a complex, nonlinear spatiotemporal modeling problem. By collecting and analyzing a vast quantity and different categories of information, traffic flow and road congestion can be predicted and avoided in intelligent transportation system. This report provides an analysis about traveling time across Taiwan from North to South, vice versa. We analyze traffic in a national freeway section between Tainan and Kaohsiung, which represents the common trip of the population. The case study is recorded especially between Tainan and Kaohsiung using TDCS database provided by Ministry of Transportation in Taiwan. We use MapReduce framework to process data into smaller task which can be distributed on several computer cluster to speed up the process. The results show that traffic flow spatiotemporal model is strongly influenced by holidays, direction and working hour with a recurring pattern for each week.
