Abstract
The efforts of bureaucratic reform carried out by the Ministry of Foreign Affairs (MoFA) of the Republic of Indonesia are a response to the development of global dynamics and public demands for transparency and accountability. MoFA is required to have strong organizational capabilities, implement strategies effectively, and have highly competent human resources. In order to support this, the organization implements Balanced ScoreCard (BSC) Performance Management System, which began to be implemented in 2017. The purpose of this study is to determine the extent of BSC implementation that has been carried out by the MoFA and what strategic aspects need to be improved. The literature study conducted on performance documents shows that BSC has provided good results for measuring the performance of the MoFA. This system causes major changes to the performance management paradigm to be clearer, more measurable and directed. However, in its implementation, several strategic aspects need to be improved, among others: (1) leadership and involvement of leaders in formulating planning and following up on performance evaluations; (2) commitment and participation of all elements of the MoFA in implementing bureaucratic reforms; (3) HR capacity and knowledge about performance management; and (4) knowledge management of organizational performance management.

Abstract
The media is divided into two categories, namely print and electronic media. Print media that can meet the criteria as mass media are newspapers and magazines. While electronic media that meets the criteria of mass media are television, film, radio broadcasts, and online media (internet). Media radio in its use in the world of journalism is considered effective and efficient, because it can be accessed wherever and whenever, so that people can more easily obtain information. Therefore, until now radio still needs to be considered in relation to the reason that it cannot be compared with other media such as print media, which disseminates information about the time needed when compared to radio. As a mass media, radio that is very close to its listeners does not only contain entertainment and songs, but also contains information needed by listeners, for example such as updated news information, disaster information, traffic monitoring, and so on. One radio that still exists airs in Tangerang is Star Radio. In making radio production, many contributing parties include a video editor. Video Editor is taken as the person who edits the content that has been taken by the Videographer and Video Editor who determines and selects which videos are worth editing or not to look good on Instagram Star Radio Tangerang social media. With the existence of online media competition between radios is getting tougher making researchers want to improve the Star Radio Video Editors strategy in make content media production so that radio still exists.

Abstract
Strategic planning is a system developed with regard to the specific characteristics of the organization. Strategic planning is used as an instrument that will help organizational leaders in managing and allocating all the resources they have to achieve organizational goals. But in reality there are still many problems found in strategic planning in an organization. The problem of this research is that gender responsive budget planning is not yet in accordance with the established legislation, gender responsive budgeting was prepared after the Budget Implementation Document (DPA) was completed, there was even a delay in the preparation of gender responsive documents, more worrying that the document was made a year later . The purpose of this study was to determine the strategic planning model of gender responsive budgeting of regional organizations within the Banten Provincial Government. The concepts of the strategic planning process underlie this research which include: (1) Scanning the environment; (2) Determination of the organizations vision and mission; (3) Determination of strategies; (4) Determination of goals; (5) Determination of Annual Plans; (6) Controlling and evaluation steps that determine how well the strategic plan is carried out besides using a gender realism perspective. The method used is descriptive method with a qualitative approach. The results of the study show that Gender responsive budgeting planning has not gone well due to the constraints of technical and administrative factors that were manifested during the preparation of strategic plans and work plans in each Regional Device Organization.

Abstract
For decades rural industrialization in Indonesia have been undervalued in policy process and academic discourse. The strategy is often associated with natural resources exploitation in rural regions or agropolitan development. In fact, its emergence has portrayed long-standing dominance of urban biased development over rural resources. Instead of fostering rural specific commodities and strengthening local ownership, many cases have shown poor strategy formulation causing broader confusions and uncertainties among stakeholders. This paper aims to address this issue by examining case studies of batik industry in a few localities of Central Java Province. The comparative case study method is undertaken to explore how the local batik industry in each location may perform endogenous rural-based industry. The data collection and analytical methods involve content analysis of government publications, previous studies, and media exposures which are triangulated with excerpts of key informant interviews and field observations. The results show distinguished performance of the local batik industry in pursuit of the rural industrialization trajectories. Even though all of the cases highlight strong government influence in promoting the industry, those which have possessed higher entrepreneurial capacity and informal leadership could be successful to achieve rural industrialization strategy properly.

Abstract
Almost all disability sports are carried out manually, so that every exercise issue, both in terms of equipment and exercise evaluation is done manually. What is now is the time to find a solution for every problem must be fast, careful, and precise. The problem that often occurs is the problem of special assistance for athletes or often called a guide for blind athletes. With almost the influence of the guide in the process of training and competition when the guide is in poor condition or is sick, it will greatly disrupt the training process. The obstacle faced when being a guide is communicating technical exercises with tools, kolaburasi and ekselarasi with athletes, and if there is a disruption in health or injury to the leg muscles will not allow accompanying athletes training. All problems faced step by step can be overcome, and all of them are done manually so that it takes a long time. But the problems that occur remain an obstacle so that it is not optimal when doing exercises (kolaboratation, ekselerasi, communication at the time of training in the form of movement codes and sounds). This technology is expected to act as a companion eye which can give a warning if something goes wrong in the safe position of the Blind. At first the position of the visually impaired athletes hand. With the use of remote control the athlete is free to do the exercises and techniques that have been mastered without worrying about the escort runner (guide). At first the blind athletes when doing running exercises athletes will hold the companion runners rope and when starting the movement, they must be able to collaborate movements, if not, the exercise will be hampered. When using a remote control, blind athletes freely carry out collaborative motion without thinking of the motion collaboration carried out by the companion runner. This is the case with movement acceleration, in athletes the accelerated sprint is a factor that must be considered. In training athletes blind Sprints are accompanied by escort runners, when running runners do acceleration movements and companion runners must be able to accelerate together, and in balance when the acceleration between athletes and companion runners fails, the training results are not maximal. With remote control, the blind sprint athlete performs acceleration according to his abilities without having to worry about escort runners.

Abstract
The geology of Menoreh Hills is mainly developed by volcanic rocks, formed in the tertiary era, comprising Kaligesing and Dukuh formations. Overlaying these formations, there are beded limestones of Sentolo Formation, and alluvial deposits. The volcanic rocks consist of andesite pyroclastic breccia, tuffaceous breccia, and lava, as well as laharic breccia and andesite intrusion, generally subjected to quite intensive joint expansion. There are also some lateral slip faults with a general pattern of Northwest - Southeast and Northeast - Southwest. Most of the lithology especially volcanic rocks in the Menoreh Hills are undergone very extensive weathering, forming soil with a thickness of up to 5 meters. The mechanical properties of fresh volcanic rocks, described in the value of friction angle () ranges 40o – 65o, cohesion force (c) 15 kg/cm2 – 40 kg/cm2, while of the soil ranges 3o – 24o , with c = 2.5 kg/cm2 – 8 kg/cm2. The geological setting and rock mechanical properties of the Menoreh Hills bring about specific characteristics of landslides. General characteristic of slope failures in the Menoreh Hills is involving soil or debri, saturated water conditions, value less than 25o, slope inclination greater than 20o (36%), and soil thickness more than 3 meters. On the other hand, the model of landslides of Menoreh Hills can be grouped into three types consisting of rotational mass movement, soilslide through the boundary plane between fresh and weathered rocks, and wedges failure with joint intersections act as the sliding plane.

Abstract
One of the problems faced in implementing local government programs is the limited budget in the Local Government Budget to finance these programs. The budget limitation is indicated by the low proportion of local revenue to total local income compared to the amount of subsidies issued by the central government. This condition causes high fiscal dependence on the central government. Therefore, the local government must look for other legitimate sources of income other than those stipulated in the Local Government Budget. This can be done by building and developing effective collaborative governance between local governments and stakeholders outside the local government. One of the programs implemented jointly by the local government and private companies is the Social and Environmental Responsibility Program. To optimize this Social and Environmental Responsibility Program, an effective collaborative governance model needs to be designed. This model is based on the Integrative Framework Model for Collaborative Governance proposed by Emerson and Nabatchi.

Abstract
Public demands for transparent and accountable bureaucracy and increasingly dynamic environmental conditions have prompted the Government to implement cashless government system in order to modernize the transaction of the State Budget (Anggaran Pendapatan dan Belanja Negara - APBN). The cashless government system is considered as part of public innovation in order to encourage administrative reform efforts in public sector. Apart from the pros and cons that arise, the Government Credit Card (Kartu Kredit Pemerintah - KKP) policy is expected to be a strategic action in managing the state budget in accordance with the principles of flexibility, security, effectiveness and accountability. The literature study in this paper shows that the cashless government system can help optimize state budget, increase transparency in government spending, and minimize corruption. In a broader context, the system is expected to provide benefits in encouraging economic growth and improving public welfare.

Abstract
Quantitative Structure Activity Relationship study for anti-inflammatory compound 1,3,4-thiadiazole derivatives have conducted. Atomic net charge, partition co-efficient octanol/water (log P), polarizability, refractive index, surface area, mass, molar volume and dipole moment of semi empirical method AM1 was used as descriptors. This study aimed to get the best model equation as the basic for the in silico calculating of the compound. Hyperchem 7, SPSS and QSAR was used to calculate and analysis all molecular modeling process includes the formation of molecular structure geometry optimization and molecular descriptors calculations. Anti-inflammatory data activity from the literature was used as Biological Activity log (BA log). Linear regression analysis using activity as linear function and physical-chemistry properties as the variable showed the best model equation is: Log BA = - 3.359 - 0.174 LogP + 0.003Vol - 0.001Bm - 0.145µ - 3.702qC3 - 0.317qC13 - 7.738qC14 n= 28 r = 0.931 r2 = 0.866 SE = 0.15938 Fhitung/Ftabel = 1 PRESS =0.908559

Abstract
Colon cancer is one of the most common cancer in the world. Recently, natural products were used widely as complementer therapy for colon cancer. Previous study reported Nigella sativa has in vitro chemopreventive activity. This study aimed to observe the effect of cloroform extract of Nigella sativa seed (NSS) on rat colon cell after initiation of 7,12-dimethylbenz [a] anthracene. An experimental study design was set up with post only control group design using rats. Rats were divided into five groups, 12 rats in each group: Group I, the control group was given DMBA orally 20 mg/kgBW twice a week for five weeks, group V is the solvent control group was given corn oil. The other three groups were given DMBA + NSS, at the dosage of 250 mg/kgBW, 500 mg/kgBW and 750 mg/kgBW. NSS extract was dissolved in corn oil and administered daily per oral during the next two weeks before and during the initiation of DMBA. At the end of the experiment (16 week) all rats were sacrificed. Observations of colonic cell proliferation was performed using hematoxylin and eosin staining (H&E) and AgNOR. Data were analyzed using one-way ANOVA, followed by Tukey HSD. H&E staining showed that necrosis activity was lower in treated groups compared to DMBA group. AgNOR staining showed mAgNOR was significantly decrease following the increasing dose of NSS (250 mg/kgBW, 500 mg/kgBW and 750 mg/kgBW) were subsequently 1.62 ± 0.086, 1. 60 ± 0.101 and 1.39 ± 0.049 (p<0.05). The results showed that NNS reduce the damage of colon cells and inhibit colon cell proliferation in DMBA induced rats. This study indicated that Nigella sativa can be developed into chemopreventive agent for colon cancer.

Abstract
Background: Moist wound healing is a method of retaining moisture so that migration of epithelial cells and synthesis of collagen can increase. One of the liquids that can be used is Betaine Polyhexanide 0,1%. Purpose: This study aimed to determine the effect of frequency of dressing replacement with Betaine Polyhexanide 0.1% on the formation of collagen and epithelial tissue in albino wistar rats with grade II A burns. Methods: This study used Posttest Only Randomized Controlled Group Design conducted on 25 male rats within a period of 13 days divided into 5 groups. Each group comprised 5 rats; those are “every 12 hour” group, “every 24 hour” group , “every 36 hour” group, “every 48 hour” group and “control” group. The variable measured in this study is the percentage of epithelial and collagen. Results: The Shapiro-Wilk/Kolomogorov Smirnov and Levene test have a significant value of (p > 0,05) indicating normal distribution and homogeneity. One Way ANOVA test revealed a significant difference in the synthesis of collagen with p-value of 0.002 (p<0.05) but there was no significant difference in the formation of ephitelial with p-value of 0.561 (p > 0.05). The highest score was found in Betaine Polyhexanide 0,1% in the every 24 hour group and the second is in the 48 hour group for collagen and control group for ephitelial. Conclusion: It can be concluded that the treatment of burns grade II A with Betaine Polyhexanide 0.1% every 24 hours can optimize the formation of collagen and ephitelial tissue.

Abstract
According to Mainwaring, the system of political parties in the third wave of democracy is significantly less institutionalized than those in long-established democracies. A more institutionalized system is a system where political parties have strong roots in society. The purpose of this study is to determine the high volatility of Political Parties in Jambi Province. By using qualitative descriptive research methods the results of this study indicate that the existence of Political Parties in Jambi Province since the beginning of the reform era shows a high level of volatility. The general elections that have taken place on the one hand produce successive winning political parties and on the other hand show the deterioration in the voice of existing political parties. The fundamental problem that arises is the high level of primordial phenomena within political parties, the weakness of the institutional system of political parties, not entrenching the relations of political parties with constituents and unconsolidated relations well.
