Abstract
Disaster Mitigation in Pangkalpinang City is one of the concerns of the Pangkalpinang City Government after the major floods in 2016. The topographical condition of Pangkalpinang City makes it increasingly flood prone. This study aims to look at how disaster mitigation policies are carried out by the Pangkalpinang City Government, especially by the Disaster Management Agency of Pangkalpinang City. This study uses qualitative methods with exploratory models (case studies). Data collection techniques used are through in-depth interviews and FGDs, document studies, field observations. This research is also supported by quantitative data obtained from questionnaires. The result of the study shows that several disaster mitigation policies that have had a positive impact on Disaster Management Agency include structural and non-structural mitigation. For example in terms of social, administrative, environmental, structural, legal, and economic aspects. While the obstacles faced by the Disaster Management Agency include the aspect of funding, social aspect, and political aspects. Suggestions that can be given to the Pangkalpinang City Government are the need for more serious attention from the City Government and House of Representatives on the existence of Disaster Management Agency because Pangkalpinang City is now prone to major floods, including stagnant water conditions (small floods); The Disaster Management Agency needs to immediately map flood-prone areas in Pangkalpinang City so that it can take preventive steps in the future; and public knowledge of the risk of floods needs to be improved.

Abstract
After 1991, especially two political parties (Awami League and Bangladesh Nationalist Party-BNP) come to power by turn through popular elections in Bangladesh. Though they form government as coalition or alliance with other small political parties, but they remain as flag bearers. Unfortunately, the regimes have been marked by indiscriminate politicization of government, semi-autonomous and even autonomous offices and institutions, and by corruption and misrule, violations of state laws, which make the governance weak, conflicting political culture and undemocratic in practice. This study is focused on finding the politics of electoral transition and the nature of political culture in the state. This study also reviews the conflicting issues which are obstacles for democratization of Bangladesh. Finally some recommendations have been pointed for the institutionalization of democracy in Bangladesh.

Abstract
Local culture, including Javanese, has a treasure of values and principles that have deep roots in society. These values and principles are able to manifest in behavior, including in terms of self-control when working in a bureaucratic environment. In an atmosphere of formal and rational bureaucracy, various noble values that are characteristic of Javanese culture are sometimes not easily integrated into bureaucratic modernity. The research conducted at a government agency in the Special Region of Yogyakarta uses ethnometodology, to get a critical understanding of the dialectics of local culture with bureaucratic rationality. The research intends to provide a new perspective on the need to manage local culture in an effort to optimize internal control in the government bureaucracy. The success of fusing is influenced by many factors, videlicet the ability to get vertical and horizontal consensus, understanding the meaning of contestation, and the accuracy of understanding the alignment of the needs of the organization with its members. In the context of internal control in organizations, local cultural values are mostly able to survive and become reinforcement of internal control, but some other local cultural values are shifted by bureaucratic modernity due to several conditions.

Abstract
Background: Introduced in 1970 as a strategy for assessing clinical skills in medical students, Objective Structured Clinical Examination (OSCE) has been widely accepted as a strategy for assessing clinical competence in various health related curricula (eg dentistry, pharmacology and physiotherapy) and now this has been established in nursing education and midwifery training. The experience of midwifery students in dealing with OSCE is to make students feel anxious. This will affect the value that will be obtained by midwife students because they cannot concentrate on the OSCE. However, many argue that when they experience anxiety, midwifery students will better prepare themselves for the OSCE and they feel that the OSCE assessment will ultimately benefit them. Methods: Studies appraisal program uses Critical Appraisal Skills Program (CASP), and methods of synthesis using a modification PEOS data sources available from Pubmed, ProQuest, and Sience Direct. Results: With the implementation of OSCE, it can evaluate clinical competence and psychomotor skills of midwifery students. OSCE can also develop the internal mental abilities of midwifery students before doing skills on practical land. Conclusion: OSCE can increase the confidence of midwifery students. With the OSCE midwifery students can develop mental and clinical abilities before doing skills in the practice area. OSCE encourages midwifery students to assess their knowledge and understanding of clinical practice. OSCE also makes midwifery students skilled in communicating with patients

Abstract
Background: Qualified midwives have comprehensive and professional abilities that can only be achieved through high quality midwife education. One effort to improve the qualifications of midwives is by implementing a Continuity of Care model in clinical education to ensure that the graduates are ready to keep responsibility for providing safe and effective delivery care. The majority of maternal and infant deaths can be avoided if Continuum of Care is provided in a structured pathway from pregnancy to birth and the first week of life for a newborn baby. Purpose : The purpose of this study was to review the Continuity of Care learning model for midwifery students. Methods: This Systematic Literature Review used the PubMed, Science Direct and ProQuest databases with a period of 2008-2018, out of the 989 initial articles identified, 4 articles were selected since they met the inclusion and exclusion criteria for final review. Results: The Continuity of Care learning model for midwifery students took place between students and patients, which enabled them to experience continuity with a woman through pregnancy, childbirth, birth and the postnatal period. In fact, students learnt directly from patients and from other health care providers who then consolidated students in understanding the philosophy of female-centered care. Conclusion: There were two CoC (Continuity of Care) learning models for midwifery students namely CoC (Continuity of Care) with Follow Through Experience (FTE) and CoC (Continuity of Care) with Case-loading models. The benefits of midwifery care with the Continuity of Care model had a very important role in reducing MMR and IMR and a positive impact on the continuity of the midwifery care model. On the other hands, students learnt directly from patients and from other health care providers who consolidated students in understanding the philosophy of female-centered care.
