Abstract
With the advent of knowledge based economy era, there has been a shift in research paradigm within higher educations. Research was initially only emphasized on the development of science with scientific publications as the main output, but now it is encouraged to create technological products with economic values. This change therefore influences the pattern of research organization management at higher education. Starting from 2007, research organization at higher education is evaluated regularly by Directorate General of Higher Education (DGHE). The DGHE conducts evaluation on the performance of Research Management System at higher education institutions every three years. Based on the evaluation results, the higher education institutions are classified into one of four clusters of research: Mandiri, Utama, Madya, or Binaan. This policy applies to all universities in Indonesia, including vocational higher education such as the Politeknik Negeri Bandung. Unlike universities, vocational higher education such as polytechnics cannot be easily classified into the first three clusters, because at its early stages polytechnics were not mandated to perform research. This paper discusses the management strategy of research organization in the form of research and community service units at Politeknik Negeri Bandung. The management of research units is carried out by referring to 13 aspects of research management and setting indicators of achievement. By implementing management of the research unit and community service as a part of institutional strategic management for approximately 8 years, it has succeeded in supporting the Politeknik Negeri Bandung to achieve A-institution accreditation in 2016 that will be valid until December 2021.

Abstract
The background of this research is the fact that the problem in HIV / AIDS prevention to provide good services has been mandated in the Minister of Health Regulation 21 of 2013 so that the Banten Provincial Government should be able to provide good services for people with HIV AIDS (ODHA), but in fact the Indonesian government has not been able to serve people with HIV AIDS (PLWHA) well because of a lack of commitment from the central government and regional governments. Therefore the need for the role of regional governments in the era of regional autonomy in HIV AIDS prevention is needed in providing health services to their communities. Besides that HIV and AIDS is one of the social problems that must be considered by the government, because in reality the views in the community and discrimination are still a serious problem in the efforts to prevent, handle and control HIV and AIDS in Banten Province. The next problem is that stakeholder understanding of the HIV and AIDS program budgeting policies is limited, institutional capacity related to budget access and management is inadequate, and data-based budgeting planning is still minimal. The theoretical basis used is the Policy Implementation Theory, while the method used is descriptive with a qualitative approach.

Abstract
Indonesia declared an -extreme narcotics emergency situation- in July 2017. President Jokowi Administration has taken tough drug stance due to its public health allert that comes together with damaging social economic issues. A survey by Indonesian National Narcotics Board (2017) estimated 3.36 million Indonesians suffer narcotics addiction likely in their productive age. Even more so, it is assumed that drug abuse contributes to the death of thirty people daily in Indonesia. The estimated socio-economic cost of treating the abuse could reach up to eighty billion rupiahs yearly (BNN, 2017). The long term treatment it takes for the government to assist those with addiction demand comprehensive approach to be successful (UNODC, 2009; WHO, 2004; McLellan et al., 2009; Hser & Anglin, 2011). This study puts forward a claim that a proper cross boundary, intergovernmental health cover system is vital to cope with the social economic damage of the issue. The government-s hard line for drug convicts should be in line with the public health assistance for those wanting to get out of addiction cycle as mandated in law no 35 year 2009 on narcotics. The research aims at providing discourse on critical systemic thinking (Midgley, 2000, McIntyre-Mills, 2013, Riswanda, 2016) with respect to how and why public-private health partnership model could come up with strategic innovation in terms of providing drug abuse rehabilitation service through the National Health Insurance System .

Abstract
In the last two decades the rate of deforestation in the Kesatun Pengelolaan Hutan Produksi (Production Forest Management Unit of Dharmasraya/ PFMU Dhrmasraya) is very high. Forest cover has been reduced from 90 percent to 15 percent between 2000 and 2018 in the area of 33,000 ha. This study aims to identify the causes of deforestation and map those who play a role in deforestation in the PFMU Dharmasraya region. The research was conducted in the PFMU Dharmasraya, West Sumatra from January 2015 to August 2017. This research used a qualitative research approach with multiple cases method. Data collection techniques were used includes in-depth interview, field observation, documentation, and secondary data analysis. Informants were identified using snowball sampling. Data analyzed with qualitative methods. The study found that deforestation begun since the concession was given to PT. Ragusa with the area of 66,000 ha in 1972, industrial forest concession (HTI) PT. Inhutani of 40,000 ha in 2002, and forest conversion through large scale plantation which started in 1986 covering 19,966 ha. After the end of timber concession in 2002, there was a vacuum condition of forest management by HTI license holders. The vacuum of forest management leads to deforestation initiated by local communities. Deforestation is caused by forest clearing into plantations by local communities who claims the forests as customary community land. Deforestation is supported by the process of buying and selling of communal land by local people to other parties. Generally, there are four actors who have a role in deforestation, including local people, non-local, government and private actors. They are classified as ulayat land sellers, buyers, and supporters. The four actors have created a social network of deforestation and using the customary structures to gain the recognition of forests ownership.

Abstract
The new phase of decentralization in Indonesia started in the reformation era in 2001 and was marked by Law number 22 of 1999 then replaced by Law number 23 0f 2014 regarding Regional Government. It is undeniable that Indonesia has made a lot of important progresses in the implementation of decentralization and local autonomy. However, lack of preparation, lack of organization and unprepared local capacity caused the implementation of decentralization to be marked by various delays. Hence, reinforcing local capacities is a vital element that should be undertaken by Indonesia government to support decentralization. This study should enable us to see the state of local government capacity building and inform us whether or not the local government is capable to govern bigger authorities. This research is conducted using the case study method. Primarily, the research focuses on the local government capacity in Sumedang Regency, which is located in West Java Province. Both quantitative and qualitative techniques of analysis employed in the study. Simple quantitative techniques are mainly used in calculating statistical data particularly in measuring the local governance capacity. Most of the research uses qualitative methods. As far as data collection is concerned, this research uses official data from sources such as the national, provincial and municipal government documents, official statistical year books, and development plans, etc. Based on the field observations, the local governance capacity improvement levels during autonomy implementation at Sumedang Regency has already shown a good improvement by the capability in setting the direction and policy of governance implementation and in reducing the dependence towards the central government in setting local policy. Unfortunately, this level is not fully supported with an implementation of accountability principals and proper transparency.

Abstract
Although Indonesia elections have been passed for five times after the fall of authoritarian regime of Suharto in 1998 and always received an honour complimentary from international observers, however there are still major electoral frauds in Indonesia that need to be elaborated in scientific forums. Politicians in parliament and groups of civil society understood and worried on these problems. Institutional arrangement to reduce frauds and malpractices were purposed with the formation of new electoral judiciary council that functioned for overcoming violations and manipulations from the electoral management bodies (EMB), candidates, and also voters. This agency called The Council of Honorary of Electoral Management Bodies (DKPP). This study aims to answer why electoral management bodies in Indonesia are unable to reduce any electoral manipulations and frauds these days? The study wants to elaborate from DKPPs sentences on electoral frauds and malpractices for gaining reasons and motives from actors. This study contributes to fulfil the gap on study of electoral frauds and manipulations in new democracies, including Indonesian case. Findings of this study are: (1) some of local commissioners of EMBs are not able to become independent position and could be easily intervened by other political actors in elections because of family and relative relations with candidates; (2) The unsyncronized electoral tabulation voters data usually can be used by candidates as part of their manipulation strategies in the beginning of recapitulation of counting results; (3) vote buying or vote transaction are underground phenomena of political events that are involving voters, candidates and also electoral management officers. Usually they work together for manipulating counting results for particular candidates.

Abstract
Physical, chemical and psychological stressors can affect GnRH pulsatile frequency and amplitude. This is important for FSH and LH secretion. Moreover, stressors can also activate the sympathetic nervous system (norepinephrine release) and adrenal medulla (epinephrine release). Catecholamines increase (epinephrine and norepinephrine) can increase GnRH pulse. The excessive pulse increase can reduce and stop FSH and LH secretion. Epinephrine is a chemical stressor, so, this research aims to prove the effects of epinephrine administration on FSH and LH level. It is an experimental laboratory research using post test only control group design. The examined variables were FSH and LH level. This study used 24 female mice (Mus musculus) consisted of 6 groups; 1 control group and 5 treatment groups based on the epinephrine administration of 0.001 mg/ml, 0.002 mg/ml, 0.003 mg/ml, 0.004 mg/ml, and 0.005 mg/ml respectively, given every day for 20 days startedfrom the beginning of proestrus cycle. Then the result was analyzed using One Way ANOVA method and followed by Multiple Comparison Bonferroni test. The result indicates that the dosagelevel in epinephrine administration indicates a significant difference (p <0.05) on FSH and LH level of 0.001 mg/ml and 0.002 mg/ml, 0.003 mg/ml, 0.004 mg/ml, 0.005 mg/ml by control. From the result, it can be concluded that chemical stressors (epinephrine) can reduce FSH and LH level. It is recommended to conduct a further research with measurement of Estrogen and Progesterone level and Catecholamine level.

This qualitative research aims at assessing the quality insurance system as to whether the system improve the provision of education service in the province. The study is combining interview results and secondary sources of policy instruments. The research indicated only a small number of stakeholders (4.250 of 24.731 schools) applied the quality insurance system due to the possibility of lack of guidance to use the service. The study is exploring what, how, why, when, where, and to what extent the Central Java government could make a proper institutional assessment of either the system or the value of the quality itself.

Abstract
The cover is the front of the book that is first seen. The cover has an important and strategic role in imaging the identity of the book. In marketing, several books come in single and serial formats. Book series usually consist of several books that are packaged in one package or sold separately. The presence of a series of books may be due to their contents or the similarity of the character of the content. Some types of books are usually present in series formats such as novels, children, education, and others. The cover design of a series book usually has a visual similarity with each other. This is done by publishers to maintain consistency while providing a book series identity. Related to the above, in designing the cover of the book series there are a number of things that must be considered by the cover designer. This is related to visuals presented such as constants and visual variables. Visual constants are things that appear constantly or consistently. Instead, variables are things that appear inconsistently or consistently on the cover. Therefore, this research will explain the design methods for the book series by paying attention to these things. This research will use artistic research methods, a method that relies on the practice of designing artistic works such as book covers. This research is expected to be a reference for design cover designs for designers, especially in the book cover series design.

Abstract
The purpose of this paper is to analyze the effectiveness and function of the Asean Way as a universal norm and principles held firmly by the 10 ASEAN member countries, especially those related to the Non-Interference Principle which is currently becoming a dilemma in solving problems in Myanmar. The method used in this study is a qualitative descriptive analysis method, which is a comprehensive method with the aim of finding comprehensive data on the functions of Asean Way as Norm of ASEAN. Asean Way, especially the principle of Non-interference which should be the best way to resolve all problems for Asean member countries, is now considered to be one of the weak points which later becomes a dilemma with ASEAN member countries, so that in its development the principle cannot provide concrete solutions in overcoming various problems that occur in ASEAN. This has been seen in recent years, particularly the role of ASEAN through its non-interference principle in Myanmar which shows ASEANs lack of credibility in resolving resolutions that have not been resolved resolved as in resolving human rights violations especially related to Rohing ethnicity in Myanmar

Abstract
Development has long been hailed as the primary source of human progress, but unfortunately, most of the times development is carried out without demonstrating sensitiveness to cultural setting in which it operates. Dayak culture is one of many cultures impacted by such practice, while in fact many of its cultural facets may significantly contribute to the development and render it more sustainable. This article argues that Dayak culture has been impacted by development agenda and the logic of development has to be reversed by including local wisdoms to ensure the sustainability thereof through the lense of cultural impact assessment.
